You can obtain a service via the Portal:
- Have a valid national ID card (an ID document with a photo issued in the Republic of Kazakhstan).
- Have a phone with the capability to receive SMS.
- Your personal computer should have a webcam (or use your phone with a camera).
- Install the NCALayer software required for further installation and use of digital signature

1) Issue of registration certificates in the form of the electronic document.
2) Withdrawal of registration certificates with placement of serial number in the list of the withdrawn registration certificates.
3) A reasoned response to the denial of public services.
The grounds for refusing to provide the public service to the service recipient are the following:
1. Establishing the unreliability of the documents submitted by the service recipient for the public service receipt and (or) the data (information) contained therein.
2. Non-compliance of the service recipient and (or) submitted materials, objects, data and information necessary for the provision of public services with the requirements established by regulatory legal acts of the Republic of Kazakhstan.
3. In relation to the service recipient, there is a court decision (verdict) that has entered into legal force on the prohibition of activities or certain types of activities that require the receipt of a certain public service.
4. With regard to the service recipient, there is a court decision that has entered into force, on the basis of which the service recipient is deprived of a special right related to the receipt of a public service.
5. Not reaching the age of sixteen by the person.
If the service recipient provides an incomplete package of documents, in accordance with this Public Service Standard, or expired documents, the service provider or employee of the State Corporation refuses to accept the application and issues a receipt on refusal to accept documents in the form in accordance with Annex 9 to this Public Service Standard.
In the event that the service recipient eliminates the reasons for the refusal to provide the public service, the service recipient may apply again to receive the public service in the manner prescribed by the legislation of the Republic of Kazakhstan.

General requirements for the appeal
The appeal submitted in hard copy or electronic form shall indicate:
- Full name, IIN, postal address of a natural person, BIN of a legal entity;
- name of administrative body, official to whom the appeal is submitted;
- the essence of an appeal;
- date of filing an appeal;
- signature of the applicant or his representative;
- other information provided for by legislation of the Republic of Kazakhstan.
If the administrative procedure is on a paid basis, the applicant must submit a document confirming the payment.
