The organizational structure is determined by the responsibilities and powers of the local government as an executive body. Akimat consists of akim, his deputies, departments, departments and other service divisions. The structure of the akimat is approved by the maslikhat on the recommendation of the akim immediately after it has been determined in accordance with the management scheme of the region, district, city. The economic and financial basis of local executive bodies consists of the property of administrative-territorial units (property of maslikhats and local administrations belonging to them), funds from the local budget, local taxes, subsidies and subventions allocated from the budget, state fees, rent for property of the city and district, withholding taxes and other payments. Akim has the right to create an off-budget fund. It includes income received from the sale of ownerless and confiscated property, received from subbotniks, the sale of loans, lotteries and auctions. The competence of the akimat includes the following activities: planning, forming and using the budget, organizing economic activities, using transport, communications and land, natural resources, ensuring the rule of law, law, order, protecting the rights, freedoms and interests of citizens, receiving applications from individuals and legal persons and more. The governing bodies in settlements and villages are also included in local authorities.
