How to Register as a Person in Need of Housing

To apply through the portal:

1. Click “Submit Application” on the homepage.
2. Log in using your Electronic Digital Signature (EDS).
3. Select the appropriate category (for example, large family, person with a disability, orphan, etc.).
   • If you do not belong to any preferential category, select “Not Specified.”
   • If your housing has been declared unsafe, upload the supporting document.
4. Sign the consent for personal data processing using your EDS.
5. Wait while the system automatically verifies information regarding family composition, registration, income, housing ownership, and other relevant data.
6. Family members must confirm their consent via SMS.
7. After verification is completed, the system will display the result. The application status can be monitored through your personal account.

Registration is available only online through the portal Orken Housing Portal using a desktop or laptop computer.

Submission from mobile phones and tablets is currently unavailable.

The following are required:

• A valid Electronic Digital Signature (EDS);
• National identity card;
• A mobile phone number registered in the Mobile Citizens Database.

After submitting the application, all family members must confirm their consent to personal data processing via SMS. Without this confirmation, the application will not be accepted.

Any adult citizen of the Republic of Kazakhstan or ethnic Kazakh returnee (Kandas), regardless of category, may register as a person in need of housing (except orphans and children left without parental care), provided that the following conditions are met:

• The applicant has not owned residential property in Kazakhstan during the previous five years;
• The applicant’s only residence has been officially recognized as unsafe or unfit for habitation;
• For residents of Astana, Almaty, and Shymkent, permanent registration in the respective city must have been maintained for at least three years.

Citizens who are already registered in the Unified Republican Housing Waiting List Database do not need to submit a new application through the portal.

Depending on income level and social category, citizens may qualify for one of the following forms of government support:

• Housing rental subsidies;
• Rental housing provided by local authorities (akimats);
• Preferential mortgage programs ("2-10-20", "5-10-20", "Nauryz");
• Mortgage loans at 2% annual interest with a minimum down payment.

The following categories of citizens registered as persons in need of housing may participate in the housing rental subsidy program:

• Persons with disabilities of Groups I and II;
• Families raising children with disabilities;
• Orphans and children left without parental care under the age of 29 whose parents died before they reached adulthood;
• Mothers awarded the "Altyn Alqa" or "Kumis Alqa" distinctions, recipients of the former title "Hero Mother", recipients of the "Maternal Glory" Orders of I and II Degree, and large families.

Within the rental housing and preferential mortgage programs, 70% of available housing is allocated to priority groups, including:

• Veterans;
• Orphans;
• Large families;
• Persons with disabilities;
• Widows;
• Families raising children with disabilities.

An application may be rejected for the following reasons:

• Ownership of residential property by the applicant or family members during the previous five years;
• Occupancy of government-provided housing or rental housing allocated by an akimat;
• Submission of false information or forged documents;
• Previous receipt and privatization of housing from the state housing fund;
• Ownership of unsafe housing located in another locality;
• Purchase of housing using state-supported mortgage programs;
• Existing registration as a person in need of housing by a family member, including:
  • spouse;
  • minor children;
  • adopted children;
  • persons under guardianship or custody who live with and are dependent on the applicant.

When reviewing an application, authorities consider the property ownership status of both the applicant and all family members residing together and dependent on the applicant.
