Special social services at home are provided for persons (families) in difficult life situations.

These can be people who have completely or partially lost the ability to carry out self-care, move independently and provide basic life needs due to illness, injury, age or disability.

We will tell you who is eligible to receive special social services at home and what services are provided by social workers in home care setting.

Visiting times, conditions for the provision of special social services

Visits to recipients of services by social workers are carried out according to the visit schedule approved by the head of the home service organization.

On the day of the visit, social workers make an appropriate note in the register of special social services provided. The register is kept by the recipient of the service (legal representative) and at the end of the month is handed over to the social care worker.

In addition, the head of the home service organization must create conditions for the provision of special social services, including:

  1. premises equipped with the necessary equipment and communication, diagnostic, didactic, developmental and other material necessary for carrying out rehabilitation measures;
  2. provision of personnel with methodological literature, contributing to the formation of knowledge, skills and abilities of caring for the recipient of services;
  3. provision of personnel, if necessary, with a vehicle, travel tickets or monetary compensation in the amount of the cost of a travel ticket;
  4. providing social workers caring for the elderly and disabled with uniforms, personal protective equipment (disposable masks and gloves)

Who can get special social services at home

1) children from one and a half to eighteen years old who need special social services in the conditions of providing services at home due to:

mental retardation, mild and moderate degrees, including in the presence of gross violations of motor functions that make it difficult to study in special (auxiliary) classes of special correctional educational organizations (boarding schools) (persons who do not move without assistance, do not serve themselves due to the severity of motor disorders requiring individual care), complicated by pronounced hearing, vision, speech disorders, seizures, behavioral disorders;

severe and profound mental retardation;

dementia of various etiologies;

2) children with disabilities with pronounced or significantly (grossly) pronounced disabilities that have led to restrictions on independent movement and self-service of the second and third degrees.

3) persons over the age of eighteen who need special social services in the conditions of providing services at home due to:

mental retardation, mild and moderate degrees, including in the presence of gross violations of motor functions (persons who do not move without assistance, do not serve themselves due to the severity of motor disorders, requiring individual care);

severe and profound mental retardation;

mental and behavioral disorders, in the presence of a stable defect or dementia;

dementia of various etiologies;

epilepsy (including symptomatic) in the presence of dementia.

4) persons with disabilities who are unable to serve themselves independently and who, for health reasons, need to provide special social services in home care, who do not have able-bodied adult children, a spouse (gu) who, in accordance with the Code, are obliged to support and take care of their disabled parents, spouse (gu) who need help, or having able-bodied adult children, spouse(s) who, for objective reasons, do not provide them with constant help and care (have disabilities of the first, second groups, oncological, mental illnesses, they are in places of deprivation of liberty, are registered at a mental health center or have left the country for permanent residence or live in another locality, additionally for a spouse – being at an advanced age);

5) elderly persons who have reached the retirement age established by the Social Code, who are unable to serve themselves independently and who, for health reasons, need to provide special social services in home care, who do not have able-bodied adult children (spouse), who, in accordance with the Code, are obliged to support their disabled parents in need of assistance, spouse(gu) and take care of them, or having able-bodied adult children, spouse (gu), who, for objective reasons, do not provide them with constant assistance and care (have disabilities of the first, second groups, oncological, mental illnesses, are in places of detention, are registered at a mental health center, or have left for permanent residence outside the country or live in another locality, additionally for a spouse - being in old age), as well as in the case of an intra-family conflict.

What documents are needed to receive special social services at home

It is necessary to submit to the department of employment and social programs or to the PSC at the place of residence:

  • application of the recipient of services (for minors and disabled persons - application of a legal representative);
  • identity card (for identification);
  • medical record;
  • for children - copies of the conclusion of the psychological, medical and pedagogical consultation.

When accepting an application, the employment department generates requests through the "electronic government" gateway to obtain the following information:

  1. on an identity document;
  2. on registration at a permanent place of residence;
  3. on the establishment of disability;
  4. about the measures developed in the individual program of habilitation and rehabilitation of a person with disabilities (IPR) (for the elderly in the presence of IPR)
  5. about the retirement age for persons of retirement age;
  6. about the status of a participant and a person with a disability of the Second World War and a person equated to them.

In the absence of information from information systems, a copy of the certificate confirming the status of a participant and a person with a disability of the Great Patriotic War and persons equated to them is attached to the application for participants and persons with disabilities of the Great Patriotic War and persons equated to them.

Copies of documents are provided along with originals, which, after verification, are returned to the applicant, except for the medical card.

After accepting a written application and documents, a specialist of the authorized body leaves within 5 working days to the place of residence of a person with a disability, an elderly person and draws up an act of examination of housing and material and living conditions. .

Within three working days from the date of receipt of the Act of inspection of housing and living conditions, a decision is made on the provision of special social services.

Within one working day from the date of the local executive body's decision on the provision of special social services, the authorized body at the place of residence of the recipient of services sends a notification to the recipient of services on the preparation of documents for the provision of special social services and on the need for authorization and selection of the organization of home-based services on the social services portal (http://aleumet.egov.kz). After receiving the notification, the recipient of the services is authorized on the portal via EDS within five working days and chooses the organization of home service.

If the recipient of the services does not have access to the Internet resource, the recipient of the services applies to the self-service sector of the employment department.

If there are no available places in the selected stationary type organization, the recipient of the services independently becomes in the queue by logging in to the portal via EDS.

When providing special social services, the age and health status of the recipients of services, the content of the IPR, the degree of decrease in motor activity, living conditions are taken into account.

When home care services are terminated

The provision of special social services at home is terminated:

  • If the recipient of the services himself refuses them and writes it in the application (for minors and the disabled – their legal representatives state that).
  • If the ward received assistance as a person with a disability of I or II group, but he was removed or included in group III.
  • If special social services are received not at home, but in a hospital or semi-hospital.
  • If the ward has moved to another locality (he may apply for social assistance at a new place of residence).
  • If the recipient of services (or his family members) unreasonably insults, accuses, humiliates the human dignity of the social worker, and this can be confirmed in writing by witnesses. The renewal is possible no earlier than 1 calendar year after the termination of the provision of special social services.
  • Upon termination of the contract for the provision of paid special social services.
  • In the event of the death of the recipient of the service.
  • If special social services are received not at home, but in rehabilitation centers, services, day care units of the education system.

What services are provided by social workers in the context of providing services at home

Social workers, according to the standard for the provision of special social services in the field of social protection of the population in terms of providing services at home, provide 8 types of services.

  1. Social welfare services: helping to get out of bed, go to bed, get dressed and undress, wash, eat, use the toilet or night-stool, move around, take care of teeth or dentures, put on glasses or hearing aids, cut nails, for men - shave beard and mustache. For the elderly and disabled people write and read letters if they need it. Social workers should help their wards to buy essential food and prepare food. For those who live in private houses, the standard is to help with the heating of the stove, the delivery of firewood, coal and water. The norm is set: for 1 visit, up to 30 kilograms of firewood and coal, up to 30 liters of water are delivered. According to the standard, the social worker assists the ward in organizing the repair and cleaning of residential premises, paying for utilities. In addition, if it is necessary to hand over things for washing, dry cleaning or repair, then the social worker must do this and then take the things back. The standard also provides for escort outside the home within the same settlement: to the health care and social protection facilities.
  1. Socio-medical services: first aid, assistance in providing physician’s conclusion about medication, spa treatment, prosthetic and orthopedic and hearing care, calling a doctor at home and accompanying a ward in a health facility, follow-up supervision of children with musculoskeletal disorders ... In addition, the social worker provides the disabled and the elderly with sanitary and hygienic services: wiping, washing, hygienic baths.
  2. Social and psychological services provide such assistance: conversations, communication, listening, encouraging, motivation to be active, provision of psychological care to family members.
  3. Socio-pedagogical services: assistance to children with disabilities in obtaining education according to special educational programs, teaching children and persons over 18 years of age the basics of home orientation, self-service skills, personal hygiene, behavior in everyday life and public places, self-control.
  4. Social and labor services: professional orientation of children with disorders of the musculoskeletal system, persons with disabilities, advising recipients of services and their family members in the organization of home work, assistance in the employment of persons with disabilities.
  5. Social and cultural services:organization of holidays and leisure activities, excursions, visits to theaters, cinemas, exhibitions, concerts. These activities are carried out according to the quarterly plan, which is approved by the head of the home service organization. In addition, the standard provides for the organization and conduct of club and circle work.
  6. Socio-economic services:assistance in obtaining benefits, allowances, compensations, alimony and other payments, in improving the financial situation.
  7. Social and legal services: assistance in paperwork, obtaining by power of attorney (if required) benefits, social benefits. In addition, social workers should help to file complaints about actions or inaction of organizations that provide special social services and violate or infringe on the legal rights of their wards.The standard provides assistance to recipients of services in providing legal assistance and in obtaining free legal assistance from a lawyer.In addition, in the case of physical and mental violence committed in the family against the ward, the social worker assists in bringing the perpetrators to criminal responsibility.
