In the absence of international treaties (agreements) on mutual recognition, educational documents are recognized with an expert assessment in the following order:
1) establishing the authenticity of the educational document, if the educational document is not legalized or apostilled;
2) establishing whether the educational organization (research center, laboratory) that issued the document on education has the right to carry out the relevant educational activities at the time of its issuance;
3) assessment of the level of education and (or) qualifications;
4) evaluation of study periods;
5) evaluation of the terms and form of training;
6) determination of the equivalence of academic and (or) professional rights granted to the holder of a document on education in the state in which this document was issued, the rights that are granted to the relevant documents on education of the established sample in the Republic of Kazakhstan;
7) determination of the availability of additional education (in case of differences in the level of education, periods of study, terms and form of study);
8) determination of the availability of practical skills and work experience in the specialty or educational program (in case of differences in the level of education, periods of study, terms and form of training).
When conducting an expert assessment, in case of identifying differences in the level of education, periods of study, terms and form of training, the recognition of the education document is carried out taking into account documents confirming training and obtaining additional education, the availability of practical skills and work experience in the declared specialty or educational program for more than 5 years.

To recognize a diploma of an academic degree, it is necessary to determine the category: they are specified in paragraph 23 of the Rules for the recognition of educational documents and the list of documents varies depending on them.

The deadline for consideration of an application for recognition of legalized or apostilled educational documents when applying through the portal is 15 working days;
The deadline for consideration of an application for recognition of illegal and unposted educational documents when applying through the portal is 35 working days;
The deadline for consideration of an application for recognition of legalized and apostilled educational documents received through a State Corporation is 25 working days;
The deadline for consideration of an application for recognition of illegal and unposted educational documents received through a State corporation is 45 working days;
The term for consideration of an application for recognition of legalized or apostilled documents on the award of an academic degree specified in paragraph 24 of the Rules for the Recognition of Educational Documents is:
- when contacting through the portal-10 working days;
- when contacting the divisions of a State corporation -15 working days.
The term for consideration of an application for recognition of non-legalized or non-apostilled documents on the award of an academic degree specified in paragraph 25 of the Rules is:
-when contacting through the portal-35 working days;
-when contacting the divisions of a State corporation -40 working days.
The term for consideration of an application for recognition of legalized or apostilled documents on the award of an academic degree specified in paragraph 26 of the Rules is:
-when contacting through the portal-60 working days;
-when contacting the divisions of a State corporation-65 working days.

Recognition of educational documents is an official confirmation of educational documents issued by foreign educational organizations, including their branches, as well as scientific centers and laboratories.
Recognition of educational documents is carried out in accordance with the current legislation of the Republic of Kazakhstan and is carried out by establishing the authenticity of the document on education, establishing whether the educational organization (scientific center, laboratory) that issued the document on education has the right to carry out relevant educational activities at the time of its issuance, conducting an expert assessment if necessary.
Expert assessment is the official establishment of the equivalence of a foreign document on education, taking into account national legislation, and granting its holder academic and professional rights in order to access continuing education and/or employment.
Attestation file - a package of documents sent for recognition of a document on awarding a degree obtained abroad by citizens of the Republic of Kazakhstan, foreigners and stateless persons.
Documents on basic secondary, general secondary, technical and vocational, post-secondary, higher and postgraduate education of individuals who have received education in other countries and in international or foreign educational institutions, including their branches, as well as in scientific centers and laboratories, are subject to recognition.
Also, persons with documents on academic degrees and academic titles obtained abroad must provide educational documents for the recognition procedure. In addition, persons who wish to continue their studies are required to undergo the document recognition procedure.
The following are not subject to the recognition procedure: diplomas on professional retraining and advanced training with the assignment of qualifications in a certain field, as well as on additional education;
The following persons do not undergo the procedure of recognition of educational documents:
- The CIS Agreement "On cooperation in the field of education" dated May 15, 1992;
- The Treaty on the Eurasian Economic Union of May 29, 2014;
- Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on the functioning of the Kazakhstan branch of the Lomonosov Moscow State University dated November 9, 2017.
