In case of loss of loved ones it is rather difficult to get ready for execution of necessary documents, but you should know that during this period it is necessary to execute the death certificate, and if you wish you can receive a lump sum payment for burial.

In this material we will tell you how to go through all the necessary procedures.

Registration of a person's death

Since October 12, 2020, an optimized process of providing services related to death registration throughout the territory of the Republic of Kazakhstan has been launched in a pilot mode.

The Joint order provides for the exclusion of the issuance of paper medical certificates, perinatal death certificates, certificates of state registration of death and the exclusion of the requirement regarding the mandatory provision of these documents by citizens. After the state registration of death, an electronic notification of death registration is issued to confirm the fact of death.

The state registration of death is carried out in any registration authority on the territory of the Republic of Kazakhstan.

The result of the public service will be received electronically.

One-time payment for burial

To who it is paid

A lump sum burial benefit is paid to the relatives of the deceased or to those who performed the funeral.

Cases and amount to be paid

  • In case of death of a pensioner 35 MCIs are paid.
  • In case of death of persons working in underground and open-pit mining operations, in operations with particularly harmful and difficult working conditions or in operations with harmful and difficult working conditions", or of the recipients of state social or state special allowances, 35 MCIs are paid.
  • In case of death of a participant/disabled person of GPW, 36.6 MCIs are paid.
  • In case of death of the recipient of state social benefits, family members or the person who carried out the burial are paid a one-time payment for burial in the amount of 15.7 MCIs.
  • In case of death of a person who has pension savings in the UAPF  94 MCIs are paid. In this case, the documents for the payment must be submitted to the UAPF.

In order to receive a one-time payment for burial by a family member of a deceased person with pension savings, the following documents are submitted to the UAPF in person:

  • application;
  • a document certifying the identity of a family member of a deceased person who has pension savings (for identification);
  • if there is no information about the death of a person with pension savings in the information systems of state bodies, the original of the death certificate or a notarized copy of the death certificate with pension savings is provided;
  • if there is no information in the information systems of state bodies confirming the relationship of the applicant with the deceased person, the original document confirming the relationship of the applicant with the deceased person is submitted;
  • information about the bank account of a family member of a deceased person who has pension savings.

The application may be submitted to the UAPF by a family member of the deceased person in electronic form via the UAPF Internet resource in accordance with the procedure provided for in the internal document of the UAPF, provided that information on documents provided for in subparagraphs 2) - 4) of this paragraph of the Rules is available in the information systems of state bodies.

Inheritance of deceased's pension savings

If you are entitled to inherit a deceased person's pension, you should contact the UAPF branch.

The recipient of pension payments in accordance with the Rules shall submit the following list of documents to the UAPF:

  • Application;
  • a copy of the identity document of the recipient, and the original for verification;
  • a notarized copy of the death certificate of a deceased person having pension savings;
  • the original or a notarized copy of the certificate of the right to inheritance, or the original or a notarized copy of the agreement on the division of inherited property or a court decision that entered into legal force;
  • bank details of the recipient.

Allocation of land for burial

The administration of the cemetery shall allocate a land for burial from the lands of common use occupied and intended for cemeteries. A land plot of at least six square meters shall be allocated for burial free of charge for each deceased resident of a settlement or a person without a fixed place of residence who died in the settlement.

Plot of land for burial in the cemetery is allotted within 60 minutes by a foreman of diggers, based on the orders.

After submitting an application to the head of the cemetery, with the attached fiscal check for the provision of burial services, the planning and digging of the grave begins.

On the appointed burial day, the deceased is buried in compliance with sanitary and epidemiological requirements. Each burial is registered by the cemetery administration in the book of burials.

The burial of the deceased. Burial ordering

To bury the deceased, you need to go to the cemetery. Acceptance of burial orders is made by the administration of cemetery after presentation of a death certificate, or a certificate of medical examination of death. The choice of the place of burial of the deceased is determined by the agreement and desire of the relatives of the deceased.

To place an order for the burial of the deceased in the cemetery, it is necessary:

  • an application for burial;
  • an identity card of the person organizing the burial.

The cemetery administration must be notified of the time of burial no later than one day in advance.

The head of the cemetery issues a registration card, which records data on the deceased and persons who organize the burial, as well as the size of the allocated area and the address of the cemetery.

Relatives of the deceased provide a registration card to a funeral services company.

In the funeral service department, the deceased's relatives (or loved ones) fill in a standard application form to the director of the ritual service company for the allocation of a burial place for the deceased in a certain cemetery, indicating the name and address of the deceased's residence.

The application must include the deceased's details as well as the name of the company providing the ritual services and the cost of their work. 

After payment of the cost of burial services to relatives of the deceased, a fiscal check is provided.

All data on the deceased (copy of the identity card, copy of the death certificate, or medical examination of the deceased's death), as well as the data of relatives (or loved ones) of the deceased are recorded in the logbook, where those responsible for the preparation of the grave are indicated.

Permission for burial in a related grave is issued by the administration of the cemetery if the person who organizes the burial of documents:

  • state death certificate or medical death certificate;
  • death certificate of a person previously buried in a related grave or family grave;
  • documents confirming the fact of family relations between the deceased and a person previously buried in a family grave.

A burial permit is issued to the close relatives of the deceased.
