In Kazakhstan there is special state benefit (SSB) a social support measure for citizens who have had distinctive merits before the country or who have suffered from consequences of emergency events.
1) veterans of the Great Patriotic War;
2) veterans of military operations on the territory of other states;
3) persons equal in benefits to participants in the Great Patriotic War, whose status is determined by subparagraph 1) of Article 6 of the Law of the Republic of Kazakhstan “On Veterans”;
4) persons who are entitled to benefits equal to persons with disabilities due to injury, contusion, mutilation or illness received during the Great Patriotic War, whose status is determined by subparagraph 2) of Article 6 of the Law of the Republic of Kazakhstan “On Veterans”;
5) widows of soldiers who died (passed away, went missing) in the Great Patriotic War who have not remarried;
6) families of military personnel, employees of special government agencies who were killed (missing in action) or died as a result of injury, concussion, mutilation, illness received during military operations in Afghanistan or in other states in which military operations were conducted; families of military personnel, with the exception of military personnel serving in the reserve, employees of special government agencies who were killed (died) while serving in the military, service in special government agencies in peacetime, families of employees of the internal affairs agencies who died in the line of duty; families of those who died during the liquidation of the consequences of the disaster at the Chernobyl nuclear power plant and other radiation disasters and accidents at civilian or military facilities; families of those who died as a result of radiation sickness or deceased persons with disabilities, as well as citizens whose death is related in the established manner to the impact of the disaster at the Chernobyl nuclear power plant and other radiation disasters and accidents at civilian or military facilities and nuclear tests;
7) a spouse of a deceased person with a disability due to injury, contusion, mutilation or illness received during the Great Patriotic War, or a person equal in benefits to persons with a disability due to injury, contusion, mutilation or illness received during the Great Patriotic War, who has not remarried, as well as a spouse of a deceased participant in the Great Patriotic War, partisan, underground fighter, citizen awarded the medal "For the Defense of Leningrad" or the badge " Resident of Besieged Leningrad" , who were recognized as persons with a disability as a result of a general illness, work-related injury and other reasons (except for illegal ones);
8) Heroes of the Soviet Union, Heroes of Socialist Labor, Knights of the Order of Labor Glory of three degrees, persons awarded honorary title “Қазақстанның ғарышкер-ұшқышы" ;
9) persons awarded the title "Халық қаһарманы”;
10) persons awarded the title “Қазақстанның” Еңбек Ері”;
11) persons awarded orders and medals of the former USSR for selfless labor and impeccable military service in the rear during the Great Patriotic War, as well as persons who worked (served) for at least six months from June 22, 1941 to May 9, 1945 and were not awarded orders and medals of the former USSR for selfless labor and impeccable military service in the rear during the Great Patriotic War;
12) persons who participated in the liquidation of the consequences of the Chernobyl nuclear power plant disaster in 1988–1989, who were evacuated (independently left) from the exclusion and resettlement zones to the Republic of Kazakhstan, including children who were in the womb on the day of evacuation;
13) persons with disabilities of the first, second and third groups, who have been assigned pension payments by age or pension payments for length of service, with the exception of those receiving a supplement to pension payments by age up to the amount of the state social benefit for disability, provided for in paragraph 8 of Article 177 of this Code, as well as persons with disabilities of the first, second and third groups, residing in the city of Baikonur, subject to receiving a disability pension in accordance with law of the Russian Federation;
14) children with disabilities under seven years of age, residing in Baikonur city subject to receiving a disability pension in accordance with law of the Russian Federation;
15) children with disabilities from seven to eighteen years of age of the first, second, third groups, residing in Baikonur city subject to receiving a disability pension in accordance with law of the Russian Federation;
16) victims of political repression, persons who suffered from political repression, who are disabled or pensioners;
17) persons who have been awarded pensions for distinctive merits to the Republic of Kazakhstan.

The amount of the monthly calculation index (MCI) varies from 2.13 to 138.63 MCI depending on the recipient category. The payments are revised annually following the changes in the monthly calculation index (MCI).
