You can obtain a service via the Portal:
1. Click “Order Online” button, then a new window will open of e-Licensing Portal;

3. Click “Order Service Online” button on e-Licensing Portal page;
4. Fill in the fields of request;
5. Sign a request with digital signature;
6. You can track status of request in “My applications” section of Personal Account, status on obtainment of license in “My licensing documents” section and status on obtainment of notification in “My notifications” section.

• Non–irrigated arable land to other less valuable type of agricultural land: an explanatory note with statements and proposals of coordinating regional authorized bodies in the field of agriculture and water management, environmental protection.

Explication of lands that are to be transferred from one type to another.

An act of field survey indicating location of agricultural land to be transferred, its area, type of use, reason for transfer and a drawing of a field survey showing an agricultural land to be transformed signed by representatives of departments of the coordinating authorized bodies and all interested authorized land users (owners) of these lands.

Qualitative description of land plots.

Information about technical condition of irrigation network, estuary irrigation system, irrigation facilities, as well as cost of fixed assets.

If a land plot is located on an aerodrome adjacent territory: a permit issued in accordance with the Rules for issuing permits for activities that may pose a threat to the safety of aircraft flights approved by the Decree of Government of the Republic of Kazakhstan No. 504 as of May 12, 2011.

1) establishing the unreliability of the documents submitted by the service recipient to receive the public service and (or) data (information) contained therein;
2) the non-compliance of the service recipient and (or) submitted data and information necessary for the provision of public services with the requirements established by the Rules;
3) negative response from authorized public body to the requested approval, which is required for the provision of public services;
4) if there is a shortage of pastures in a given locality, the transfer of pastures to arable land is prohibited.

General requirements for the appeal
The appeal submitted in hard copy or electronic form shall indicate:
- Full name, IIN, postal address of a natural person, BIN of a legal entity;
- name of administrative body, official to whom the appeal is submitted;
- the essence of an appeal;
- date of filing an appeal;
- signature of the applicant or his representative;
- other information provided for by legislation of the Republic of Kazakhstan.
If the administrative procedure is on a paid basis, the applicant must submit a document confirming the payment.
