How to recover a vital record in Kazakhstan?

It is possible to recover a vital record (birth, marriage, death, etc.) in Kazakhstan if it has lost in the Civil Registry Office (CRO) archives. The procedure depends on the availability of supporting documents or the need for a court decision. 

Important nuances

  • Digitization: If the record exists in the hard copy archive but is not in the Civil Registry Office information system, the eGov portal has a Digitalize information” button for data update.
  • Timeframe: The timeframe for review of vital records recovery applications is 3 business days, however, if it is required to recover the record, the period may be extended by no more than 16 calendar days.
  • The cost: When applying for a re-issued certificate online, it is required to pay a state fee through the portal's payment gateway.

Application submission options

  1. Through the service provider: based on an application from interested parties or a court decision;
  2. In person through the Public Service Center: contact the “Government for Citizens” office with a package of documents.
  3. Online via eGov.kz: Log in to the portal, select the "Vital Records Recovery" service, fill in the application, and sign it with an EDS.
  4. Mayors of settlements, districts, rural districts: based on an application from interested parties or a court decision;
  5. Via eGov Mobile: the mobile app to update or correct the existing family data could be accessed.

Documents required for recovery

To recover a record based on a court decision (if the original record is not found in the archives):

  1. An application of the established form.
  2. Identity card (original or digital document).
  3. A court decision that has entered into legal force on the record recovery stating the place and time of registration.
  4. A detailed autobiography of the service recipient and his close relatives (parents, children, brothers and sisters);
  5. A copy of employment record book, or another employment activity certifying document in accordance with the Labor Code of the Republic of Kazakhstan if the service recipient is a student, a certificate from the place of study stating the date and place of birth (if available);
  6. a copy of military ID, if the service recipient is liable for military service (if available);
  7. two photographs of the service recipient measuring 3*4 cm;
  8. a document certifying the payment of state vital record registration or a document that serves as the basis for exempt from payment (if payment is required) in accordance with paragraph 2 of Article 182 of the Code.
  9. Additionally, copies of vital record registration certificates done outside the Republic of Kazakhstan shall be submitted:
  10. marriage certificate (matrimony), if married;
  11. birth certificates of children, if any;
  12. identity card of parents (for identification) or death certificates of parents, marriage certificates of parents (if available);
  13. a copy of pension certificate, if the service recipient is a pensioner.
  14. Notary certified power of attorney (if applied by a representative).
