How is testing of civil servants conducted?

Citizens of the Republic of Kazakhstan who have expressed a desire to enter the civil service are required to undergo testing in accordance with procedure established by law of the Republic of Kazakhstan.

The testing procedure is convened by the Civil Service Affairs Agency of the Republic of Kazakhstan as part of the public service provision “Testing of civil servants, applicants for a vacant administrative government position and citizens entering law enforcement service and service in civil defense agencies”.

Announcements of vacant positions for which a general competition is held are posted in the integrated information system "eqyzmet.gov.kz", for internal competitions - on informational resources of the Civil Service Affairs Agency of the Republic of Kazakhstan and public body that announced the competition.

The publication of advertisements in periodicals is also permitted.

Take a Test

  1. The test is conducted electronically using an automated system.
  2. During the testing, the proficiency of the legislation of the Republic of Kazakhstan is tested.
  3. During the testing, the use of reference materials, communication tools and software not provided for by the rules is prohibited.

The test content includes:

(10 сұрақ).

Submit a Test Application

  • A test application shall be submitted electronically through the external Internet portal of the integrated information system "eqyzmet.gov.kz" or through the e-government portal eGov.kz.
  • To submit an application, an electronic digital signature is used (if necessary).
  • After submitting an application, the citizen is sent a notification about the test date, time, and format.

Define Test Needs

  1. The citizen gets familiar with the competition terms & conditions for an administrative government position (corps "B"), posted on the official Internet resources of government agencies and gov.kz portal.
  2. The citizen first shall study the list of regulatory legal acts included in the test program, as well as threshold score points.

Participation in the competition

Following the legislation proficiency testing, a personal skills assessment aimed at identifying the candidate's professional, ethical, and managerial competencies is conducted.

Getting the test results

  1. The test results are generated automatically and posted in the applicant's personal account on the external Internet portal of the integrated information system "eqyzmet.gov.kz" or on the e-government portal eGov.kz.
  2. Upon reaching the threshold score points, the citizen is issued an e-certificate of the established form.
  3. If the threshold score points are not achieved, information about the test results and re-test timing is provided.

Participation in the competition

Those citizens who had successfully passed the test were admitted to the next competitive selection stages, including an interview with the selection committee of the concerned government agency.
