How to get health care for military personnel, their families, and military retirees?

Military personnel of the Armed Forces of the Republic of Kazakhstan, their families and military retirees have the right to get free health care in military health facilities.

This right is enshrined in legislation and is provided for restoration of the body organ and system functions – acute diseases care and exacerbation of chronic diseases, wounds, contusions and injuries.

This life situation explains how military personnel, their families, and those discharged from military service can receive health care as well as the documents needed.

Military personnel, their family members and military retirees receive health care:

  • outpatient – in outpatient departments of military hospitals and infirmaries;
  • inpatient – in military hospitals and infirmaries.

Important:

Health care for military personnel is provided in full free of charge at the expense of the Ministry of Defense of the Republic of Kazakhstan.

Health care for family members of military personnel and military pensioners is provided within the framework of state guaranteed health benefit package (the SGHBP) and (or) compulsory social health insurance system (CSHI) at the expense of the Social Health Insurance Fund (the SHIF).

In certain cases, medical care to family members of military personnel and military retirees is provided at the expense of the Ministry of Defense of the Republic of Kazakhstan.

To receive a consultation and/or outpatient care:

The one should bring the following: military ID or officer’s certificate and identity card, health record.

Arrive directly at the reception desk and receive advice on how to contact a doctor based on the complaints.

Consult a doctor.

The doctor conducts an examination and prescribes lab and instrumental tests. Based on the results:

  • * treatment prescription;
  • * registration of a certificate of full or partial exemption from military service;
  • * if there are health indications – referral to a military hospital or infirmary for inpatient examination and treatment.

If required, provides recommendations on the need to receive health care in the civilian healthcare network within the framework of SGHBP and (or) CSHI system.

To receive planned inpatient care:

Arrive at admissions department of a hospital or infirmary with the following documents: military ID or officer's certificate and identity card, health record, and a referral for inpatient treatment of the established form.

An admissions physician:

  • * conducts an examination and, if necessary, carries out additional tests in the emergency room (general clinical tests, X-rays, ECG, etc.);
  • * preparation of a health record of the established form;
  • * hospitalization to a discipline department.

To receive emergency inpatient care:

Arrive at admissions department of a hospital or infirmary with the following documents: military ID or officer’s ID and identity card, health record (if available).

An admissions physician:

  • * conducts an examination and, if necessary, carries out additional tests in the emergency room (general clinical tests, X-rays, ECG, etc.);
  • * preparation of a health record of the established form;
  • * hospitalization to a discipline department.

To receive consultative and diagnostic services under an agreement with the Social Health Insurance Fund:

The one should have:

  • An identity card and certificate of family composition (for family members of military personnel);
  • pension certificate (for military pensioners);
  • health record (if available).

Arrive directly at a reception desk and receive advice on how to contact a doctor based on the complaints.

Get a consultation, outpatient care, or a referral for inpatient care

Consult a doctor.

The doctor conducts an examination and prescribes lab and instrumental tests.

Based on the results:

  • * treatment prescription;
  • * registration of a temporary disability certificate;
  • * if there are health indications, provides recommendations for referral to a health facility of the civilian healthcare network, a military hospital or infirmary for inpatient care within the framework of SGHBP and/or CSHI system.

To receive inpatient care under the SGHBP and/or CSHI System, provided the patient has signed an agreement with the Social Health Insurance Fund:

receive a consultation sheet from a discipline physician;

receive a referral for hospitalization through the Hospitalization Bureau portal;

When arriving at admissions department of health facility, the one should bring an identity card, a referral for inpatient care of the established form, and medical documentation.

An admissions physician:

  • * conducts an examination and, if necessary, carries out additional tests in the emergency room (general clinical tests, X-rays, ECG, etc.);
  • * preparation of a health record of the established form;
  • * hospitalization to a discipline department.

To receive inpatient care within additional scope of health care at the expense of funds allocated to military health facilities.

The one arrives at admissions department of health facility on the date previously agreed upon with a head of discipline department;

The one should bring an identity card, a referral for inpatient care of the established form (if available), and medical documentation.

An admissions physician:

  • * conducts an examination and, if necessary, carries out additional tests in the emergency room (general clinical tests, X-rays, ECG, etc.);
  • * preparation of a health record of the established form;
  • * hospitalization to a paid ward of a discipline department.

Important:

The hospitalization is upon referral of outpatient department of the hospital (infirmary) or under direct attendance.
