In September 2022,  Head of State instructed to tighten responsibility for domestic violence in his Message. Pursuant to the instructions, the Ministry of Internal Affairs of the Republic of Kazakhstan has developed legislative amendments that provide for transition from registration of declarative nature to the detecting nature of such offenses.

According to the amendments made, now in the case of domestic violence, it is possible to initiate an administrative case even without a victim's statement.

111 service contact center

The objectives and tasks of the 111 service contact center are to provide comprehensive assistance on the issues of family, women and children’s rights protection. The prevention of acute household problems.

The 111 service contact center will operate at the state level.

If the child left unattended, he is in danger, and the one has known that a child or woman may be subject to cruel treatment, violence, rights infringement, the one is requested to call the 111 no.!

  • “111” contact call no. receives enquiries on all issues related to the protection of children’s rights, families and women.

  • It is important for each of us to be mostly sympathetic, and at the slightest suspicion of a threat to the life and health of the child or women, the one should demonstrate his zero tolerance for the domestic violence and call the “111” no..

Each of us could and should become a defender of the family, women and children by promptly reporting the offense to the 111 call.

Explanations are provided for each applicant’s appeal to the Service 111, assistance is provided or detailed information on the essence of the appeal is provided.

Each applicant will be provided with feed forward on the measures taken to resolve the appeal or an appeal outcome.

The operation of the Contact Center 111 is arranged with regard to the developed infrastructure and built-in processes similar to the current platform of the Unified Contact Center 1414 through the establishment of the NJSC “State Corporation “Government for Citizens”.

The activities of the 111 Contact Center will provide the following:

  • The provision of consultation and psychological assistance to the citizens through various communication channels: phone calls, audio calls, text dialogues;
  • automation of appeal processes: recording a conversation, reports collection;
  • application of CRM, appeals management and processing, routing between support lines;
  • monitoring of calls, appeals, text dialogues with the citizens.

 

 

Crisis centers

Today, 41 crisis centers operate in Kazakhstan, 14 of them are state–owned. 

In crisis centers and shelters, women are provided with legal, psychological and other assistance, according to the service delivery standard.

Association of legal entities "Union of Crisis Centers" is implementing a social project called "Implementation of set of measures to improve the activities of crisis centers for victims of domestic violence and work with aggressors" within the framework of the state grant of Center for Support of Civil Initiatives with the assistance of the Ministry of Information and Public Development of the Republic of Kazakhstan.

  • With aim to protect victims of domestic violence, the internal affairs bodies have the right to apply measures for individual prevention of domestic violence, as well as to send victimes to the Specialized Crisis Center.

Types of violence

Domestic violence can be expressed in the form of physical, psychological, sexual or economic violence.

  • Physical violence is intentional infliction of harm to health through the use of physical force and causing physical pain.
  • Psychological violence is a deliberate impact on a human psyche, humiliation of honor and dignity through threats, insults, blackmail or coercion to commit offenses or acts that pose a danger to life or health, as well as leading to a violation of mental, physical and personal development.
  • Sexual violence is a deliberate illegal act that encroaches on a person's sexual integrity or sexual freedom.
  • Economic violence is the deliberate deprivation of a person of housing, food, clothing, property, and funds to which s/he has the right provided for by the law.

What to do if facing domestic violence?

No.1 Contact the police by calling 102

Immediately contact the police by calling 102 and make an oral statement about violence or use the qamqor.gov.kz portal on which your online application will be registered.

You have the right to call police officers to a domestic violence scene and to take action against an offender, as well as to require a police officer to issue a referral to a forensic medical examination.

A police officer has no right to refuse to accept an application.

No.2 Contact an ambulance by calling 103

When seeking medical help in case of beating, an ambulance crew also calls the police. A victim of domestic violence writes a statement against an aggressor, and then the procedure is similar to the one described above.

No.3 Contact a crisis center or shelter

Kazakhstan has 24/7 national helpline for children, youth and people who have been subjected to violence (150).

The helpline service (150) provides a capability to dial a free-of-charge easy-to-recall three-digit number from any corner of the country, at any time convenient for a child (24/7) both in Kazakh and Russian.
