How to obtain a driving license

Vehicle enables saving time when doing daily tasks as well as traveling and having an additional income.    

Prior to become a full-fledged participant of road traffic, you need to obtain a driving license issued for the period of 10 years.  

In this material we will describe the procedure to obtain and replace a driving license in various situations.  

Obtainment of driving license for the first time or upon change of categories

A driving license is issued by Ministry of Internal Affairs of the RoK via specialized branches of “Government for Citizens” Public Corporation (Specialized CSC).

National duty for issuance of driving license is 1.25 MCI.

Execution term: 2 hours (exclusive of time spent for the exams).

 

To obtain a driving license for the first time or upon change of categories, you need to apply to any Specialized CSC with the following documents:

  • national ID;
  • health certificate in 083/У form (you can undergo medical inspection in Specialized CSC);
  • certificate of graduation from driving school. If you haven`t studied in a driving school and prepared for А, А1, В, В1 categories independently, you can pass both theoretic and practical exam at Specialized CSC;
  • document certifying employment length (statement of employment) for assignment of the following categories: "С", "D1", "D", "Tm", "Tb";
  • receipt on payment of national duty (1,25 MCI). You can pay a national duty for obtainment of driving license via online service, in order not to wait in queue to cashier's desk.

Replacement of driving license upon the expiry of validity term

A driving license is issued by Ministry of Internal Affairs of the RoK via specialized branches of “Government for Citizens” Public Corporation (Specialized CSC).

National duty for issuance of driving license is 1.25 MCI.

Execution term: 2 hours (exclusive of time spent for the exams).

 

If your driving license expired, to replace it you need to apply to Specialized CSC with the following documents:

  • national ID;
  • driving license issued previously;
  • health certificate in 083/У form (you can undergo medical inspection in Specialized CSC);

Who can obtain a driving license?

You need to do the following to obtain a driving license for the first time:

  • reach an age required to drive a particular type of vehicle;
  • pass theoretic and practical driving exam after taking a course in driving school or preparing for yourself;
  • submit a request to obtain a driving license with the relevant documents. The following chapters will describe it in more detail.

The following information is indicated in a driving license:

  • Full name;
  • Date and place of birth;
  • Date of issuance and name of authority that issued a driving license;
  • Driving license number;
  • Photo;
  • Signature;
  • Permitted categories;
  • More information (eyeglasses, disability, etc.).

The list of vehicle categories indicated in the “Permitted categories” section of a driving license should be carefully examined.

  1. "А", "A1": two-wheeled motorcycle;
  2. "В": automobiles gross laden weight of which does not exceed 3.500 kg and the number of seats, exclusive of driver`s seat, does not exceed 8,  and also which can gather speed of no less than 100 km/h based on technical capabilities;
  3. "B1": tricycles or 4-wheelers;
  4. "С", "C1": trucks gross laden weight of which exceeds 3.500 kg;
  5. "D": buses with no less than 28 seats and with length of no less than 7 m;
  6. "D1": buses with no more than 28 seats and with length of no less than 7 m;
  7. "BE": automobiles gross laden weight of which does not exceed 3.500 kg and the number of seats, exclusive of driver`s seat, does not exceed 8,  and also which can gather speed of no less than 100 km/h based on technical capabilities with trailer gross laden weight of which does not exceed 1000 kg and gross laden weight of vehicle combination should not exceed 3 500 kg;
  8. "СЕ", "C1E": trucks gross laden weight of which exceeds 3.500 kg with trailer that has no less than two axis with distance between them over 1 m or semitrailer;
  9. "DE", "D1E": articulated buses or buses with no less than 28 seats and with length of no less than 7 m with trailer, gross laden weight of which should be no less than 1.000 kg;
  10. "Tm": tram;
  11. "Tb": trolleybus.

Each category requires a certain age. For instance, driving license for the “B” category is issued to individuals, who reached the age of 18.

  • "AI" subcategory of vehicles can be provided to 16-year old individuals;
  • "A", "B" categories of vehicles and "B1", "C1" subcategories can be provided to 18-year old individuals;
  • "C" category of vehicles and "D1" subcategory can be provided to 21-year old individuals whose length of service as drivers is no less than 3 years, including experience in driving "C1" category vehicles for no less than 1 year;
  • "D", "Tm" and "Tb" categories of vehicles can be provided to 25-year old individuals whose length of service as drivers is no less than 5 years, including experience in driving "D1" category vehicles for no less than 3 years;
  • "BE", "CE", "DE" categories of vehicle combinations can be provided to individuals who have been driving "B", "C" and "D" categories of vehicles for no less than 12 months;
  • • "C1E", "D1E" categories of vehicle combinations can be provided to individuals who have been driving "C", "D" categories or "C1", "D1" subcategories for no less than 12 months.

 

Replacement of driving licence in case of name change, theft or loss (+online)

A driving license is issued by Ministry of Internal Affairs of the RoK via specialized branches of “Government for Citizens” Public Corporation (Specialized CSC).

National duty for issuance of driving license is 1.25 MCI.

Execution term: 2 hours (exclusive of time spent for the exams).

 

To replace a driving license upon change of name, theft or loss, you can request an online service.

In online application you need to indicate a Specialized CSC, enclose the scan copies of your photograph and signature, and also pay for national duty online.

Term of registration – 1 hour (an application submitted after 6 p.m. working time or on a day off, a public holiday is accepted after 9 p.m. of the first working day).

Afterwards, you need to visit a Specialized CSC that you indicated in your application and submit the following documents:

  • national ID;
  • driving license issued previously (upon change of name).

After checking your documents, you will be issued a manufactured driver's license.


Either you can to apply to Specialized CSC with the following documents:

  • national ID;
  • driving license issued previously (upon change of name);
  • certificate on change of surname, name, patronymic (upon change of name);

Undergoing medical inspection

Obtaining a driving license for the first time, and also in case of delay or revocation of right, you need to undergo medical inspection to obtain health certificate.

Health certificate can only have statements from 4 doctors: general practitioner, ophthalmologist, otolaryngologist and psychiatrist-narcologist. There is no need to visit other doctors, have a complete blood count or fluorography taken.

You can undergo medical inspection in Specialized Citizen Service Centers (specialized branches of “Government for Citizens” Public Corporation).

Upon replacement of driving license before the expiry term, undergoing of medical inspection is not required.

Preparing for exams and passing them

To have a right to obtain a driving license, you need to learn the driving basics and traffic rules and pass examination, which will prove your knowledge.

To obtain a driving license for А, А1, В, В1 categories you might prepare yourself but other categories require training in driving school.

The list of documents required for enrollment to driving school:

  • Application;
  • Health certificate;
  • Photograph (3,5х4,5) (4 photos);
  • National ID;
  • For Е category: document certifying employment length of no less than 12 months;
  • For re-training of drivers to other category: driving license copy and driving record;
  • Contract between a training organization and student;
  • Military registration card or military service registration certificate to undergo medical inspection.

Terms of training in driving school depend on the selected vehicle category and take from one month to six months. 

After the training, exams in a driving school are taken in the following sequence: theoretic exam and afterwards practical one. 

To pass a theoretic exam, you need to answer at least 32 questions out of 40 within 40 minutes on the following disciplines:

  1. Traffic rules;
  2. Traffic safety basics;
  3. Construction and operation of motor vehicles.

If you successfully pass a theoretic exam, you are admitted to a practical exam. 

The following skills are checked during a practical exam:

  1. usage of control gears, rear-view mirror, seatbealts;
  2. motion start;
  3. manoeuvring in restricted space using forward and reverse speed;
  4. determination of optimal trajectory for manoeuvre;
  5. assessment of distance, interval and dimension parameters;
  6. gear-changing (except of vehicles with automatic gear-box);
  7. stoppage at the marked place;
  8. motion stoppage and start on a hill;
  9. parallel parking;
  10. backing into a perpendicular park;
  11. drive through a signal-controlled intersection;
  12. drive through unregulated railroad crossing;
  13. usage of hazard warning lights;
  14. motion of motorcycle on treadway road;
  15. driving motorcycle at slow speed;
  16. rectilinear motion of trailer train in reverse speed;
  17. parking of trailer train`s tailgate to platform.

For each examination task there is a list of errors for which a candidate might get penalty points provided by control tables pursuant to Appendices 4, 5, 6 of Examination rules.

To successfully pass a practical exam, you need to do all the tasks within the stated time and get no more than 99 penalty points.

If you get 100 and more penalty points, you receive a “Not passed” mark and the exam finishes.  Re-examination is possible only 7 calendar days after the previous attempt. If there is a relevant excuse (change of place of residence; departure to military service; study; business trip for the period of more than 3 months (supporting documentation required)), you can pass the exam 3 days after the previous attempt.  

Upon successfully passing the exams at driving school, you will receive a certificate of graduation.

Citizens preparing for А, А1, В, В1 categories independently, can pass the exams at car-testing tracks located in Specialized CSC.
