1) Decision of a service provider to grant the title to a land plot with attachment of a land allotment scheme.
2) A purchase/sale contract for a land plot or contract of temporary (short-term, long-term) paid (gratuitous) land use (lease).
3) Architectural planning specifications.
4) Utility networks connection specifications.
Substantiated refusal to deliver the public service.
1) establishing the unreliability of documents submitted by the service recipient to receive the public service, and (or) data (information) contained therein with the requirements;
2) the non-compliance of the service recipient and (or) submitted materials, data and information for the public service provision with the requirements established by part six of paragraph 3 of Article 43, part two of paragraph 6 of Article 49-2, paragraphs 2 and 2-1 of Article 50 of the Land Code;
3) a negative response from the coordinating authorities to the request for approval, in accordance with part 9 of paragraph 10 of Article 44-2 of the Land Code.

General requirements for the appeal
The appeal submitted in hard copy or electronic form shall indicate:
- Full name, IIN, postal address of a natural person, BIN of a legal entity;
- name of administrative body, official to whom the appeal is submitted;
- the essence of an appeal;
- date of filing an appeal;
- signature of the applicant or his representative;
- other information provided for by legislation of the Republic of Kazakhstan.
If the administrative procedure is on a paid basis, the applicant must submit a document confirming the payment.

Paid, payment for state registration is charged in accordance with the established tariffs
Up to 30 working days from the date of receipt of the application.
The first stage: determining the possibility (impossibility) of providing the requested land plot for the stated purpose in accordance with the urban planning document – within 15 working days;
The second stage: upon approval by the service recipient of the land allotment scheme, making a decision on granting the right to a land plot, concluding a contract for the purchase and sale of a land plot or temporary (short–term, long-term) paid (gratuitous) land use (lease) - within 6 working days.
