How to enroll a child in a free circle or section?

Capitation financing of state sports and creativity orders has been launched in Kazakhstan meaning that Kazakhstani children can attend circles and sections for free.

Free visiting is already available in all the regions, cities of republican significance, capital city and large district centers. This measure is aimed at creating conditions for the development of creativity capacity and healthy lifestyle formation in children and adolescents aged 4 to 18 years old.

In this material, we will consider how a child can be enrolled in a circle or section free of charge.

How the one can attach to the outpatient facility

You can attach yourself to an outpatient facility at the place of permanent or temporary residence, taking into account the right to freely choose a facility providing PHC (primary health care ) within one administrative-territorial unit (rural area, town, city, district in the city of regional significance, cities of republican significance , capital city).

You can attach to an outpatient facility online through e-government portal. In this case, you receive a notification (coupon) of attachment or a reasoned refusal in the form of an electronic document in the "Personal Account", signed by EDS of PHC facility.

 

What are cases the child is withdrawn from classes?

When parents register the child on the site, they see a map of their city and can choose the clubs located near to where they live. They type in an individual identity number (IIN) of the child, receive a voucher. They are given 10 days to come to the place, get acquainted with its infrastructure, talk with the coach, head of the circle or section, and they also have the right to visit two classes for free. If they like everything, then they give their voucher to the club, it activates it, and from that day, the payment is credited for the child.

But the provider also has the right to withdraw the child from the sports section unilaterally, transferring the place for distribution to the operator in the following cases:

1) if there are 3 missed classes in a row without a good reason, with the exception of school holidays;

2) for non-compliance with the rules for visiting the sports section;

3) in the presence of health contraindications or disorders of the emotional-volitional sphere of the child, confirmed by the health facility, which prevent the classes visiting by the child;

4) in case of non-compliance with the terms of the agreement.

When a child is withdrawn, the provider shall, within 10 (ten) business days, transfer the child's portfolio to the child's legal representative.

 

 

 

How to become a public service provider?

To participate in the placement of a state order, the provider submits to the operator an application in the form, in accordance with Appendix 1 , with the following documents attached:

1) for an individual entrepreneur: administrative document number and code (ADN&C) of the notification of the commencement of activities as an individual entrepreneur;

2) title documents for immovable property owned by the applicant and on other legal grounds (with a period of use of at least 1 year by the date of application submission) to be used for organizing the activities of the sports section;

3) curriculum approved by the provider;

4) a list of employees involved in conducting classes with the children.

The Operator considers the application within 5 (five) working days from the date of its registration.

What do parents need to do to put the child on a waiting list?

To receive a voucher for enrollment in the sports section/creative circle, the legal representative of the child submits an electronic application for queuing through the information system where the state order of the region is placed (for example  Damubala.kz).

After that, free places among children will be distributed according to their order. Next, the child is given a voucher (a unique number for which the information system registers information about the child who received it, the name of the sports section / creative club of the supplier, where the child is enrolled and the amount of funding allocated to the child).

Information about the issued voucher is sent to the child's legal representative by means of an electronic notification.

The application is submitted by the legal representative of the child personally. If a violation of this requirement is detected, the information system cancels the application in the queue and the voucher issued for it.

A contract is concluded between the supplier specified in the voucher and the legal representative of the child for the provision of services for the sports section/creative circle during the validity period of the voucher.

The conclusion of the contract between the supplier and the legal representative of the child is carried out separately for each voucher.

The legal representative of the child, in order to assess the qualifications of the supplier and the conditions for conducting classes, is allowed to conduct at least two trial classes during the validity period of the voucher to make a decision on signing or not signing a contract with the supplier.

To conclude the contract, the legal representative of the child provides the supplier with the following documents:

  • application for admission to the sports section in any form;
  • a photo of the child;
  • a copy of the child's birth certificate;
  • the form 027/u
  • a copy of the identity document of the legal representative of the child.

To enroll in a group of children with disabilities or with special educational needs, the legal representative of the child provides the supplier with a document confirming his status.

The assessment of the possibility of enrolling a child with special educational needs or disabilities in a sports section/ creative circle is determined at the discretion of the supplier.

Enrollment of a child in a sports section / creative circle is carried out on the day after the date of conclusion of the contract.

If necessary, the supplier makes changes to the schedule of classes, adjusts the number of children in groups, with advance notification of the child's legal representatives.

It is allowed to have no more than one application of a child's legal representative in queues for the services of sports sections or creative circles per child nationwide within the framework of state sports, creative and educational orders.

When changing the sports section/creative circle, the legal representative of the child sends the supplier an electronic application for revocation of the previously submitted application for queuing and re-submits the application for queuing.
