Registration or re-registration of periodicals and online publications

You can obtain a service via the Portal:

1. Click “Order Online” button, then a new window will open of e-Licensing Portal;

2. Sign in or log in on e-Licensing Portal;

3. Click “Order Service Online” button on e-Licensing Portal page;

4. Fill in the fields of request;

5. Sign a request with digital signature;

6. You can track status of request in “My applications” section of Personal Account, status on obtainment of license in “My licensing documents” section and status on obtainment of notification in “My notifications” section.

1) the service provider has previously issued a registration certificate for a periodical printed publication or an online publication with the same name and distribution within the same territory, or with a name confusingly similar to that of a previously established periodical printed publication or online publication;

2) the content of the application for registration or re-registration of a periodical printed publication or an online publication does not comply with the requirements of paragraph 5 of Article 22 of the Law of the Republic of Kazakhstan “On Mass Media”;

3) in the application for re-registration of a periodical printed publication or an online publication due to a change of ownership, the number and date of the agreement confirming the transfer of ownership rights to another person are not indicated;

4) for registration, a periodical printed publication or online publication is заявлено with the same name (or part of the name) and the same thematic focus, the release of which was previously terminated by a court decision, or duplicating the name and thematic focus, as well as if the application is submitted by the owner or editor-in-chief (editor) of a publication whose release was terminated by a court decision, within three years from the date such decision entered into legal force;

5) there exists a court decision (judgment) that has entered into legal force prohibiting the service recipient from carrying out activities or certain types of activities requiring the provision of the relevant public service;

6) absence of the service recipient’s consent, provided in accordance with Article 8 of the Law of the Republic of Kazakhstan “On Personal Data and Their Protection”, to access personal data of restricted access required for the provision of the public service;

7) establishment of the unreliability of documents submitted by the service recipient for obtaining a public service, and (or) the data (information) contained therein;

8) if the editor-in-chief is a citizen of the Republic of Kazakhstan declared legally incapacitated by a court (Article 18 of the Law “On Mass Media”);

9) if the editor-in-chief is a citizen of the Republic of Kazakhstan having an unexpunged or outstanding criminal record at the time of appointment;

10) if the editor-in-chief is a foreign citizen or a stateless person;

11) if the editor-in-chief is a citizen of the Republic of Kazakhstan who was an editor-in-chief (editor) of mass media outlets whose release and distribution were terminated by a court decision due to their fault, within three years from the date such decision entered into legal force;

12) foreigners, foreign legal entities, and stateless persons are prohibited from directly and (or) indirectly owning, using, disposing of and (or) managing more than 20 percent of shares (participatory interests in the authorized capital, units) of a legal entity that is the owner of a mass media outlet in the Republic of Kazakhstan or operates in this field;

13) if the composition of a legal entity that is the owner of a mass media outlet includes more than 20 percent of foreign participation (shares, participatory interests, units).

 General requirements for the appeal

The appeal submitted in hard copy or electronic form shall indicate:

• Full name, IIN, postal address of a natural person, BIN of a legal entity;
• name of administrative body, official to whom the appeal is submitted;
• the essence of an appeal;
• date of filing an appeal;
• signature of the applicant or his representative;
• other information provided for by legislation of the Republic of Kazakhstan.

If the administrative procedure is on a paid basis, the applicant must submit a document confirming the payment.
