Free-of-charge air travel for children: Kids go free.

According to the Rules for obtaining free-of-charge air tickets for children, tourists need to contact a tour operator in the field of domestic tourism to purchase a tourist product and go to vacation throughout the territory of the Republic of Kazakhstan. Free-of-charge air travel is provided at the expense of a tour operator in the field of domestic tourism.

Thus:

• the program is only available to the citizens of the Republic of Kazakhstan (or stateless persons who have a permanent residence permit in the Republic of Kazakhstan);
• a minor citizen should travel by air accompanied by an adult relative (parents, grandparents, etc.);
• the program applies only to tours under a tour package;
• a tour package should be purchased from a tour operator who has a license to organize domestic tourism tours;
• cost of tour package is paid exclusive of the cost of tickets for children.

The most important thing is that air travel and accommodation should be included into a tour package.

NOTE: the mechanism provides that the tour operator purchases air tickets at its own expense, and subsequently the state reimburses these costs according to the Rules, if tourists provide documents confirming the fact of the flight.  At the same time, the participation of tour operators in the program is voluntary.

For example, a family of 2 adults and 2 minor children (7 and 10 years old) plans to spend a vacation in Turkestan. The family purchased a tour package from a tour operator in the field of domestic tourism at the cost of KZT 500.000, including air travel and accommodation for all the family members in both directions. A tour operator in the field of domestic tourism provided free-of-charge air travel for children. In total, the amount payable for the tour package is KZT 400.000 (exclusive of the cost of air tickets for children in the amount of KZT 100.000).

"Kids go free" is a stimulating measure from the state aimed at the development of domestic tourism. To participate in the program, one needs to purchase a tour from tour operator with accommodation in a hotel/a health resort or in other place.

Based on the tourist community feedback, a list of tour operators under the "Kids go free" program has been formed for the convenience of tourists (the list of tour operators is advisory and is not binding both for consumers of services and tour operators, the list can be adjusted based on the proposals of tour operators). The participation of tour operators in the system is voluntary.

1 Upon the expiration of the tourists' rest period, a package of documents is formed* to provide them to JSC NC Kazakh Tourism (hereinafter referred to as the Organization).

2 Apply for a grant and send it to the Organization in paper or electronic form via mail or on purpose.

If the package of established documents is complete, the Organization reviews the package of documents within 10 working days from the date of their receipt and decides whether to pay the subsidy or refuse to pay the subsidy if the submitted documents do not match.

Information about the decision is posted on the Organization's Internet resource.

Based on the payment decision, the Organization transfers the amount of the subsidy to the current account of the tour operator within 25 working days.

For convenience, NC Kazakh Tourism JSC has developed a guide for tour operators on the Kids Go Free program (see below).

The list of documents attached to the application:

1) in the case of an application by a legal entity, copies of the constituent documents of the legal entity, in the case of an application by an individual, a copy of an identity document, a copy of a document confirming the commencement of activity as an individual entrepreneur, and when submitting an application by a representative of the tour operator, a notarized power of attorney to represent the interests of the tour operator is additionally submitted.;

2) information on the absence (presence) of debts, which are recorded in the state revenue authorities, received on the first day of the month preceding the month in which the application is planned to be submitted;

3) a copy of the ticket and passenger coupon for a minor passenger who is a citizen of the Republic of Kazakhstan or a stateless person with a permanent residence permit in the Republic of Kazakhstan (hereinafter referred to as the minor passenger);

4) a copy of the permanent residence permit in the Republic of Kazakhstan (for a minor passenger who is a stateless person);

5) a copy of the notarized power of attorney (if the minor passenger was transported with a close relative);

6) a copy of the contract for tourist services (hereinafter referred to as the Contract), drawn up in accordance with the Order of the Minister of Investment and Development of the Republic of Kazakhstan dated January 30, 2015 No. 81 "On approval of a standard contract for tourist services" (registered in the Register of State Registration of Regulatory Legal Acts No. 10604);

7) a copy of the license for tourist operator activities in the field of inbound and domestic tourism;

8) information on the provision of tourist services for underage passengers in accordance with Appendix 2 to the Rules.
