How to obtain a permit for special water use?

Water resources are a national treasure in Kazakhstan, and their use is regulated by law. If you want to use water for more than just personal needs (such as gardening, livestock, or industrial purposes), but in larger quantities, you must obtain a special water use permit.

A permit is required if you:

  • take water from rivers, lakes, wells, boreholes or other natural sources for household, farm or industrial purposes;
  • discharge wastewater into bodies of water;
  • use water for irrigation of agricultural land;
  • use water for industrial, energy or municipal needs.

Important: If you use water only for personal needs in the home (drinking, cooking, household purposes), a permit is not required.

Submit the application

There are two ways to submit the application:

Through the e-government portal eGov.kz

  • Find the service "Permit for special water use".
  • Log in using the EDS.
  • Fill out the form and attach the required documents (electronically).

Or contact a territorial division of the Ministry of Water Resources and Irrigation of the Republic of Kazakhstan in person.

Compliance with the terms and conditions and reporting

Use water only within the permitted volume;

Prevent discharge of pollutants;

Keep track of water usage (using meters or logs);

If required, submit a report to the local authority annually.

💡 Before submitting the application:

  • Check whether your source is on the list of water sources with restricted water intake (information is available from your local mayor office “akimat” or water resources department).
  • If you take water from the well, make sure it is registered and has a passport.
  • Keep track of your permit's expiration date and submit an application for renewal in advance.

Prepare the required data

Before submitting the application, please collect:

  • information about the water intake source (name of the river, well, its coordinates);
  • expected volumes of water use (in m³/year);
  • the purpose of using the water ( for example, watering the garden, fish farming, cooling of equipment, etc.);
  • documents confirming the right to use the land or object where water use will be carried out;
  • water intake diagram or connection point.

Review of the Application

After submitting the documents, the application will be reviewed within 15 business days.

Specialists will check that the planned water use complies with the standards, along with the existence of required conditions in place and the absence of any impairments.

Additional information or conduct of an investigation of the source will be required upon request.

Get a permit

If all the documents are in right way, you will receive a special water use permit electronically through eGov.kz or in hard copy format.
The permit is issued for a specified period (usually up to 5 years) and shall specify the following:

  • permitted volume of water intake;
  • the purpose of water use;
  • conditions of use and requirements for water resources protection.
