Bolashak International Scholarship was established by the Decree of the First President of the Republic of Kazakhstan N.A.Nazarbayev dated November 5, 1993.

The Bolashak programme has no analogues in the world and gives Kazakhstanis a unique opportunity to get education in leading foreign universities. Under the program you can pass both academic training (master's degree, doctoral studies), and research and production internship in foreign companies and universities.

It is important to bear in mind that the Bolashak International Scholarship is awarded once. Therefore, it is very important to study in detail all directions and selection criteria. We hope that this material will help you make the right choice.

Conducting a competitive selection process

The competition consists of 3 rounds.

The first and second rounds are organized and conducted by the Administrator together with organizations and experts of the Republic of Kazakhstan.

 In the first round, a comprehensive test is conducted to determine the level of intellectual abilities, personal and business competencies, psychological readiness to study abroad.

The second round is conducted by arranging for applicants to undergo an anonymous personal interview with members of an independent expert commission. The composition, procedure and organization of the work of the independent expert commission are approved by the Working Body – the Ministry of Science and Higher Education of the Republic of Kazakhstan.

In the second round, the level of professional training of the applicant, theoretical knowledge and the availability of professional competencies in the chosen field of specialization are determined.

An independent expert commission, taking into account the results of the first round, makes a recommendation for each applicant in the form approved by the Working Body.

The Working Body submits the applicants' materials with the recommendations of the independent expert commission for the third round for consideration by the Republican Commission for Training Personnel Abroad (hereinafter referred to as the Republican Commission).

The Republican Commission, based on the recommendations of an independent expert commission, makes a final decision on the award or refusal to award the Bolashak scholarship, about which the applicant is notified by posting information on the official Internet resource of the Administrator.

You won the Bolashak International Scholarship

Within 90 calendar days from the date of adoption by the Republican Commission of the decision on awarding the "Bolashak" scholarship, the scholarship holder concludes a contract for training. The contract is the basis for the transfer of money related to the payment of all expenses for the organization of training/internship.

The first thing you need to do is to sign a contract for training/internship at the Center for International Programs JSC (70 Syganak str., 5th floor).

You need to have the following with you:

  • ID card (original and copy);
  • Documents certifying the person's authority to sign a training/internship agreement on behalf of the employer (in the case of a tripartite agreement);
  • Real estate pledge agreement, which is concluded between the owner and Center for International Programs JSC. It is necessary to serve as a guarantor of the scholarship holder's obligation to return the money spent on his or her studies. The estimated value of the property should not be less than the total cost of training and should be free of any encumbrances.

In case of absence of unencumbered real estate covering the cost of education, or insufficiency of its value as a pledge all unencumbered real estate belonging to the right of ownership of the scholar, members of his family, as well as third parties shall be accepted.

To make a contract with yourself, you need to have one:

  • ID card of the owner of the real estate (mortgagor) (original and copy).
  • Certificate of registered rights (encumbrances) on immovable property and its technical characteristics.
  • Certificates of presence or absence of real estate from all family members
  • Real estate valuation report issued no later than 6 months prior to the signing of the pledge agreement by any independent appraiser.
  • A notarized statement, the consent of the spouse of the owner to provide immovable property as pledge with consent to the extrajudicial sale of immovable property. If the owner was married at the time of purchase of the property, as well as the marriage certificate (notarized copy), the identity card of the spouse of the owner (copy). If there are more than one owner, these documents must be provided by each of them.
  • Notarized statement on the marital status of the owner of the real estate at the time of purchase of the real estate, if the owner were not married at the time of purchase of the real estate.
  • Certificate of dissolution of marriage (notarized copy), if the owner was married at the time of purchase of the real estate, but at the time of the conclusion of the pledge agreement is divorced, as well as notarized statement of the owner that currently is not married.
  • The written consent of the guardianship and trusteeship authorities to make a transaction in relation to immovable property, if one of the owners of the immovable property is a minor, the birth certificate of the minor owner of immovable property, as well as documents confirming that the person has the status of guardian or trustee of the minor owner of the immovable property offered as pledge, if the guardian/trustee acts on behalf of the latter.
  • The contract of pledge of immovable property on behalf of the minor owner of the property, who has not reached the age of fourteen years, subject to the above conditions, shall be signed by his parents/adopters/guardians.
  • Minor owners of real estate between the ages of 14 and 18 sign a pledge agreement independently with the written consent of parents/adopts/guardians.
  • The consent of the parents/adopting parents/guardians is certified by their signatures in the immovable property pledge agreement next to the signature of the minor owner.
  • A notarized application-consent from the owner of immovable property for a pledge and granting of the right to extrajudicial sale, in the event that the immovable property pledge agreement is concluded by proxy.

After the conclusion of the pledge agreement, it must be registered with the "Government for citizens" State Corporation, NJSC. For this purpose, the owner (owners if there are several of them) of the real estate needs to personally (or an authorized person under a notarized power of attorney) apply to the PSC with the following documents:

  • Pledge agreement in 2 copies (the second copy may be a copy);
  • Notarized consent for pledge of property (if the owner is married) or notarized declaration of absence of marriage;
  • Receipt for the registration fee;
  • Notarized power of attorney (upon application of an authorized person);
  • Identity card of the owner (for identification).

In case the total cost of academic studies of a scholarship holder is not covered by the remaining amount, which is not secured by the collateral, a guarantee contract is signed.

Depending on the amount of coverage, the guarantors are provided in the following quantities:

  • if more than 70% of the tuition fees are covered by collateral – 1 guarantor;
  • if 50% to 70% of the tuition fees are covered by collateral – 2 guarantors;
  • if 30% to 50% of the tuition fees are covered by collateral – 3 guarantors;
  • if less than 30% of the tuition fees are covered by collateral – 4 guarantors.

Scholarships in rural areas provide any number of guarantors, regardless of the percentage of tuition fees covered by collateral.

Scholarships for internships in order to ensure the fulfillment of obligations are provided by 2 guarantors.

The guarantor is a citizen of the Republic of Kazakhstan under the age of 50, who has permanent earnings during the last 12 calendar months, confirmed by the employer's certificates and certificates of pension contributions.

Conclusion of the guarantee contract is carried out according to the following list of documents:

  • The guarantor's identity card and its notarized copy.
  • Certificate from the guarantor's place of work indicating the position, date of employment and income for the last 12 calendar months preceding the date of conclusion of the guarantee agreement.
  • In case of acting as a guarantor of self-employed citizens: certificate of state registration as an individual entrepreneur (notarized copy); documents confirming receipt of income for the last 12 (twelve) calendar months preceding the date of conclusion of the guarantee agreement.
  • Certificate of pension deductions and certificate with the UAPF for the last 12 calendar months preceding the date of conclusion of the guarantee agreement.

The encumbrance on the immovable property pledged to the Company shall be removed after the proper fulfillment of all contractual obligations by the scholar, and the encumbrance on the immovable property pledged to the Center for International Programs JSC shall be removed.

 

Who can win the Bolashak International Scholarship?

Any citizen of the Republic of Kazakhstan applying for: Master's degree, Doctor of Philosophy (PhD), doctor in profile, residency training and internships can become a participant of the program.

Preparation of necessary documents

The deadlines for accepting documents and holding the competition are approved annually by the Ministry of Science and Higher Education of the Republic of Kazakhstan and placed in the mass media, distributed throughout the territory of the Republic of Kazakhstan for 10 (ten) calendar days before the deadline for receiving documents

  • a document confirming unconditional enrollment in academic study (excluding financial conditions) from a university that is included in the List of leading foreign universities. The document must indicate: the applicant’s details, specialty, period of study, tuition. The document is provided with a notarized translation into state or Russian languages;
  • a scanned copy of a valid official certificate of established form on passing a state language exam with a result that meets the established minimum requirements;
  • a scanned copy of a valid official certificate of established form on passing a foreign language exam with a result that meets the established minimum requirements;
  • scanned copies of a bachelor's/specialist's diploma with an annex thereto. In the case of studying at a foreign educational organization - a scanned copy of certificate of recognition and/or nostrification of the educational document or another document confirming the recognition of the educational document;
  • a scanned copy of a medical certificate in form 072/у for those traveling abroad;
  • an official document on academic performance issued by a foreign university or a certificate of the established form, which indicates the specialty, course (year of study), information about grading system, and average score of the current academic performance. The document/certificate is provided with a notarized translation into state or Russian languages (only for applicants studying at leading foreign universities included in the list).

for applicants from a rural settlement entering a master's program:

  • ID card and passport (scanned copy);
  • scanned copies of documents confirming labor activity, as well as an extract on transferred mandatory pension contributions for the last 2 years of labor activity in rural areas;
  • a scanned copy of a valid official certificate of established form on passing state language exam with a result that meets the established minimum requirements;
  • a scanned copy of a valid official certificate of established form on passing a foreign language exam with a result that meets the established minimum requirements;
  • scanned copies of a bachelor's/specialist's diploma with an annex thereto. In the case of studying at a foreign educational organization - a scanned copy of certificate of recognition and/or nostrification of the educational document or another document confirming the recognition of the educational document;
  • a scanned copy of a medical certificate in form 072/у for those traveling abroad.

for applicants from among engineering and technical workers entering for a master's program:

  • ID card and passport (scanned copy);
  • scanned copies of documents confirming work activity, as well as an extract on the transferred mandatory pension contributions for the required period (information for the period of total experience of 1 year and at the time of submission of documents);
  • a scanned copy of a valid official certificate of the established form on passing state language proficiency exam with a result that meets the established minimum requirements;
  • a scanned copy of a valid official certificate of the established form on passing a foreign language proficiency exam with a result that meets the established minimum requirements;
  • scanned copies of a bachelor's/specialist's diploma with an annex thereto. In the case of studying at a foreign educational organization - a scanned copy of certificate of recognition and/or nostrification of the educational document or another document confirming the recognition of the educational document;
  • a scanned copy of a medical certificate in form 072/у for those traveling abroad.

for applicants from among medical workers entering for a master's program:

  • ID card and passport (scanned copy);
  • scanned copies of documents confirming work activity, as well as a copy of an extract on the transferred mandatory pension contributions for the required period (information for the period of total experience of 1 year and at the time of submission of documents);
  • a scanned copy of a valid official certificate of established form on passing a state language proficiency exam with a result that meets the established minimum requirements;
  • a scanned copy of a valid official certificate of established form on passing a foreign language proficiency exam with a result that meets the established minimum requirements;
  • scanned copies of a bachelor's/specialist's diploma with an application. In the case of studying at a foreign educational organization - a scanned copy of certificate of recognition and/or nostrification of the educational document or another document confirming the recognition of the educational document;
  • a scanned copy of a medical certificate in form 072/у for those traveling abroad.

for applicants entering for the doctoral/residency program:

  • ID card and passport (scanned copy);
  • a document confirming unconditional enrollment in academic studies (excluding financial conditions) from a university that is included in the List of leading foreign universities. The document must indicate: the applicant’s details, specialty, period of study, tuition. The document is provided with a notarized translation into state or Russian languages;
  • scanned copies of a bachelor's/specialist's diploma with an annex thereto. In the case of studying at a foreign educational organization - a scanned copy of certificate of recognition and/or nostrification of the educational document or another document confirming the recognition of the educational document;
  • a scanned copy of a valid official certificate of established form on passing the state language proficiency exam with a result that meets the established minimum requirements;
  • a scanned copy of a medical certificate in form 072/у for those traveling abroad;
  • an official document on academic performance issued by a foreign university or a certificate of the established form, which indicates the specialty, course (year of study), information about grading system, and average score of the current academic performance. The document/certificate is provided with a notarized translation into state or Russian languages (only for applicants studying at leading foreign universities included in the list).

ONLY for doctoral studies:

  • an individual curriculum, agreed upon with a leading foreign university included in the List, and not exceeding the deadlines established by this foreign university, for obtaining the degree of Doctor of Philosophy (PhD), doctor in the field with a notarized translation into the state or Russian languages.

for applicants for internship:

  • ID card and passport (scanned copy);
  • scanned copies of documents confirming labor activity, as well as an extract on the transferred mandatory pension contributions for the required period of labor activity;
  • a scanned copy of a valid official certificate of the established form on passing the state language proficiency exam with a result that meets the established minimum requirements;
  • a scanned copy of a valid official certificate of the established form on passing a foreign language proficiency exam with a result that meets the established minimum requirements;
  • scanned copies of a bachelor's/specialist's diploma with an annex thereto. In the case of studying at a foreign educational organization - a scanned copy of certificate of recognition and/or nostrification of the educational document or another document confirming the recognition of the educational document;
  • a scanned copy of a medical certificate in form 072/у for those traveling abroad;
  • a document confirming an unconditional invitation (except for financial conditions) from a foreign organization. The document must indicate: the applicant’s details, the specialty selected from the list, the duration of the internship, the tuition (with an explanation of calculations). The document is provided with a notarized translation into the state or Russian languages;
  • an internship program drawn up in accordance with the requirements, approved by the sending and receiving organizations for the internship. The document is provided with a notarized translation into the state or Russian languages;
  • an employer's application for specialist study with the condition of maintaining a job.

Those wishing to enroll in the Bolashak program can submit the necessary documents online through the e-Government portal (www.egov.kz).

For master's program applicants:

  • the availability of an unconditional invitation (except for financial conditions) from a foreign university included in the List of Recommended Universities;
  • the availability of a valid official certificate of passing a state language proficiency exam (KazTest) with a result of at least level B1;
  • a certificate of passing a foreign language exam with a result that meets the established minimum requirements;
  • the average score of a bachelor's or specialist's diploma annex is not taken into account.

For applicants from a rural settlement:

  • living in rural settlements for the last 2 years and working in rural settlements for the last 2 years;
  • availability of a valid official certificate of passing state language proficiency exam (KazTest) with a result of at least level B1;
  • a certificate of passing a foreign language proficiency exam with a result that meets the established minimum requirements;
  • the specialty of a bachelor's or specialist's diploma must correspond to the chosen specialty according to the list of related specialties;
  • the average score of a bachelor's or specialist's diploma annex is at least GPA 3.00 (out of 4.00/4.33) or 4.00 out of 5.00.

For applicants from among engineering and technical workers for obtaining a master's degree:

  • at the time of submission of documents, organizing and managing the production process (production, procurement, storage, transportation, processing / reprocessing), including in the field of information and communication technologies, as well as direct production activities in the organization;
  • the presence of a total work experience of at least 1 year for study in technical specialties within the framework of the Bolashak scholarship;
  • the availability of a valid official certificate of passing a state language proficiency exam (KazTest) with a result of at least level B1;
  • the availability of a certificate of passing an exam in a foreign language with a result that meets the established minimum requirements;
  • a specialty with a bachelor's or specialist's degree must correspond to the chosen specialty according to the list of related specialties;
  • an average score of a bachelor's or specialist's diploma annex is at least GPA 3.00 (out of 4.00/4.33) or 4.00 out of 5.00.

For applicants from among medical workers for a master's program:

  • At the time of submission of documents, working and providing direct medical care in health facilities and having a higher medical education;
  • the presence of a general medical work experience of at least 1 year for study in medical specialties within the framework of the Bolashak scholarship;
  • the availability of a valid official certificate of passing the state language exam (KazTest) with a result of at least level B1;
  • the availability of a certificate of passing an exam in a foreign language with a result that meets the established minimum requirements;
  • a specialty with a bachelor's or specialist's degree must correspond to the chosen specialty according to the list of related specialties;
  • an average score of a bachelor's or specialist's diploma annex is at least GPA 3.00 (out of 4.00/4.33) or 4.00 out of 5.00.

For applicants for a doctoral degree and residency study:

  • availability of an unconditional invitation (except for financial conditions) from a foreign university included in the List of Recommended Universities;
  • availability of a valid official certificate of passing a state language exam (KazTest) with a result of at least level B1;
  • an average score of a bachelor's or specialist's diploma annex is not taken into account.

For applicants for an internship:

Engineering and technical workers, workers in the agro-industrial sector;

teachers in pre-school, secondary, technical and vocational education organisations;

medical workers;

civil servants;

mass media workers;

cultural, tourism and sports workers;

judges and court workers.

  • availability of an unconditional invitation (except for financial conditions) of a foreign organization hosting an internship;
  • total work experience of at least 3 years, including the last 12 months in the chosen area of specialization;
  • availability of a valid official certificate of passing the state language exam (KazTest) with a result of at least level B1;
  • possession of a certificate of passing an exam in a foreign language with a result that meets the established minimum requirements;
  • the average score of a bachelor's or specialist's diploma annex is not taken into account.
