A foreign national enters Kazakhstan using a valid passport. The passport must remain valid for the entire period of stay.
The receiving party (employer or property owner) must notify the migration service within three working days of the foreign national's arrival.
An Individual Identification Number (IIN) is issued through the Public Service Center (PSC). Processing usually takes 1–2 business days.
A medical insurance policy must be obtained from an accredited insurance company.
An employment contract is concluded with the employer and registered in the Unified System of Employment Contracts (USEC).
The property owner provides notarized consent for the foreign national to reside at the address.
Foreign nationals aged 16 and older must undergo fingerprint registration at the migration service office.
The employer submits the application through the eGov.kz portal.

Temporary residence permit (TRP) is a document issued to foreign citizens and stateless persons, allowing them to temporarily reside in the territory of the Republic of Kazakhstan.
A TRP is issued for a period of up to one year and may be extended.

Important Information About the Temporary Residence Permit (TRP)
A Temporary Residence Permit (TRP) allows a foreign national to stay in the Republic of Kazakhstan for the duration of their employment contract, but for no longer than one year.
If the employment contract is concluded for less than one year, the TRP is issued for the same period. A TRP may also be issued to the employee’s immediate family members as accompanying persons.

A TRP allows a child to be enrolled in school. In addition, if the foreign national makes contributions from their salary to the Social Health Insurance Fund, they are entitled to receive the full range of medical services in public healthcare facilities on the same basis as citizens of Kazakhstan.
It is important to monitor the validity period of the TRP, as failure of a foreign national to leave Kazakhstan in a timely manner after the permit expires may result in administrative fines for both the foreign national and the receiving party/employer in accordance with Articles 517 and 518 of the Code of the Republic of Kazakhstan on Administrative Offences.
Deadlines for Obtaining a TRP
At the same time, a TRP does not grant the right to register as an individual entrepreneur or to own real estate in Kazakhstan.
If a foreign national changes their place of employment, they must update their TRP within 15 days and obtain a new permit through the new employer.
If a foreign national leaves Kazakhstan after obtaining a TRP and later re-enters the country, the employer must notify the migration service of the employee’s arrival within three working days. There is no need to obtain a new TRP until the current permit expires.
