Coordination of activities of foreign religious associations on the territory of the Republic of Kazakhstan, appointment of heads of religious associations in the Republic of Kazakhstan by foreign religious centers

Documents required for submission to "Government for Citizens" Public Corporation":

To coordinate the activities of a foreign religious Association on the territory of the Republic of Kazakhstan

1. Application. 

2. The document, confirming the location of the foreign religious association.

3. A legalized or apostilled document certifying that the founder - a foreign religious association is a legal entity under the legislation of a foreign state, with a notarized translation in the Kazakh and Russian languages.

4. The list of citizens-initiators of a religious Association to be created.

5. Printed religious materials that reveal the history of the origin and the basis of the doctrine of a foreign religious Association and contain information about its corresponding religious activities.

6. A copy of the Charter (regulations)of a foreign religious Association approved by the body of the legal entity with a notarized translation in Kazakh and Russian.

To coordinate the appointment of heads of religious associations in the Republic of Kazakhstan by foreign religious centers

1. Solicitation.

2. Decision of a foreign religious center to appoint a candidate as the head of a religious Association operating on the territory of the Republic of Kazakhstan.

3. A copy of the passport or identity card of the candidate for the position of head of a religious Association.

Documents required for submission to service provider:

To coordinate the activities of a foreign religious Association on the territory of the Republic of Kazakhstan

1. Application.

To coordinate the appointment of heads of religious associations in the Republic of Kazakhstan by foreign religious centers

1. Solicitation

2. Decision of a foreign religious center to appoint a candidate as the head of a religious Association operating on the territory of the Republic of Kazakhstan.

3. A copy of the passport or identity card of the candidate for the position of head of a religious Association.

In case of refusal to coordinate the activities of a foreign religious association on the territory of the Republic of Kazakhstan, the service provider sends a response to the service recipient indicating the reasons for the refusal:

1. If the activities of religious associations are aimed at asserting the supremacy of one religion in the state, inciting religious hatred or difference, including those associated with the violence or calls for violence and other illegal actions.

2. If the activities of religious associations are aimed at forcing citizens of the Republic of Kazakhstan, foreigners and stateless persons to determine their attitude to religion, participation or non-participation in the activities of a religious association, in religious rites and (or) in teaching religion.

3. If the activities of religious associations are aimed at violence against citizens of the Republic of Kazakhstan, foreigners and stateless persons or other harm to their health or at the dissolution of marriage between spouses (family breakdown) or the termination of family relations, causing damage to morality, violation of human rights and freedoms and a citizen, inducing citizens to refuse to perform their duties stipulated by the Constitution and laws of the Republic of Kazakhstan, and other violation of the legislation of the Republic of Kazakhstan.

4. If the activities of religious associations are aimed at the forced involvement in their activities of citizens of the Republic of Kazakhstan, foreigners and stateless persons, including through charity, and (or) preventing the exit from a religious association, including through the use of blackmail, violence or threats to application, using material or other dependence of citizens of the Republic of Kazakhstan, foreigners and stateless persons, or by deception.

5. If the activities of religious associations are aimed at forcing participants (members) of a religious association and religious followers to alienate their property in favor of a religious association, its leaders and other participants (members).

6. If the activities of religious associations are aimed at inducing decision-making and taking actions using religion and religious beliefs, which are obviously capable of disorganizing the activities of public bodies, disrupting their smooth functioning, and reducing the degree of controllability in the country.

7. Establishing the unreliability of the documents submitted by the service recipient for the receipt of the public service, and (or) the data (information) contained therein.

8. Submission of an incomplete package of documents in accordance with the list of basic requirements for the provision of public services provided for in paragraph 8, and (or) expired documents.

9. In relation to the service recipient, there is a court decision (verdict) that has entered into legal force on the prohibition of activities or certain types of activities requiring the receipt of a public service.

10. With regard to the service recipient , there is a court decision that has entered into force, on the basis of which the service recipient is deprived of a special right related to the receipt of a public service.

In case of refusal to coordinate the appointment of heads of religious associations in the Republic of Kazakhstan by foreign religious centers, the service provider sends a response to the service recipient indicating the reasons for the refusal:

1. If the activities of the head of a religious association in the Republic of Kazakhstan may pose a threat to the constitutional order, public order, human rights and freedoms, health and morality of the population.

2. Establishing the unreliability of the documents submitted by the service recipient for the receipt of the public service, and (or) the data (information) contained therein.

3. Submission of an incomplete package of documents in accordance with the list of basic requirements for the provision of public services provided for in paragraph 8, and (or) expired documents.

4. In relation to the service recipient , there is a court decision (verdict) that has entered into legal force on the prohibition of activities or certain types of activities requiring the receipt of a public service.

5. With regard to the service recipient, there is a court decision that has entered into legal force, on the basis of which the service recipient is deprived of a special right related to the receipt of a public service.

• initiative of an administrative body or official.

 General requirements for the appeal

The appeal submitted in hard copy or electronic form shall indicate:

• Full name, IIN, postal address of a natural person, BIN of a legal entity;
• name of administrative body, official to whom the appeal is submitted;
• the essence of an appeal;
• date of filing an appeal;
• signature of the applicant or his representative;
• other information provided for by legislation of the Republic of Kazakhstan.

If the administrative procedure is on a paid basis, the applicant must submit a document confirming the payment.
