How to obtain a military registration card

In the age from 18 to 27 years old, citizens are subject to military service.  Young people should visit a local department for defense affairs at a time indicated in draft notice and submit statement from the place of study to obtain delay or undergo medical board.    

After considering the documents, draft commission makes a decision on fitness for military service and sends to military unit for undergoing of one-year military service or provides delay from military service.     

If a citizen registered or who should be registered for military service failed to visit a draft office within relevant term, a fine in the amount of 5 MCI will be imposed against him. 

Undergoing of military service includes:

• training in military education organizations that implement educational programs related to technical/professional/post-secondary/higher/postgraduate education,
• draft to military service,
• voluntary enrollment for military service under contract,
• assignment of military rank/assignment for military position and promotion/rotation/ dismissal from military service/ performance review/ provision of leaves/undergoing of military camps/other events stipulated by the legislation of the Republic of Kazakhstan.

The following military service terms are fixed in chronological order:

1. for compulsory-duty servicemen: 12 months; alternative military service: 35 days;
2. for officers, who undergo compulsory military service: 24 months;
3. for servicemen, who undergo military service under contract: terms indicated in military service contract.

The following citizens are exempt from military service in time of peace:

1. those acknowledged unfit for military service for health reasons;
2. those, who were lawfully not drafted for military service upon reaching the age of 27;
3. those, whose relative (father, mother, brother or sister) died or became a disabled of first or second group upon execution of duties when undergoing military service;
4. those, who undergone military (alternative) service in other country;
5. 4-1) those, who undergone military service in special government agencies of the Republic of Kazakhstan, except cases stipulated by Clause 9, Article 51 of the Law of the RoK "On special government agencies of the Republic of Kazakhstan";
6. those, who have an academic degree;
7. clergies of registered religious associations.

The following citizens are exempt from draft to military camps:

1. those, who work in government agencies of the Republic of Kazakhstan on positions related to provision of defense, safety and public order;
2. aviation personnel of national, civil and experimental aviation;
3. those, who work in agriculture and organizations repairing agricultural equipment for the period of sowing and harvesting works;
4. full-time teachers in educational organizations for the period of  academic year;
5. those, who study full-time in educational organizations;
6. women liable for military service;
7. those, who liable for military service within two years after transfer to reserve;
8. those, who have three or more children under eighteen years old;
9. those, in relation to whom a court initiated an inquest or conduct preliminary investigation or criminal case was initiated;
10. those, liable for military service, who were elected (assigned) as deputies of Parliament of the Republic of Kazakhstan or local representative bodies.

To submit an application for obtainment of military registration card, you need to apply to a local branch of “Government for Citizens” Public Corporation. It is issued after undergoing of military service or in the following cases:

Upon undergoing of training under program for reserve officers at military divisions of higher educational organizations:

• application for issuance of military registration card (temporary certificate instead of military registration card) to reserve officer;
• national ID (for identification);
• copy of document on education (original copy of document on education for verification);
• two photographs (3х4 cm).

Upon transfer from military service to reserve:

• application for issuance of military registration card (temporary certificate instead of military registration card) to reserve officer;
• instruction for military registration;
• national ID (for identification);
• two photographs (3х4 cm).

Upon arriving to the Republic of Kazakhstan for permanent residence from other countries:

• application for issuance of military registration card (temporary certificate instead of military registration card) to reserve officer;
• document certifying relation to military service;
• national ID (for identification);
• copy and original copy of document on education (for verification);
• two photographs (3х4 cm).

Upon necessity to exchange a military registration card in old design to the one in a new design:

• application for issuance of military registration card (temporary certificate instead of military registration card) to reserve officer;
• original copy of military registration card (in old design);
• national ID (for identification);
• copy of military registration card in old design (certified by head of Defense Affairs Department);
• two photographs (3х4 cm).

Upon release from detention facilities:

• application for issuance of military registration card (temporary certificate instead of military registration card) to soldiers, reserve sergeants;
• national ID (for identification);
• extract from minutes record book of district (city) draft commission (issued by Defense Affairs Department after undergoing of medical examination);
• extract from record alphabetical book (if was registered as draftee prior to conviction);
• abstract on release from penalty system organizations (if lost than abstract of criminal record);
• copy of document on education (original copy of document on education for verification);
• two photographs (3х4 cm).

Upon completion of full-time training in divisions of special educational organizations under law-enforcement and special government agencies:

• application for issuance of military registration card (temporary certificate instead of military registration card) to soldiers, reserve sergeants;
• national ID (for identification);
• extract from minutes record book of district (city) draft commission (issued by Defense Affairs Department after undergoing of medical examination);
• copy of document on education (original copy of document on education for verification);
• two photographs (3х4 cm).

Upon arriving to the Republic of Kazakhstan for permanent residence from other countries:

• application for issuance of military registration card (temporary certificate instead of military registration card) to soldiers, reserve sergeants;
• document certifying relation to military service;
• national ID (for identification);
• extract from minutes record book of district (city) draft commission (issued by Defense Affairs Department after undergoing of medical examination);
• copy of document on education (original copy of document on education for verification);

The process of military registration card issuance in capital, cities of republican significance and regional centers takes 20 working days while in other localities it takes 30 working days.

To obtain military registration card you need to apply to “Government for Citizens” Public Corporation or local military administration department (military commissariat).

If you haven`t reached the age of 27 and acknowledged by draft commission as unfit for military service with exclusion from military record, you need to submit the following to obtain a military registration card:

• application;
• national ID (for identification);
• extract from minutes record book of district (city) draft commission on acknowledgment as unfit for military service in time of peace/partially fit during wartime or exempt from draft military service in time of peace;
• extract from decision of regional draft commission on acknowledgment as unfit for military service in time of peace/partially fit during wartime or exempt from draft military service in time of peace;
• 2 photographs (3х4 cm).

Citizens, who have an academic degree, and also clergies of registered religious associations should submit the following:

1. Application;
2. National ID;
3. Extract from minutes record book of district (city) draft commission on exemption from military service;
4. Two photographs (3х4 cm).

The process of military registration card issuance in capital, cities of republican significance and regional centers takes 20 working days while in other localities it takes 30 working days.

If you haven`t undergone military service before 27 years old due to delays, than prior to obtainment of military registration card, you need to apply to a local military administration department (military commissariat). You need to have national ID and registration certificate.

In military commissariat your file will be checked and the following abstracts and documents required to undergo medical inspection will be requested:

• copy of national ID;
• copy of diploma on education;
• 2 photographs (3х4 cm);
• registration certificate;
• abstracts from psycho-neurological/narcological/ TB and dermatovenerologic dispensary;
• recent results of complete blood count and urine analysis;
• fluorography;
• ECG.

After you gathered all the abstracts and documents, you need to visit military commissariat once again and undergo medical commission.

By the results of medical commission it will be decided whether you will be drafted for military service in the period from 28 to 50 years old upon draft of servicemen in time of peace and for which types of work you can be drafted during wartime.  

After undergoing of medical commission, you will receive an extract from minutes record book of district (city) draft commission.

Afterwards, you need to visit “Government for Citizens” Public Corporation with the following documents to obtain a military registration card:

• national ID;
• copy of document on education;
• registration certificate;
• extract from minutes record book of district (city) draft commission;
• two photographs (3х4 cm).

The process of military registration card issuance in capital, cities of republican significance and regional centers takes 20 working days while in other localities it takes 30 working days.

Leaving the Republic of Kazakhstan for temporary period of more than 6 months, individuals liable for military service and draftees are subject to de-registration from military service. Upon de-registration, military registration card/temporary certificate (instead of military registration card)/ certificate of registration at draft office are withdrawn and an authorized employee of local military agency in district (city of regional significance) issues an acknowledgment on receipt of the documents.  

Crossing the state border, the indicated citizens should apply to representatives of Boarder Service of National Security Committee of the RoK for obtainment of mark on date of departure from the Republic of Kazakhstan and arrival to the territory of the Republic of Kazakhstan.  

Prior to undergoing of military service, young 17-years-old people are registered for military service. It involves registration at draft office at the place of permanent or temporary residence. The military registration objective is to determine the availability of draft and mobilization human resources in order to use them effectively for defense and safety of country.  

Military registration is performed in district/city military commissariats at the place of permanent or temporary residence of draftee.  

To obtain a registration certificate, you need to submit the following documents:

1. National ID;
2. Copy of birth certificate (original copy for verification);
3. Copy of marriage certificate (for citizens of military age, who are married);
4. Copy of childbirth certificate (for citizens if military age, who have children);
5. Copy of document on education (original copy for verification);
6. Statement from place of work or study;
7. Characteristics from place of work or study;
8. Two photographs (3х4 cm).

Draft commission considers documents and takes into account occupation, profession, education, overall development and results of medical examination. After face-to-face conversation with a draftee, the commission makes one of the following decisions:

• "А": fit for military service;
• "Б": fit for military service with minor restrictions;
• "В": partially fit for military service;
• "Г": temporary unfit for military service;
• "Д": unfit for military service in time of peace, partially fit during wartime;
• "Е": unfit for military service with exclusion from military record.

Registration certificate is used within 5 working days. It is an analogue of military registration card.
