What is the procedure of consular de-registration of the Kazakhstanis permanently and temporarily living abroad? Where the one shall apply and what are the documents?

What are consular de-registration cases?

A Kazakhstani citizen shall de-register in the foreign consulates in the following case:

  • Submission of a de-registration application drawn up in any format in person or by a legal representative to the foreign consulate;
  • a receipt of notice of his registration in the other foreign consulate;
  • an expiry of a temporary or permanent stay in the territory of the consular district indicated in the registration sheet/card;
  • a death, a court decision that came into force declaring the citizen missing or deceased;
  • withdrawal of citizenship of the Republic of Kazakhstan.

De-registration of the citizens on the territory of Kazakhstan who have arrived for permanent residence and who have not de-registered in the foreign consulate is carried out in hard copy format by the Ministry of Foreign Affairs of the Republic of Kazakhstan (Consular Services Department) and in electronic form through the E-gov portal.

What documents are required for consular de-registration?

1) an application in any form;

2) an identity document or an electronic document from the digital documents service;

3) affix to the passport of the citizen of the Republic of Kazakhstan with a permanent consular registration stamp thereon (if available).

How to get the service in the foreign consulates of the Republic of Kazakhstan

When the citizen of the Republic of Kazakhstan applies to the foreign consulate, a consular unit officer shall examine the documents submitted for the compliance with the requirements within 1 working day, and within the next one working day shall proceed with de-registration of the service recipient.

How to get the service in the Ministry of Foreign Affairs of the Republic of Kazakhstan

When applying to the Ministry, an officer of the Consular Services Department shall examine the documents for the compliance with the requirements within 1 working day. Within one working day, the Ministry shall prepare and issue a document certifying the consular de-registration to the applicant or a motivated response of the refusal.

How to get the service through the portal

The service is provided through the portal provided that the service recipient trespassed the state border of the Republic of Kazakhstan and is within the territory of the Republic of Kazakhstan, as well as with the presence of an electronic digital signature.

The citizen receives a confirmation of the consular de-registration in his personal account on the portal.
