How to obtain a military registration card

Since November 16, 2023, amendments to the Rules of Military Registration have come into effect, according to which in peacetime the issuance of registration certificates has been canceled, and military tickets are issued only to persons who have completed the prescribed period of military service or service in law enforcement, special state bodies.

How to get a military ID

The issuance of military tickets is carried out through the state service "Issuance of military tickets or their duplicates to military personnel" when submitting an application to the e-government portal.

The specified public service is provided to citizens;

  • who have been discharged from military service or service in law enforcement, special state bodies and have served a fixed term of military service;
  • released from places of deprivation of liberty and having served in military service or service in law enforcement, special state bodies and having served a fixed term of military service;
  • those who arrived from other states and received citizenship of the Republic of Kazakhstan, from among those who previously served in military (alternative) service or service in law enforcement and special state bodies;
  • those who have been reinstated in military rank and have served in military service or service in law enforcement and special state bodies, an electronic copy of the court's decision on reinstatement in military rank is attached to the application.

Also, the issuance of a military ID card is carried out when:

  • to the loss or damage of a military ID by citizens who have served in military service or service in law enforcement, special state bodies, an electronic copy of the decree on the imposition of an administrative penalty for intentional damage or loss of a military registration document provided for in Article 649 of the Code "On Administrative Offenses" or a certificate from an authorized state body confirming the fact of loss or damage by circumstances beyond the control of the service recipient;
  • the exchange of an old-style military ID for a new one by citizens who have served in military service or service in law enforcement, special state bodies, while the original military ID (old-style) is handed over to the State Corporation "Government for Citizens" upon receipt of a new military ID;
  • changing the surname, first name, patronymic by citizens who have served in military service or service in law enforcement, special state bodies, while the original of the replaced military ID is handed over to the State Corporation "Government for Citizens" upon receipt of a newly issued military ID.

How to complete an alternative service

The current legislation does not have the concept of "alternative service" in our country, but there is an opportunity to take a course of study in the military reserve programs at the Military Technical School of the Ministry of Defense, abbreviated as МTS.

Training is provided on a paid basis (370,000 tenge) in 13 branches of the Higher School of Economics located in regional centers. Non-convicted male citizens of the Republic of Kazakhstan, fit or limited for military service for health reasons, over 24 years of age, as well as persons enjoying the right to a postponement are allowed to study.

The referral for training is carried out through the state service "Training of citizens in military-technical and other military specialties" when applying to the e-government portal, to which a medical examination card filled out by specialist doctors with the conclusion of the chairman of the medical commission on fitness for military service is attached.

After successful completion of training (obtaining a certificate):

  • conscripts are transferred to the register of military service with the assignment of a military accounting specialty, according to the completed training program;
  • military service personnel are assigned a military accounting specialty, according to the completed training program.

It is important to understand that the passage of military service is equated with the passage of military training in the Military School (paragraph 3 of Article 18 of the Law of the Republic of Kazakhstan "On military service and the status of a serviceman").

Conscription and military service

Between the ages of 18 and 27, citizens are subject to conscription for military service.

Young people must report to the departments or departments of defense affairs at the place of military registration at the time specified in the agenda, take tests (blood, urine, fluorography and ECG) and undergo a medical examination, which sets each conscript a category for military service: "A" – fit for military service; "B" – fit for military service with minor restrictions; "B" – is only fit for military service; "G" – temporarily unfit for military service; "D" – not fit for military service in peacetime, limited fit in wartime; "E" – is not fit for military service with the exception of military registration.

The draft commission, after a personal conversation, taking into account the type of occupation, specialty, education, general development and based on the results of a medical examination, makes the following decisions:

  • in relation to conscripts with categories "A", "B" and "C", they are subject to conscription in the absence of grounds for granting a deferral or exemption from conscription;
  • in relation to conscripts with the category "G" - to grant a deferral from conscription for military service for health reasons;
  • in relation to conscripts with category "D" - exempt from conscription for military service;
  • in relation to conscripts with the category "E" - exempt from military duty.

The terms of military service in calendar terms are established:

  • for conscripts – 12 months;
  • for conscripted military officers – 24 months;
  • for military personnel undergoing military service under a contract – for the terms specified in the contract of military service.

A fine of 5 MCI is provided for the non-appearance of a citizen who is or is obliged to be on military registration, on call within the specified period without a valid reason.

Military registration

Currently, the initial military registration of young men is carried out automatically by the information system of the Ministry of Defense immediately after the age of 17, that is, without their personal participation.

At the same time, information about their state of health, such as their state of health, disability, family composition, marital status, children, education level, and others are obtained from the information systems of government agencies.

In the future, when the permanent registration address is changed, the information system automatically changes the status of the military registration.

Instruction manual

Military registration of persons who have received citizenship of the Republic of Kazakhstan; dismissed from military service, service in law enforcement and special state bodies, as well as expelled and terminated the contract of cadets, students of military, special educational institutions; released from prison, previously held and not held military registration; women who graduated from educational organizations with the receipt of military accounting specialty; is carried out through the state service "Registration of conscripts and conscripts" when contacting the portal of "electronic government".

Who is exempt from conscription for military service and military training

The decision on exemption from conscription for military service is made only by the draft commission if there are appropriate grounds and is a public service "Exemption of citizens from conscription for military service" provided through the portal of "electronic government".

In peacetime, citizens

  • who are deemed unfit for military service for health reasons are exempt from conscription;
  • those who are not legally called up for military service upon reaching the age of 27;
  • in which one of the relatives (father, mother, brother or sister) died, died or became disabled of the first or second group in the line of duty during military service;
  • those who have completed military (alternative) service in another state;
  • those who served in special state bodies of the Republic of Kazakhstan, except for the cases provided for in paragraph 9 of Article 51 of the Law of the Republic of Kazakhstan "On Special State Bodies of the Republic of Kazakhstan";
  • those with an academic degree; clergymen of registered religious associations.

Persons working in state bodies of the Republic of Kazakhstan in positions related to ensuring defense, security and law and order are exempt from conscription for military training;

  • aviation personnel of state, civil and experimental aviation; persons working in agriculture and in organizations for the repair of agricultural machinery, for the period of sowing and harvesting;
  • teaching staff of full-time educational organizations for the period of the academic year; students in full-time educational organizations;
  • military service-women; military service within two years after being discharged into the reserve;
  • persons with three or more children under the age of eighteen;
  • persons in respect of whom an inquiry is being conducted, a preliminary investigation or a criminal case is being considered by a court;
  • conscripts, elected (appointed) by deputies of the Parliament of the Republic of Kazakhstan or local representative bodies.

Who is granted a deferral from conscription

The decision to grant a deferral from conscription for military service is made only by the draft commission, if there are appropriate grounds, and is a public service "Granting a deferral from conscription" provided through the e-government portal.

When applying for a deferral, depending on the availability of grounds, it is necessary to select the appropriate subspecies of public service that differ in the documents attached to the application.

To grant a deferral for family reasons, an electronic copy of the marital status survey act (issued by the MOU) and a copy of:

  • or a document confirming that the following family members are dependent on the draftee: father, mother, wife, as well as grandparents in the absence of the draftee's parents who have reached retirement age or are persons with disabilities of the first or second group; brothers, sisters who are disabled of the first or second group or who have not reached the age of eighteen, in the absence of parents;
  • or resolutions of the local executive body on guardianship (only for citizens recognized as guardians of orphaned children or children left without parental care);
  • or an electronic copy of the decision of the local executive body on guardianship.

Conscripts who are married and have one or more children attach only an electronic copy of the marital status survey act to the specified application (issued by the MOU).

To provide a deferral for continuing education, an electronic certificate from the educational organization confirming the training is attached to the application for the provision of public services.

To grant a deferral in connection with professional activities (teachers; doctors working in rural areas; deputies; members of flight crews of civil aircraft, engineers, mechanics and technicians of civil aviation with appropriate education; members of ship crews with appropriate education), an electronic certificate confirming the place of work is attached to the application for the provision of public services.

The obligation to be registered in the military

In accordance with the current legislation, citizens of the Republic of Kazakhstan are required to be registered in the local military administration bodies (military enlistment offices) at the place of permanent registration of their place of residence, with the exception of:

1) women who do not have a military accounting specialty;

2) persons dismissed from military service or excluded from military registration upon reaching the age limit for staying in the reserve or recognized as unfit for military service with exclusion from military registration;

3) persons serving a sentence of imprisonment;

4) persons permanently residing outside the Republic of Kazakhstan;

5) employees, as well as cadets and students of military, special educational institutions of law enforcement and special state bodies of the Republic of Kazakhstan.

They must be registered in the military:

  • Conscripts (male only) aged 17 to 27;
  • enlisted and non-commissioned personnel - up to 50 years inclusive;
  • military officers up to 60 years inclusive;
  • women of enlisted and non–commissioned personnel - up to and including 35 years of age;
  • female officers up to and including 45 years of age.

At the same time, women must register for military service after graduating from medical schools or after completing military service.

A fine of 5 MCI is provided for non-fulfillment of military registration duties by citizens.
