How to send a child to kindergarten

To receive a voucher, parents must submit an application through the information system. All applicants are divided into 21 categories, each with its own waiting list. The lists are subject to annual updating.

If parents confirm their intention to enroll their child in the selected organization, they must collect the required documents within two days from the moment the voucher is issued and conclude a contract with the preschool organization within five working days.

If there are no available places in the chosen organization, parents may select a temporary option and place their application on the waiting list for the desired kindergarten.

You can put a child into a waiting list to kindergarten using one of the options:

In the application, parents must indicate the child’s IIN, select four preferred preschool organizations, and sign the application using a digital signature (EDS). When the applicant's turn comes, the parent receives a notification about the availability of vacant places.

A similar public service is also provided through the information systems of local executive authorities.

 The documents specified in the Algorithm must be attached to the application.:

  • certificate from the place of work of one of the parents;
  • an electronic copy of the PMPC report (for children with disabilities, if available);
  • an electronic copy of the document of the phthisiatrician (if the child is placed on the waiting list at the sanatorium kindergarten).

Receiving a notification about the voucher

The submitted documents are checked:

  • departments of education of national importance and the capital;
  • departments of education of cities of regional importance.

If the documents are complete and meet the requirements, the child is placed in the queue to receive the voucher.

Queues for special groups and special preschool organizations are formed separately.

Each organization has its own queue. After the voucher is provided in the system, parents receive a notification about its receipt.

Enrollment of children to pre-school organizations

It is possible to enroll to a kindergarten not only during the summer period when groups are formed but also within a year.

To be enrolled to a kindergarten, you need to visit it with a following documents:

  1. Referral for enrollment (valid within 5 working days from the date of issuance).
  2. National ID of one of the parents or legal representatives.
  3. Childbirth certificate.
  4. A child`s health passport.
  5. Abstract on a child`s health condition.
  6. Statement drawn up by a psychological/medical and pedagogical committee (for children with special educational needs).

The list of documents is complete for all types of pre-school organizations. It means that neither a national nor public kindergarten has a right to require any more documents upon a child`s enrollment.

Choosing a kindergarten

Confirmation of consent

The parent must confirm their consent to use the voucher within 2 business days.

If the consent is not confirmed, the voucher is included in the stop list for 28 days with the possibility of restoration.

If the voucher is not restored within 28 days, it will be cancelled.

Choosing a kindergarten

After confirming the voucher, the parent must log in to the system within 5 business days.:

  • choose a preschool organization;
  • enroll a child there.

If necessary, the deadline can be extended for another 2 business days.
