The emergency and routine dental care in Kazakhstan is provided free of charge in the package of compulsory social health insurance (СSHI).

Dental care types

The dental care can be divided into two types:

  • emergency

The rountine and emergency dental care is provided on a free of charge basis.

The emergency care is provided in the acute diseases, painful conditions, chronic diseases exacerbation without obvious life threat signs. It is usually needed when:

  • pulpitis (acute or exacerbation of chronic state);
  • periodontitis (acute and exacerbation of chronic state);
  • maxillofacial trauma (for example, dislocation or fracture of a tooth);
  • exacerbation of odontogenic and non-odontogenic inflammatory diseases of the maxillofacial region;
  • stomatitis;
  • acute painful conditions;
  • treatment that requires surgery;
  • phlegmon (acute bacterial infection of the skin, subcutaneous tissues, most often caused by streptococci or staphylococci);
  • abscess;
  • furuncle;
  • carbuncle;
  • osteomyelitis;
  • tooth extraction requiring external access;
  • other conditions that can only be treated in the inpatient setting.

It includes the following services:

  • anesthesia;
  • x-ray of the jaw or tooth;
  • removal of a tooth;
  • preparation and filling;
  • periostotomy;
  • treatment of pulpitis, periodontitis, acute stomatitis, alveolitis;
  • lancing of abscess.

The routine care is provided during preventive measures, in diseases and conditions that are not accompanied by a threat to the life of the patient, and do not require emergency and acute medical care. The routine care includes:

  • anesthesia;
  • x-ray of the jaw or tooth;
  • preparation and application of fillings from composite chemical hardening materials;
  • simple and complex tooth extraction.

Who is eligible for receiving free dental care?

The routine dental care can be provided free of charge to the children aged under 18 years old and pregnant women. The routine care includes x-rays of the jaw or tooth, filling, simple and complex tooth extraction-using anesthesia.

Emergency dental care is provided free of charge to the:

  • children under 18 years old;
  • pregnant women;
  • participants of the Second World War and equated thereto;
  • disabled people of I, II, III, IV groups;
  • mothers of many children, awarded with pendants "Altyn alka " and "Kumys alka";
  • recipients of targeted social assistance;
  • pensioners by age;
  • patients with infectious and socially significant diseases.

Unemployed Kazakhstanis who care for a child with special needs or group I disability people disabled since their childhood can also receive the emergency dental care on a free of charge basis.

A privileged category of citizens can receive care at the public clinic or at any dental clinic that has a license and is a supplier of the Compulsory Health Insurance Fund. Since 2021, such dentistry has been receiving patients without an outpatient facility referral.

The children from low-income families aged 6 to 12 years old with various types of dentoalveolar anomalies (bite defects and jaw micrognathia), as well as children with congenital maxillofacial pathology (cleft lip and palate) are provided with free orthodontic care.

Where can the one receive free dental care?

According to the CSHI, a patient can apply to both outpatient and private clinic to receive routine or emergency dental services. At the same time, it is important that this clinic us in the register of potential providers. A list of such health facilities can be found at this link:

The one needs to call the reception, make an appointment and tell the outpatient facility he is attached to. That will be checked in the database and if there is such an attachment, the services will be provided free of charge. Under the CSHI there is no limit for the number of visits to the dentistry.

How is to be attached to the outpatient facility?

The one can be attached to an outpatient facility at the place of permanent or temporary residence, taking into account the right to freely choose a PHC (primary health care) facility within one administrative-territorial unit (rural settlement, settlement, town, district in the city of regional significance, of republican significance, capital city).

The one can be attached to outpatient facility online through e-government portal. Thus, the one will receive a notification (coupon) of the attachment or a reasoned refusal in the form of an electronic document in the "Personal Account", signed by EDS of the PHC (primary health care) facility.
