The car saves time, resources and is an indispensable helper in many tasks, and people are faced with a variety of life situations during its operation.

In this material we will describe how to restore a state number, how to insure the car, pay taxes, and what to do in case of an accident or theft.

If you've lost your number plate for a car

If your number plate has not been found, you need to apply in any form for a lost SRNP (state registration license plates) number to the specialised departments of the State Corporation "Government for Citizens".

Required documents:

  • Statement of loss;
  • ID card;
  • Certificate of vehicle registration (technical passport);
  • Documents confirming payment of fees and charges or a document entitling the holder for tax exemption - for non-taxpayers.

It is also possible to apply online for a duplicate SRNP and have it delivered to your home.

Insurance

Mandatory car insurance

Civil liability insurance (CCLI) of motor vehicle owners is a compulsory type of insurance. You cannot drive without this policy.

If you cause physical or property damage to a third party as a result of using the car, the insurance company will indemnify the injured party (instead of you). When driving without this policy, a traffic police officer may impose a fine.

It is possible to take out a CCLI in any insurance company, including online, as from January 1, 2019 the country introduced mandatory electronic insurance. The cost of insurance depends on the type of car, place of registration and driving experience.

Required documents for the preparation of CCLI:

  • Identification card;
  • Driver's license;
  • Vehicle registration certificate.

The compulsory motor insurance policy CCLI is issued for one car. If several people drive a car, it is enough to write them in one policy.

Note: Police officers check the driver's insurance pole with tablets using a single insurance database. Requesting a paper version of the insurance policy will be forbidden to the police.

Fully comprehensive insurance

Fully comprehensive insurance is a voluntary type of insurance against road traffic accidents, illegal actions of third parties (theft, robbery), damage due to fire, natural disasters and other circumstances. It is registered in any insurance company, including online.

The cost of insurance depends on the year of manufacture, make and value of the car, as well as the place of registration of the car.

Required documents for the preparation of CCLI:

  • Identification card;
  • Driver's license;
  • Vehicle registration certificate.

Carjacking

Carjacking involves two crimes:

  • hijacking without intent to steal (e.g., "ride" or use as a vehicle for another crime);
  • theft (stealing a car for profit).

The procedure for missing persons

The first thing you need to do is call the front desk at 102.

A quick call to the police triggers a standard procedure for hijacking - the local version of the Interception Plan – as the chances of finding the car are highest in the first few hours.

As part of the Interception Plan, the stolen vehicle's data are reported not only to roadside and other police stations, but also to other services that have radio communications (e.g. emergency, fire, taxi). Police checkpoints and barricades are set up. The information about the theft is entered into databases and operational actions are performed, including:

  • verification of persons convicted of similar crimes;
  • checking auto workshops and parking lots;
  • establishment of witnesses to the crime.

Then you must submit a written application for theft to the police. It is prepared by filling in a form at the police station on duty or by submitting an online application through the service of the Office of the Prosecutor General.

Online reporting to the police

When reporting a car theft, it is necessary:

  • confirm your right to a car, i.e. that you are the victim of the crime;
  • describe the signs of the car that will help you find it.

Among the signs of a car you need to specify:

  • registration data and external description; 
  • amount of gasoline in the tank; 
  • installed anti-theft equipment; 
  • mileage; 
  • secret tags affixed by the owner and the units or places where they are affixed;
  • special signs (describe the interior of the car, personal belongings that were in it).

After the application is filed, the results of the investigation must be awaited.

Payment of taxes

The deadline for paying tax to the budget for individuals is the date no later than April 1 of the year following the reporting tax period. You can pay the vehicle tax using the E–Salyq Azamat mobile application (the mobile application can be downloaded from the AppStore and PlayMarket) or use the online services of second-tier banks.

If you just want to know the amount of tax on a vehicle, you can use the online calculator for calculating the tax on the website of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan by clicking on the link https://kgd.gov.kz/en/calc/transports, or using the E–Salyq Azamat mobile app.

Reconciliation and payment of tax can be carried out without visiting the territorial state revenue bodies of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan using the E–Salyq Azamat mobile application in the electronic service "Service of upcoming payments of FL and IP".

You can also check information about the presence/absence of tax arrears using the E–Salyq Azamat mobile application in the electronic service "Service on tax and social payments arrears" or through the mobile applications of second-tier banks by typing IIN.

What to do in an accident

A road traffic accident (RTA) is an event occurring in the process of driving on the road of a vehicle and with its participation, which caused injury to health, death of a person, damage to vehicles, structures, cargo or other material damage.

Types of traffic accidents

Collision; tipping over; collision with an obstacle; collision with a pedestrian; collision with a cyclist; collision with a standing vehicle; collision with an animal vehicle; collision with an animal; collision with a passenger; other incidents.

In the event of an accident, you need to:

  1. Stop, do not touch the car, activate the "alarm" and set the emergency stop sign;
  2. Make sure there are no casualties, and if there are, call an ambulance;
  3. If there were witnesses to the incident, their contact details should be recorded. This can be useful in special cases;
  4. Call the administrative police (102 - if there are no victims / 112 - if there are) and insurance agents.

Upon arrival, traffic police officers should perform the following actions:

  1. Draw up a traffic accident chart;
  2. Write up a report on the accident scene;
  3. Make an administrative protocol;
  4. Collect explanatory notes;
  5. Refer drivers for a medical examination.

The traffic police will check all your documents, draw a diagram and ask you to tow the vehicles in some cases where the vehicle is obstructing the movement of other vehicles at the scene of the accident. Next, the traffic police officer will give you an explanatory form, in which you must specify the approximate time of the accident, the intersection of streets (or the name of the objects located at the scene of the accident), the state number of the car, the direction of traffic and a detailed description of the incident, as well as the number of the insurance policy (CCLI).

When drawing up a protocol on an administrative offence, traffic police officers also use the results of a medical examination for the condition of alcohol and drug intoxication. This examination is recommended to be carried out voluntarily and immediately.

Later on, the report on administrative offence drawn up by the traffic police officers is sent to the specialized district court, where it is considered within fifteen days. Regarding the date, time and place of the hearing, you will be informed in due course.

When you appear in court you need to have the following documents with you:

  • if you are a victim - an identity card and a medical examination to establish the fact of using a psychoactive substance and a state of intoxication;
  • if you are guilty - an identity card, a temporary driving licence and a certificate.

Violation of traffic rules by drivers of vehicles that caused damage to vehicles, cargo, roads, road and other structures or other property that caused material damage entails a fine of 20 MCI or forfeiture of the driving license for up to six months.

The same action that entailed causing the injured lungs harm to health entails a fine of 40 MCI or forfeiture of the driving license for a period of up to nine months.

If the above actions were committed by a person who does not have or is deprived of the right to drive a vehicle, a fine of 60 MCI is liable.

Leaving the place of the accident, where the driver was a participant, in violation of the traffic rules, is subject to a fine of 50 MCIs or deprivation of driving privileges for a period of 1 year.

If the above actions were committed by a person who does not have or is deprived of the right to drive a vehicle, a fine of 100 MCI or an administrative arrest for thirty days is punishable.

Note. The person who left the place of the road accident in connection with the provision of medical assistance to the victim shall be released from liability in accordance with Article 611 of the Code of Administrative Offenses.

According to Article 345 of the Criminal Code of the Republic of Kazakhstan, the violation of the rules of road traffic and the operation of vehicles by persons driving vehicles are liable:

  1. Violation by a person driving a car, trolleybus, tram or other mechanical vehicle, traffic rules or the operation of vehicles, causing by negligence the infliction of moderate damage to human health, is punishable by a fine of up to three hundred monthly calculation indicators or by correctional labor in the same amount, or by enlisting in public works for up to two hundred and forty hours, or by arrest for up to seventy-five days, with deprivation of the right to hold certain positions or engage in certain activities for up to two years.

  2. The same act, which caused by negligence the infliction of grave harm to human health, is punishable by a fine of up to two thousand monthly calculation indices, or corrective labor in the same amount, or by restraint of liberty for up to two years, or by imprisonment for the same period, with deprivation of the right to hold certain positions or engage in certain activities for up to three years.

  3. The conduct provided for in part one of this article, which entailed the death of a person through negligence, is punishable by imprisonment for up to five years, with the deprivation of the right to hold certain positions or engage in certain activities for up to five years. The act envisaged by the second paragraph, which caused the death of two or more persons by negligence, is punishable by imprisonment for a term of five to ten years, with deprivation of the right to hold certain positions or engage in certain activities for up to seven years.
