The project "With a diploma to the village" has been launched in Kazakhstan since July 1, 2009.

The project allows us to solve the main issue of specialists who live and work in rural areas, namely, the purchase of housing on preferential terms. And also the fact that a lifting allowance is provided for priority needs.

Requirements after receiving social support

The Akimat has the right to check the timeliness and correctness of budget spending. Confirmation of the intended use of the amount of the budget loan for the purchase of housing is a contract for the purchase and sale of housing on the secondary market (which is drawn up after the issuance of a resolution on the granting of a loan, but before the loan is granted), confirmation of the intended use of a loan for housing construction is the act of commissioning the built housing (at the time of receiving the loan for construction, other collateral is provided residential real estate owned by a specialist or a third party, after the commissioning of a built house, it is possible to replace the mortgage with a built house. The term of housing construction should not exceed 12 months from the date of the loan) In the case of housing construction, receipts for the purchase of building materials should be kept, the total estimated cost of housing construction should not exceed twice the amount of the loan issued, and the cost of 1 sq.m. of housing should not exceed 46 MCI.

Obligations for social support measures

The main requirement for a specialist is the acceptance by agreement of an obligation to work for at least 3 years in the organization of health, education, social security, culture, sports and agro-industrial complex, the office of the akim of a village, village, rural district located in a rural locality.

In case of non-fulfillment of the terms of the agreement, the recipient of the lifting allowance, loan is obliged to ensure a full refund of budget funds.

How to get on the social support list

It is necessary to choose a settlement in rural areas and find a job on your own (village school, hospital, House of Culture, sports complexes, etc.).

If there is no possibility to search for a job on your own, you can apply to the regional akimats. In addition, vacancies can be found on the websites of akimats.

When applying for a job, you must register at your place of residence.

The provision of social support measures is carried out in order of priority by the date of submission of the application by specialists and according to the list of demanded specialties, which is formed by the akimat to determine the necessary categories of specialties for the upcoming period to solve the personnel shortage.

The criterion for those wishing to receive social support is a diploma. This concerns technical and vocational, post-secondary, higher and postgraduate education. Under this category fall graduates of higher education institutions, persons who graduated from masters/internships, as well as graduates of colleges on specialties.

How to get a living allowance or budget loan

A person applying for social support measures must register on the Real Estate Portal Baspana Market www.otbasybank.kz submit an application and provide the service provider with the following documents through the Portal by signing an EDS key:

1. upon receipt of the lifting allowance:

  • an application in the form;
  • an electronic identity document from the digital document service (for identification);
  • a copy of the diploma of education or an electronic document from the digital document service (for identification);
  • a copy of the document confirming the recipient's employment, a certificate from the STB about the details of the specialist's current account at another bank.

2. when receiving a budget loan for the purchase of housing:

  • an application in the form;
  • an electronic identity document from the digital document service (for identification);
  • a copy of the workbook certified by the personnel service at the new place of work;
  • a copy of the diploma of education or an electronic document from the digital document service (for identification);
  • the electronic document of the marriage certificate (matrimony)/birth certificates of children from the digital document service for service recipients who are married / have children (for identification);
  • a certificate of absence (availability) of real estate from a specialist, spouse and children in this rural locality;
  • an act of valuation of acquired real estate;
  • consent to co–financing if the cost of the purchased housing exceeds the amount of the loan issued, a certificate from the STB on the details of the current account of the seller of the dwelling, title documents, identification documents for the purchased housing, a certificate of registered rights (encumbrances) on real estate (provided three times: 1 - before the adoption of the MIO resolution on granting a loan, 2 - after registration of the transaction purchase and sale of real estate, 3- after registration of the real estate pledge agreement).

3. when receiving a budget loan for housing construction:

  • application form;
  • an electronic identity document from the digital document service (for identification);
  • a copy of the workbook certified by the personnel service at the new place of work;
  • a copy of the diploma of education;
  • information about the previous place of residence from the migration service;
  • an electronic document of the marriage certificate /birth certificate of children from the digital document service for service recipients who are in married with children (for identification purposes);
  • a certificate of absence (availability) of immovable property from a specialist, his spouse and children in a given rural locality (in the absence of information from the relevant state information systems);
  • an act for the right to use a land plot provided for housing construction in the name of a specialist;
  • an act of valuation of collateral;
  • an insurance contract for collateral;
  • written consent to co-finance a part of housing construction exceeding the amount of the loan issued, written consent of the service recipient with the standard project options proposed by the MIO, a certificate from the STB about the details of the specialist's current account with another bank.
  • In addition to these documents, the specialist on the Bank's real estate portal provides the Bank with consent to the collection and processing of his personal data, consent to receive a report from the credit bureau.

You can apply through an online service  where you need to fill in the application details and sign the application with an EDS.

The period of service provision. The result of the provision of public services is the conclusion of an Agreement on the provision of social support measures. The lifting allowance is paid within 1 working day. A budget loan for the purchase or construction of housing is provided within 3 business days after the registration of the pledge agreement.

Who can count on social support

Specialists who have arrived in rural areas are offered social support along with their work.

As part of the support, a one-time lifting allowance of 100 MCI  is provided.

A budget loan of up to 2,500 MCI  is also issued for the purchase or construction of housing. The loan term is up to 15 years, and the interest rate is set at 1% per annum.

Receiving one type of assistance does not exclude the right to receive another type of assistance from the state (i.e., a specialist can receive a one-time lifting allowance + a budget loan for the purchase or construction of housing).

Specialists in healthcare, education, social security, culture, sports and the agro-industrial complex (doctors, teachers, educators, veterinarians, librarians, agronomists, etc.), civil servants of akims of villages, towns, rural districts living in cities and other settlements who have expressed a desire to work and live in rural settlements can receive support.. Specialists whom the government is ready to help include people regardless of their age, education level and work experience in their specialty.

Also, one of the main conditions for receiving social support measures under the "With a diploma to the village" project is that at the time of submitting the documents, the recipient must be a certified specialist and work in the specialty according to the List of required specialties, which is formed for the upcoming quarter by the local executive body and which is posted on the Internet resource of the akimat of the district (city of the regional values) and the Bank's Real Estate Portal (otbasybank.kz ).
