A sanitary and epidemiological conclusion is a document certifying compliance with regulatory legal acts in the area of sanitary and epidemiological well-being of the population at facilities subject to state sanitary and epidemiological oversight and supervision. It is issued by sanitary and epidemiological control authorities after conducting an appropriate assessment and ensures that the facility or service does not pose a threat to the human health.
SEC is necessary, among other things, in the following cases:
An individual as a sole proprietor or a legal entity determines whether a facility or activity is subject to sanitary and epidemiological control.

The issuance of a sanitary and epidemiological certificate may be rejected if:
