Registration of minors at the place of residence: procedure, approval, and conditions for online registration.

The registration of minor citizens of the Republic of Kazakhstan at the place of residence is a mandatory procedure.

The registration of minors is done with regard to the law requirements, the consent of both legal representatives and residential premise owner.

According to the new citizen’s registration rules at the place of residence, the service can only be provided online – through the portal eGov.kz or mobile app eGov Mobile.

When is offline registration required?

Such registration is done only at the Population Service Centers if the following are among the owners or co-owners at the address:

  • minor children,
  • citizens recognized by the court as incompetent or with limited legal capacity.

How to register in the eGov Mobile app

  1. Log in to the app.
  2. Open the "Public Services" section.
  3. In the "Real Estate and Housing and Public Utilities" category, select the "Registration at the place of Residence of Population of the Republic of Kazakhstan" service.
  4. Fill in the details and state the reason for registration.
  5. Sign the application in any way available.
  6. You can check the status in the “Messages” → “Personal account history” section.

Whom is online registration available?

To receive the service, the user needs a digital signature and a phone no. linked to his account (MCDB). The registration online is also available at the population service centers self-service areas.

To whom is online registration available?

The service is provided to:

  • the citizens of the Republic of Kazakhstan, including homeowners
  • guardians or legal representatives of adults recognized by the court as incompetent or partially incompetent
  • parents or legal representatives of children aged 14 to 16 years old

Children under 14 years old do not register by their own; their place of residence is considered as the address of their parents or legal representatives.

The registration of adolescents aged 14–16 years old is done by their parents or legal guardians. Guardians of adults can also register through the eGov portal.

Minors who are unable to receive these services online or through the State Corporation: children who have reached the age of 16, who have not previously registered at the place of residence, who are in places of deprivation of liberty, whose status is not determined, etc. are subject to registration by the service provider (territorial police bodies) using the Application Software “Registration Point “Documentation Handling and Registration of the Population”.

How to access the service through the eGov.kz portal

  1. Log in to the portal.
  2. Go to the section: “Citizens → Citizenship, Migration and Immigration → Registration at the place of residence”.
  3. Click the “Order the service online”.
  4. Fill out the application and sign it with an electronic signature or SMS password.
  5. The application status is available in the personal account in the “Service Received History” section.

Government owned lease housing registration

A tenant of public housing can only register those persons who are specified in the lease agreement.

If the applicant is not listed in the agreement, the system will automatically reject the application.

If you have any questions about registering in the government owned lease housing, you should contact your local executive body (housing and communal services).

If the applicant registers at an address not being the premise owner thereof, the system will send an SMS code from number 1414.

The owner should confirm his consent within an hour.
