After putting the new building into operation and obtaining ownership of the apartment, each owner must conclude an electricity supply contract. This agreement is a mandatory document that ensures the legal connection of the apartment to the electric grid and the subsequent payment of the consumed electricity. The procedure for concluding the contract and the list of necessary documents are regulated by the current legislation of the Republic of Kazakhstan.
In general, the price of electrical power sold to the end consumer (population) consists of the price of the Unified Electric Energy Purchaser and the rate for electrical power transmission through networks of the energy transmission organizations.
It should be noted that energy producing organizations sell electrical power only to the Single Purchaser or to consumers included in the Register of a Group of Persons.
At the same time, the Ministry approves the upper limit electrical power rate by groups of energy producing organizations for a seven-year period.
In turn, according to the Law of the Republic of Kazakhstan “On Electrical Power Industry”, energy producing organizations have the right to apply for an adjustment of the upper limit rate for production of electrical power in the event of an increase in the costs of producing electrical power that are not dependent on the enterprises (the costs of raw materials, fuel and payroll) .
It should be noted that the set of rates and prices for regulated public utilities is carried out in accordance with the current legislation of the Republic of Kazakhstan by the authority in the field of natural monopolies - the Committee for Natural Monopolies Regulation of the Ministry of National Economy of the Republic of Kazakhstan (the CNMR).
In this regard, we recommend contacting the CNMR regarding the public utility rates.
Additionally be informed that local executive bodies currently provide housing assistance to low-income citizens intended to cover a portion of their utility bills, in accordance with the Law of the Republic of Kazakhstan "On Housing Relations."
According to sub-para. 2) of para. 3 of the Rules for the Use of Electric Energy approved by the Order No. 143 of the Minister of Energy of the Republic of Kazakhstan dated February 25, 2015 (the Rules), electrical power supply to consumers is in the retail market; the electrical power is sold under a power supply agreement by the energy supply organization. The energy supply organization enters into an agreement for electricity transmission services with energy transmission organizations.
To sign an electrical power supply agreement, the consumer shall send to the energy transmission (energy production) organization a notification (in any form) about the fulfillment of technical conditions and readiness to supply the voltage to electrical installations and an application for acceptance of electrical power supply agreement in the form according to Annex 2 to these Rules, with the following documents attached:
