The issues of vehicle conversion are regulated by the technical regulations of the Customs Union 018/2011 "On the safety of wheeled vehicles", in accordance with which the National Standard ST RK 1418 "Motor vehicles. Making changes to the design. General provisions and technical requirements".
Retrofitting is the exclusion of components and items of equipment provided for or the installation of components and items of equipment not provided for by the design of a particular vehicle, which were completed after the vehicle was released into circulation and affect road safety.
Procedure for the conversion of vehicles:
The re-equipping specification data must be stated in the vehicle registration certificate.
In order to make appropriate changes to the vehicle registration certificate, it is necessary to contact specialized public service centers, provide a certificate of compliance of the vehicle with changes made to its design with the safety requirements issued by the territorial administrative police department to allow the vehicle for further operation by replacing the original vehicle registration certificate.
A vehicle assembled from spare parts and assemblies of vehicles discarded (utilized) or re-equipped in violation of technical regulations shall not be accepted for registration.
In the case of positive decision on the possibility of making appropriate changes to the design of the vehicle, those changes shall be made in accordance with analogue of the manufacturer at the enterprises furnished with special equipment and qualified specialists.
Upon re-equipping, use components that have passed the assessment of conformity and ensure the compliance with technical regulation requirements of the Customs Union TR CU 018/2011 "On safety of wheeled vehicles" (approved by the Decision of the Commission of the Customs Union dated 09.12.2011 No. 877) and national standard of the Republic of Kazakhstan ST RK 1418-2018 “Motor vehicles. Making changes to the design. General provisions and technical requirements”.
Conducting a preliminary technical examination of the design for the possibility of making changes to the design of the vehicle (if necessary).
Preliminary technical examination for the possibility of making changes to the design of the vehicle, by which such an examination can be carried out, is carried out by authorized organizations (accredited testing laboratories, competent institutions in the field of automotive industry).
Conclusion of the preliminary technical examination of the design for the possibility of making changes to the design of the vehicle: a document issued by manufacturers or competent organizations in the field of automotive industry, confirming that after making changes to the design of the vehicle, its compliance with the requirements of the technical regulations in force at the time of release of the vehicle into circulation will remain.
To issue a certificate of conformity of the vehicle to the changes made as per the safety requirements, the applicant submits the following documents to the administrative police:
In order to obtain permission to re-equip a vehicle, you can apply through e-government portal gov.kz or/and in writing to the territorial administrative police department.
To agree on changes to the design of the vehicle, applicants must submit an application to the state body authorized to exercise state supervision
and control over road safety (territorial administrative police departments), indicating:
Based on the application consideration results, territorial administrative police department takes a decision on the possibility of making appropriate changes to the design of the vehicle, in which, in the case of a positive decision, the following are indicated, if necessary:
a) procedure for making changes to the design of the vehicle and assessing the compliance with technical regulation requirements;
b) the need to conduct a preliminary technical examination for the possibility of making changes to the design of the vehicle.
Assessment of compliance with the requirements of technical regulations and technical inspection to check the technical condition of the vehicle with the changes made to the design.
After the re-equipping, the vehicle is submitted to an accredited organization for assessment of the conformity, followed by the issuance of a design safety inspection report; and then to the technical inspection center to check for technical condition of the vehicle with regard to the changes made to the design followed by the issuance of a diagnostic card.
The applicant submits an application-declaration on the scope and quality of work to make changes to the design of the vehicle to the accredited organization.
