How to get a certificate of compliance of a facility with fire safety requirements in Kazakhstan?

The requirement applies to high-risk facilities with high throngs of people:

• Buildings over 28 meters in height, regardless of their functional purpose (including multi-apartment residential buildings).
• Objects with a high throngs of people - buildings, structures, premises of trade enterprises, public catering, consumer services, physical education and health, sports, cultural and educational and entertainment organizations, entertainment establishments, train stations of all types of transport, religious buildings (structures), designed for concurrent stay of one hundred or more persons, as well as buildings, structures of health facilities, education, hotels, designed for concurrent stay of twenty-five or more persons (shopping centers, concert halls, etc. ) .

The procedure is designed as a public service provided by authority territorial bodies (Emergency Situations Departments of regions, cities of republican significance, capital city of the Ministry of Emergency Situations of the Republic of Kazakhstan).

1. An application submission: Only electronically through the kz portal or “E-licensing” system.
2. The required documents:
   1. E-application signed with e-digital signature.
   2. An e-copy of approved design (design and cost estimate) documentation.
   3. E-copy of positive expert opinion.
   4. E-copies of documents confirming the conformity of products, including fire resistance ratings, fire hazard class of building structures (including opening protective), as well as fire hazard ratings of building materials (including finishing materials)
3. Inspection: After registering the application, the Emergency Situations Department staff shall conduct a fire safety inspection of the actual constructed facility for compliance with the design and safety standards.
