How to study with grants provided within the framework of international treaties and agreements between the Republic of Kazakhstan and foreign states?

Citizens of the Republic of Kazakhstan have the opportunity to study in foreign educational organizations through grants provided within the framework of international treaties and agreements between the Republic of Kazakhstan and foreign states.

Grants provided within the framework of international treaties and agreements between the Republic of Kazakhstan and foreign states provide for free education (partially or fully) in graduate and postgraduate education programs, as well as language training.

Arrange for departure and study abroad

  1. The list of recommended candidates shall be sent to the foreign party in accordance with international treaties and agreements.
  2. A final decision on the admission shall be taken by the host educational institution.

Important:
A recommendation from the Kazakh side does not automatically guarantee a grant award.

Arrange for departure and study

  1. Once the admission is confirmed, the candidate:
    • Shall issue a visa and other entry documents;
    • undergo the required health examination procedures (if required).
  2. The study shall be in accordance with the conditions & terms of intergovernmental grant:
    • The study is at the expense of the host party;
    • additional expenses (travel, accommodation) – depending on the certain agreement conditions & terms.

Grant features provided within the framework of international treaties and agreements between the Republic of Kazakhstan and foreign states

  • grants are awarded on a competitive basis;
  • the study is carried out outside the Republic of Kazakhstan;
  • the commitment to employment in the Republic of Kazakhstan upon the study completion is stipulated in the study agreement;
  • The list of countries and programs depends on the current international agreements.

Information on travel arrangements and study

  • The winner of the competition, within 60 calendar days from the date of receipt through diplomatic channels by the authorized body in the field of education from the host party of the final list of applicants admitted for study, shall conclude a study agreement with JSC “Center for International Programs”.
  • The winner of the competition is obliged to provide to the JSC "Center for International Programs" with an official transcript from the educational institution on academic performance within 10 calendar days from the date of receipt of the results of each intermediate academic period (semester, trimester or academic year) established by the educational institution, including in the event of drop out from the educational institution.

Submit documents for participation in competitive selection

1. The candidate shall submit the following documents within the established timeframe:

2. The package of documents usually includes:

  • An application form of the citizen of the Republic of Kazakhstan going to study abroad;
  • a copy of identity card or passport;
  • education diplomas;
  • a foreign language proficiency level certificate;
  • copies of certificate of merit and accomplishments, diplomas in the chosen field of study, received for participation in the national or international level event (if any);
  • notary certified consent of a legal representative of the applicant for a his sending to study abroad (for persons under 18 years old);
  • a document confirming the fact of belonging to the following person categories:

- orphans and children left without parental care - a document confirming the absence of parents of the child;

- persons with disabilities from childhood and children with disabilities, a certificate of disability;

- children from large families - birth certificates of four or more minor children living together or a copy of a court decision on adoption;

- children from a rural community – information about the place of residence of the applicant from a rural community;

  • a copy of invitation from a foreign graduate and/or postgraduate education institution (GPGE) with a notary certified translation into the state and Russian languages, if available.

Note:
All the documents shall be submitted in accordance with the competitive selection requirements and can be provided in e- or hard copy format.

Competitive selection

The competitive selection is done by the committee formed by the authority.

The competitive selection procedure for the applicants includes two consecutive rounds:

  • 1st round – interview with the Independent Expert Committee (online).
  • 2nd round – holding a meeting of the Final Committee to select applicants and make a decision by the Final Committee.

The main selection criteria are:

1) a foreign language proficiency level according to the score point system;

2) the average score of the education diploma according to the score point system;

3) the Independent Expert Committee assessment.

Based on the scores calculated, the Final Selection Committee shall review and approve the core and reserve applicant lists for study abroad within the allocated quota.

The results are published on the website of JSC “Center for International Programs” in the “News” section.

Check for Compliance with requirements

The candidate shall check the compliance with the basic requirements:

  • citizenship of the Republic of Kazakhstan;
  • grade point average of educational diploma;
  • language of instruction proficiency level;
  • age restrictions (if any).

Additional requirements may be established by the host party (foreign state or university).
