How to convert the car (install gas equipment)

The re-equipping specification data must be stated in the vehicle registration certificate.

In order to make appropriate changes to the vehicle registration certificate, it is necessary to contact specialized public service centers, provide a certificate of compliance of the vehicle with changes made to its design with the safety requirements issued by the territorial administrative police department to allow the vehicle for further operation by replacing the original vehicle registration certificate.

A vehicle assembled from spare parts and assemblies of vehicles discarded (utilized) or re-equipped in violation of technical regulations shall not be accepted for registration.

In the case of positive decision on the possibility of making appropriate changes to the design of the vehicle, those changes shall be made in accordance with analogue of the manufacturer at the enterprises furnished with special equipment and qualified specialists.

Upon re-equipping, use components that have passed the assessment of conformity and ensure the compliance with technical regulation requirements of the Customs Union TR CU 018/2011 "On safety of wheeled vehicles" (approved by the Decision of the Commission of the Customs Union dated 09.12.2011 No. 877) and national standard of the Republic of Kazakhstan ST RK 1418-2018 “Motor vehicles. Making changes to the design. General provisions and technical requirements”.

Conducting a preliminary technical examination of the design for the possibility of making changes to the design of the vehicle (if necessary).

Preliminary technical examination for the possibility of making changes to the design of the vehicle, by which such an examination can be carried out, is carried out by authorized organizations (accredited testing laboratories, competent institutions in the field of automotive industry).

Conclusion of the preliminary technical examination of the design for the possibility of making changes to the design of the vehicle: a document issued by manufacturers or competent organizations in the field of automotive industry, confirming that after making changes to the design of the vehicle, its compliance with the requirements of the technical regulations in force at the time of release of the vehicle into circulation will remain.

 

To issue a certificate of conformity of the vehicle to the changes made as per the safety requirements, the applicant submits the following documents to the administrative police:

1. a document confirming the right to own or use and (or) dispose of a vehicle;
2. a document identifying the vehicle (vehicle passport), as well as a document confirming the state registration of the vehicle (vehicle registration certificate);
3. decision of the territorial public administration department in the field of road safety on the possibility of making changes to the design of the vehicle;
4. in cases not provided for in Appendix 8 to TR CU 018/2011, conclusions on the possibility and procedure for making changes to the vehicle design (preliminary technical expertise or technical specifications for making changes to the vehicle design developed by the base vehicle manufacturer or manufacturer on the changes into the design of the vehicle, approved by the manufacturer of the base vehicle and agreed with the state authority in the field of road safety);
5. duly certified copies of certificates of conformity (declaration of conformity) for the components used when making changes to the design of the vehicle (if any);
6. statements-declarations on the scope and quality of work to make changes to the design of the vehicle;
7. a report for the results of checking the safety of the vehicle structure after making changes to its design;
8. a diagnostic card drawn up based on the results of checking the technical condition of the vehicle with the changes made to the design, technical regulations requirements, standards in the field of road safety

In order to obtain permission to re-equip a vehicle, you can apply through e-government portal gov.kz or/and in writing to the territorial administrative police department.

To agree on changes to the design of the vehicle, applicants must submit an application to the state body authorized to exercise state supervision
and control over road safety (territorial administrative police departments), indicating:

• information about legal entity (organization’s details) or last name, first name, patronymic, postal address (for natural persons);
• -number and date of issue of legal entity registration certificate;
• -brands, models of the base vehicle;
• -year of manufacture of the vehicle;
• -state license plate of the base vehicle;
• a reasoned proposal on the merits of proposed design changes;
• date of drawing up an application signed by organization’s head and certified by organization’s seal (for legal entities) or applicant’s signature of (for natural persons).

Based on the application consideration results, territorial administrative police department  takes a decision on the possibility of making appropriate changes to the design of the vehicle, in which, in the case of a positive decision, the following are indicated, if necessary:

a) procedure for making changes to the design of the vehicle and assessing the compliance with technical regulation requirements;

b) the need to conduct a preliminary technical examination for the possibility of making changes to the design of the vehicle.

Assessment of compliance with the requirements of technical regulations and technical inspection to check the technical condition of the vehicle with the changes made to the design.

After the re-equipping, the vehicle is submitted to an accredited organization for assessment of the conformity, followed by the issuance of a design safety inspection report; and then to the technical inspection center to check for technical condition of the vehicle with regard to the changes made to the design followed by the issuance of a diagnostic card.

The applicant submits an application-declaration on the scope and quality of work to make changes to the design of the vehicle to the accredited organization.
