How to get a public order for study in college?

In Kazakhstan, education in college is both free of charge (funded by the public order) and fee-based (funded by students, businesses, and organizations). Free of charge study is provided through a public education order that covers a tuition fee in a chosen major specialty. The required funds are allocated in the republican budget, as well as in the budgets of local executive bodies (“akimats”).

In accordance with Article 6 of the Law of the Republic of Kazakhstan "On Education," technical and vocational education organizations are referred to the mandate of local executive bodies. The local executive bodies (LEBs) endorse and place a public education order (public order) for training of personnel with technical, vocational, and post-secondary education, based on regional personnel requirements.

Who can apply to enter the college?

The following are admitted to enter the college:

  • citizens of the Republic of Kazakhstan;
  • foreign citizens;
  • stateless persons;
  • refugees;
  • asylum seekers;
  • ethnic Kazakh “candas”.

The prerequisite: former level education diploma/certificate.

When applying for study at to the technical and vocational education organizations, there is an admission quota for persons specified in paragraph 8 of Article 26 of the Law of the Republic of Kazakhstan “On Education”.

In accordance with the Law of the Republic of Kazakhstan "On Education", the state provides the citizens are entitled to obtain free technical and vocational education with graduates being awarded a job qualification (s) within a major specialty, as well as on a competitive basis in accordance with the public education order for free technical and vocational, post-secondary education, if the citizen of the Republic of Kazakhstan receives each level of education for the first time.

The admission exam dates

For applicants applying for art, medicine and pedagogy majors:

  • from July 21 to 28 - for majors with the requirement of creative training (arts);
  • until August 15 - for applicants to pedagogy and medicine major.

Medicine majors - professional suitability test, a special exam for major subject.

Pedagogy majors - interview to determine professional suitability, including passing a pedagogy situation test and a special exam (essay/dictation).

Art majors – Art major exams.

Deadline for submission of documents

  • from June 25 to August 27 - for job qualifications;
  • from June 25 to August 22 - for mid-level specialists based on school grade 9;
  • from June 25 to August 22 - for mid-level specialists and applied bachelors based on school grade 11 and technical and vocational education;
  • from June 25 to July 20 - for majors with the requirement of creative training;
  • from June 25 August 10 - for pedagogy and medicine majors;
  • from June 25 to August 27 - on a paid basis;
  • from 25 June to September 20- part-time study.

The admission to college

Admission to college for the applicant:

- choosing a major, qualification and college;

- prepare of documents, submission of an application;

- pass the exams (Art, pedagogy and medicine majors), interview;

- participation in a competition for study within the framework of a public education order;

- waiting for the competition results;

- issue of an order on enrollment, signing of an agreement.

Submit an application through the portal or college

The application can be submitted via:

1) an “electronic government” web portal for graduates of secondary, technical and vocational education organizations, as well as higher and (or) postgraduate education organizations of the Republic of Kazakhstan;

2) technical and vocational education organizations for graduates of foreign secondary, technical and vocational education organizations, as well as higher and (or) postgraduate education organizations.

Collect the required documents

When applying to the college:

1) an application on the receipt of documents;

2) the original education diploma (certificate);

3) digital photograph measuring 3x4 cm.;

4) health certificate form No. 075-У, for persons with disabilities of the first or second group and persons with disabilities from childhood, a conclusion of a medical and social examination in form 031-У;

5) an e-copy of the document confirming the status of children.

Documents for admission must be submitted in person by adults, and in the presence of a legal representative by minors.

To the portal:

1) an application from one of the parents (or other legal representatives) of the service recipient in the form of an e-document signed with EDS of his representative, indicating the actual place of residence of the service recipient;

2) an education diploma (certificate) in e-form;

3) e-health certificates in form No. 075-У, for persons with disabilities of the first or second group and persons with disabilities from childhood, a conclusion of a medical and social examination in form 031-У;

4) an e-document confirming the status of children;

5) digital photograph measuring 3x4 cm.

Receive Notification of Grant Award

The education departments will publish the results of the competition on their official websites for applicants applying for basic secondary, general secondary, and technical and vocational education programs on August 25, for arts and culture majors on August 3, and for pedagogy and medicine majors on August 18. The applicants will also receive information via SMS from the Unified Contact Center at 1414.

The admission results are communicated to the applicants as follows: by August 31 for full-time mid-level specialist and applied bachelor's programs; by August 31 for full-time job qualification programs; and by September 30 for part-time programs. The admissions committees publish information on the college information boards and websites.

How to choose the majors in college?

The documents for admission to technical and vocational education organizations are received in accordance with the Standard Admission Rules, approved by Order No. 578 of the Minister of Education and Science of the Republic of Kazakhstan dated October 18, 2018.

The applicants can choose up to four majors and four colleges. Information on the majors and the number of study place available through public education order is posted on the websites of education departments and colleges.

Graduates who are interested to obtain a job qualification are admitted to the colleges based on the interview results.

For applicants entering mid-level and applied bachelor's degree programs the competition is based on the grade point average (GPA) for both compulsory minor and major subjects. More strict admission selection criteria are for applicants in pedagogy, medicine, and art specialties.

Go through competition for grant award

The competition is conducted by the NEDB information system, which automatically distributes the applicants based on their grade point average (GPA) in compulsory minor and major subjects, as per their education diploma (certificate), as well as the admissions quota.

For the applicants to the pedagogy, medicine, and arts majors, the scores received as a result of special and/or creative exams conducted by technical and vocational education training (TVET) organization are also taken into account. The automated distribution of applicants is performed by the NEDB information system. A competition for applicants with basic secondary and general secondary education, as well as those applying to technical and vocational educational institutions (TVET) under the public order, shall be held from August 23 to 24. For applicants applying to majors with the requirement of creative training shall be held from July 29 to August 2. For pedagogy and medicine majors, it is held from August 16 to 17, for applicants with basic secondary education, general secondary education, and those with technical and vocational education training (TVET).
