In Kazakhstan, targeted social assistance (TSA) is provided to citizens (families) with monthly average per capita income below the poverty line.

Who can apply for an TSA

TSA is assigned to the following categories of the population of the Republic of Kazakhstan who have an average per capita income below the poverty line:

  • citizens of Kazakhstan;
  • stateless persons permanently residing in the territory of the Republic of Kazakhstan;
  • refugees;
  • stateless persons;
  • Candace.

The average per capita income is the share of the total family income per each family member per month.

The poverty line is the maximum minimum amount of monetary income per person, set at 70% of the subsistence minimum.

In turn, the cost of living on a quarterly basis by region is calculated by the bodies of the Bureau of National Statistics of the Republic of Kazakhstan.

Unconditional monetary assistance is provided:

1. Single or low-income persons living alone with limited opportunities to participate in employment promotion measures in connection with:

  • reaching retirement age;
  • disability of the first or second group;
  • the presence of a disease in which a temporary disability period of more than two months may be established;

2. Low-income families, in which there are no able-bodied persons or the only able-bodied member takes care of a child under the age of three, a child with a disability, a person with a disability of the first or second group, the elderly, in need of outside care and assistance.

Unconditional monetary assistance is assigned for the current quarter from the month of application and is paid monthly.

Conditional monetary assistance is provided to single or low-income able-bodied persons living alone, as well as low-income families with an able-bodied member, including individuals who are payers of a single aggregate payment.

There are certain benefits for an able-bodied member: they help him find a job, get an education or open his own business. The conditional allowance is assigned monthly or paid on a one-time basis, depending on the specific situation.

An additional payment in the amount of 1.5 monthly calculation index for each child aged from one to six years inclusive is paid on a monthly basis to the assigned amount under the TSA. Its size in 2024 is 5 538 tenge (3 692 * 1.5 MCI).

Where to apply and what documents to prepare

Acceptance of the application for the appointment of the TSA is carried out through the web portal of the "Electronic Government" or through the Career Center at the place of residence, and in the case of living in rural areas, it is necessary to contact the akim of the village, village, rural district.

It is enough to have only an identity card or a residence permit of a foreigner permanently residing in the Republic of Kazakhstan, a certificate of a stateless person, a refugee certificate, and for Kandas – a Kandas certificate.

In order to assist in the employment of able-bodied family members involved in active employment promotion measures, a social contract is concluded, which sets out the obligations of the parties to implement active measures to promote employment and social adaptation.

Note:

To speed up the consideration and appointment of targeted social assistance on their own initiative, the applicant has the right to submit a copy of the documents on paper.

Information about the appointment or refusal to assign targeted social assistance is sent to the applicant in the form of a message to a subscriber number in cellular networks.

Types of targeted social assistance

Depending on the social status of a family or an individual, assistance is divided into two types: unconditional and conditional.

Unconditional monetary assistance is a type of targeted social assistance provided in the form of monthly cash payments to low-income individuals (families) with disabilities to participate in employment promotion measures.

Conditional monetary assistance is a type of targeted social assistance provided in the form of monthly cash payments to single and low–income able-bodied persons living alone, as well as low-income families with an able-bodied member(s), including individuals who are payers of a single aggregate payment, provided it participation in measures to promote employment and, if necessary, social adaptation.

How TSA is calculated

The amount of targeted social assistance (TSA) is calculated as the difference between the average per capita income of a family and the size of the poverty line established in regions, cities of republican significance, the capital. The average per capita income is the share of the total family income per each family member per month. The poverty line is set at 70% of the regional subsistence minimum.

When calculating the total family income, all types of income received in the Republic of Kazakhstan and abroad during the billing period are taken into account, including:

- income received in the form of wages, social benefits;

- income in the form of alimony for children and persons specified in the Code of the Republic of Kazakhstan dated December 26, 2011 "On Marriage (Matrimony) and family";

- income from private farming (household farming, including the maintenance of livestock and poultry, gardening, gardening);

- income from entrepreneurial activity;

- income from the rental and sale of real estate and vehicles;

- income from securities;

- income received in the form of donation, inheritance of real estate, vehicles and other property;

- income from the use of credit (microcredit);

- income in the form of gratuitously received money;

- income in the form of remuneration for cash deposits and deposits;

- income in the form of money transfers;

- income in the form of winnings in kind and (or) monetary terms received at contests, competitions (Olympiads), festivals, lotteries, sweepstakes, including deposits and debt securities;

- monthly state allowance for large families with 4 or more children;

- income received from participation in active employment promotion measures, with the exception of a one-time relocation payment (for each family member) to participants in voluntary resettlement under the Program;

- the amount of housing certificates to cover part of the initial loan payment in accordance with the procedure established by housing legislation;

- scholarships paid to interns, undergraduates, doctoral students, residency students and other students of educational institutions, regardless of the source of funding, and others.

When calculating the total income of a family, they are not considered as the income of an individual:

- one-time burial allowances;

 - one-time state benefits in connection with the birth of a child;

 - one-time cash payments in connection with the adoption of an orphan child and (or) a child left without parental care;

 - State social disability benefits for children with disabilities under seven years of age;

 - state social disability benefits for children with disabilities from seven to eighteen years of age of the first, second, third groups;

 - special state benefits for children with disabilities up to seven years old;

 - special state benefits for children with disabilities from seven to eighteen years of age of the first, second, and third groups;

 - the amount of housing certificates to cover part of the initial loan payment in accordance with the procedure established by housing legislation

 - monthly state allowance for mothers with many children who were awarded the pendants "Altyn alka", "Kumis alka" or who previously received the title "Mother Heroine", awarded the orders of "Maternal Glory" I and II degrees;

 - targeted social assistance;

 - housing assistance;

 - assistance provided to the family in order to compensate for damage caused to their health and property as a result of an emergency;

 - financial and material assistance to students from low-income families provided in educational institutions;

 - assistance in cash or in kind provided to low-income citizens in connection with the increase in food prices from the state budget and other sources;

 - charitable assistance;

 - payment for the trip of citizens for free or preferential prosthetics;

 - the cost of free or preferential travel of citizens outside the settlement for treatment, etc.
