Buying a car is a very responsible process, which begins with determining the budget and choosing the type of car, i.e. used or new, as well as the desired range of specific models.

When choosing a car, be sure to carry out a thorough inspection, preferably in cooperation with specialists who can suggest any shortcomings, imperceptible in appearance. Also, be sure to pass the test drive and in agreement with the seller to pass computer diagnostics of the car in the car service center.

Before making a deal, if you buy a used car, try to collect detailed information on the history of the car, fines, taxes and encumbrances.

In case of initial registration in the Republic of Kazakhstan (except for vehicles purchased from the official dealer (representative) of the vehicle manufacturer on the territory of the Republic of Kazakhstan), inspection of the vehicle shall be conducted at the inspection point of the State Corporation at the place of registration of the vehicle by an authorised employee of the IAB. During the inspection of the vehicle, its identification is carried out, compliance of the number units and their markings with the data specified in the registration documents is checked, their authenticity is established, and the vehicle (general view) and its identification number are photographed.

The state fee for the state registration of vehicles is:
 
for the state registration of a mechanical vehicle (except for the vehicle in respect of which primary state registration is made) or a trailer - 0.25 MCI;
 
for the primary state registration of motor vehicles used for the transportation of passengers and having, in addition to the driver's seat, no more than eight seats – passenger cars of category M1 (hereinafter - M1) with electric motors, with the exception of hybrid vehicles:
  • up to 2 years, including the year of manufacture - 0.25 MCI;
  • from 2 to 3 years, including the year of manufacture - 25 MCI;
  • older than 3 years, including the year of manufacture - 250 MCI;
for the primary state registration of motor vehicles of category - M1, with the exception of vehicles with electric motors:
  • up to 2 years, including the year of manufacture - 0.25 MCI;
  • from 2 to 3 years, including the year of manufacture - 50 MCI;
  • older than 3 years, including the year of manufacture - 500 MCI.
The state fee for the primary state registration of motor vehicles used for the carriage of passengers having, in addition to the driver's seat, more than eight seats, the technically permissible maximum weight of which does not exceed 5 tons - category M2, used for the carriage of passengers having, in addition to the driver's seat, more than eight seats, the technically permissible maximum weight of which exceeds 5 tons - category M3, intended for the carriage of goods having a technically permissible maximum weight of not more than 3.5 tons – category N1, intended for the carriage of goods having a technically permissible maximum mass of more than 3.5 tons, but not more than 12 tons - category N2 and intended for the carriage of goods having a technically permissible maximum mass of more than 12 tons - category N3:
  • up to 2 years, including the year of manufacture - 0.25 MCI;
  • from 2 to 3 years, including the year of manufacture - 240 MCI;
  • from 3 to 5 years, including the year of manufacture - 350 MCI;
  • older than 5 years, including the year of manufacture - 2500 MCI.

When drawing up documents in a specialized PSC you can also check the tax, fine, encumbrance, theft and arrest of vehicles.

Execution of a transaction

Full payment can be made in cash or by wire transfer. The sales contract can be made by a notary public.

When drawing up a car purchase agreement, the notary must provide a certificate of absence of a car deposit and third party encumbrance.

If the car is purchased during the marriage, the seller must provide the notary with a notary's statement – consent from the spouse to sell the car, or her (his) personal presence.

The buyer, if he is married, must also provide the notary with a notarized statement – the consent of the wife (husband), or her (his) personal presence.

When buying and selling a car, an evaluation is not required to complete the transaction. It is best to pay for the car in the presence of a notary, which is noted in the contract in order to avoid disputes.

How to check the history of a used car before buying a car?

Before buying a used car, the Ministry of Internal Affairs recommends checking the transport history. This can be done online.

The auto History service allows you to get information:

  • the date of the initial registration of the car in Kazakhstan;
  • number of previous owners;
  •  liens and encumbrances on the vehicle, etc.

The service is now available in mobile apps:

  •  “102”;
  •  “Halyk Bank”;
  •  “Bereke Bank”;
  •  “CenterCredit”;
  •  “ForteBank”;
  •  on the website Aster.kz.

You can find out about the fines for your car through the gov.kz service or also through Qamqor. In this case, the search for fines through the service eGov should be carried out by the owner of the car, who will be able to pay them from there.

You can check for fines through the Qamqor service using two main sets of details:

1) the IIN, number and date of issue of the certificate / passport / residence permit of the owner of the vehicle, with his consent;

2) the state registration number plate (GRNZ) and the number of the technical passport, with the consent of the owner of the vehicle

If  it is necessary to check the availability of car insurance policy, it can be done through the service of the State Credit Bureau.

As far as possible, check with the owner to find out about all the nuances of the car's use. Make sure that all the documents for the machine are correct, so that all its data correspond to those in the documents – in the technical passport, SRNP, customs declaration (if the vehicle was imported from another country).
