How to use housing benefits for military personnel?

Effective July 1, 2025, the use of housing benefits (HB) for military personnel has been amended and become more stringent. The benefits are strictly intended for specific purposes, and their use is regulated by law. The misconduct of rules may result in the recognition of the misused funds and the requirement to transfer the money back to the state.

Below is a typical life situation of a military servant who receives housing benefits and wants to comprehend how to use them correctly.

A military servant under his service in Almaty. His family consists of three people. He gets housing benefits and wants to comprehend the available options for using them, including whether he can save, pay off the loans, transfer money to his relatives, or use for personal needs.

Use your payments strictly for the intended purpose

There are three permitted directions:

  1. Buying a home or getting a mortgage.
  2. Renting housing under an agreement.
  3. Saving in a housing deposit.

Any other transfers are considered as a misconduct.

If you don't have a mortgage, determine if you're renting

If the military servant rents the housing:

  • The benefits can be transferred to a lessor, but only if there is a lease agreement.
  • The remainder can be transferred to the housing savings deposit "Otbasy Bank", forming the down payment.

Example:
the rent is 200,000 tenge/month. Current housing benefit is 294,462 tenge/month. The balance of 94,462 tenge can be saved in the “Otbasy Bank” deposit.

If you live in public owned housing or a gated community

The current housing benefits (often 50%) can only be used to save up for the down payment.

It is not possible to pay off consumer loans with such payments.

Avoid the misuse

The misuse means:

  • transfers to the relatives,
  • transfers to third parties (including friends),

  • the amounts are recognized as misused,
  • are subject to re-transfer to the state budget ,
  • Disciplinary action may be imposed.

Example of misconduct:
A military servant transferred part of his payments to his friend on Kaspi → this is improper use → the money must be re-transferred.

Plan a housing purchase

If the military servant lives in a rented apartment and saves through a deposit:

  • he could gradually build up the down payment,
  • in the future, could use the accumulated funds for a mortgage,
  • This is fully conformant to the objective of housing benefits.

Housing benefits to military personnel since July 1, 2025, could only be used in three ways:

Purchase a housing → lease/Rent → Savings.

With a mortgage, all payments go toward paying it off.
With rent, a portion can be saved in “Otbasy Bank”.

The misuse transfers are prohibited and must be re-transferred to the state budget.

Determine if you have a mortgage

  • If there is a mortgage, then all housing benefits are transferred exclusively towards paying off the principal debt.
  • In this case, savings in the “Otbasy Bank” deposit are not permitted.
  • The surplus funds remaining after the monthly debt payment are accumulated and transferred to the bank once a year to reduce the principal debt.

Example:
the mortgage amount is 250,000 tenge/month. The current housing benefits - 294,462 tenge/month. The difference of 44,462 tenge shall be accumulated and transferred once a year to pay off the principal debt.

Open a designated account for housing benefits

All CHB are transferred only to a designated military servant account, from which the following can be transferred:

  • to the bank (for a mortgage),
  • to the lessor (under the agreement),
  • to the Otbasy Bank deposit (if there is no mortgage).

It is not possible to withdraw the cash money.
