The project "With a diploma to the village" has been launched in Kazakhstan since July 1, 2009.

The project allows us to solve the main issue of specialists who live and work in rural areas, namely, the purchase of housing on preferential terms. And also the fact that a lifting allowance is provided for priority needs.

Requirements after receiving social support

The akimat has the right to check the timeliness and correctness of budget spending.

After receiving the loan not later than 22 months you need to buy a home or start building it.

If you are building a home, you should keep your receipts for the purchase of building materials.

Who can count on social support

Specialists who have arrived in rural areas are offered social support along with work.

As part of the support, a one-time lifting allowance of 100 MCI is provided.

A budget loan in the amount of 1500 MCI is also issued for the purchase or construction of housing. The loan term is up to 15 years, the interest rate is set at 0.01% per annum.

Receiving one type of assistance does not exclude the right to receive another type of assistance from the State.

Support can be received by specialists in healthcare, education, social security, culture, sports and the agro-industrial complex (doctors, teachers, educators, veterinarians, librarians, agronomists, etc.), civil servants of the akims of villages, settlements, rural districts living in cities and other localities who have expressed a desire to work and live in rural localities.

The specialists whom the state is ready to help include persons regardless of their age, level of education and work experience in the specialty.

Also, one of the main conditions for receiving social support measures under the project "With a diploma to the village" is that at the time of submission of documents, the recipient must be a certified specialist and work in the specialty.




How to get on the social support list

It is necessary to choose a settlement in rural areas and find a job on your own (village school, hospital, House of Culture, sports complexes, etc.).

If there is no possibility to search for a job on your own, you can apply to the regional akimats. In addition, vacancies can be found on the websites of akimats.

When applying for a job, you must register at your place of residence.

The provision of social support measures is carried out in order of priority by the date of submission of the application by specialists and according to the list of demanded specialties, which is formed by the akimat to determine the necessary categories of specialties for the upcoming period to solve the personnel shortage.

The criterion for those wishing to receive social support is a diploma. This concerns technical and vocational, post-secondary, higher and postgraduate education. Under this category fall graduates of higher education institutions, persons who graduated from masters/internships, as well as graduates of colleges on specialties.

Obligations for social support measures

The main requirement for a specialist is the acceptance by agreement of an obligation to work for at least 3 years in the organization of health, education, social security, culture, sports and agro-industrial complex, the office of the akim of a village, village, rural district located in a rural locality.

In case of non-fulfillment of the terms of the agreement, the recipient of the lifting allowance, loan is obliged to ensure a full refund of budget funds.

How to get a living allowance or budget loan

A person applying for social support measures must register on the Real Estate Portal Baspana Market www.otbasybank.kz submit an application and provide the service provider with the following documents through the Portal by signing an EDS key:

1) when receiving a lifting allowance:

  • application form;
  • an electronic identity document from the digital documents service (for identification);
  • a copy of the diploma of education or an electronic document from the digital documents service (for identification);
  • a copy of the document confirming the recipient's employment.

 

2) when receiving a budget loan for the purchase of housing:

  • application form;
  • an electronic identity document from the digital documents service (for identification);
  • a copy of the employment record, certified by the personnel service at the new place of work;
  • a copy of the diploma of education or an electronic document from the digital documents service (for identification);
  • an electronic document of the marriage certificate (matrimony) from the digital documents service for married service recipients (for identification);
  • a certificate of the absence (presence) of immovable property from a specialist, his (her) spouse and children in this rural locality;
  • the act of evaluation of the acquired real estate;
  • consent to co-financing when the cost of the purchased housing exceeds the amount of the loan issued.

 

3) when receiving a budget loan for housing construction:

  • application form;
  • an electronic identity document from the digital documents service (for identification);
  • a copy of the employment record, certified by the personnel service at the new place of work;
  • a copy of the diploma of education;
  • information about the previous place of residence from the migration service;
  • an electronic document of the marriage certificate (matrimony) from the digital documents service for married service recipients (for identification);
  • a certificate of the absence (availability) of immovable property from a specialist, his (her) spouse and children in this rural locality (in the absence of information from the relevant state information systems);
  • an act for the right to use the land plot provided for the construction of housing in the name of a specialist;
  • the act of valuation of collateral;
  • mortgage property insurance contract;
  • written consent to co-finance the part of housing construction that exceeds the amount of the loan issued
  • written consent of the service recipient with the variants of standard projects proposed by the MIO.

You can apply through an online service in which you need to fill out an application and sign an EDS.

The term of service provision.

The result of the provision of public services is the conclusion of an Agreement on the provision of social support measures.

The payment of the lifting allowance is made – within 1 working day.

A budget loan for the purchase or construction of housing is provided – within 3 working days after the registration of the pledge agreement.
