Issuance of a permit on a transit trade of the goods entitled to the export control
You can obtain a service via the Portal:
1. Click “Order Online” button, then a new window will open of e-Licensing Portal.
2. Sign in or log in on e-Licensing Portal.
3. Click “Order Service Online” button on e-Licensing Portal page.
4. Fill in the fields of request.
5. Sign a request with digital signature.
6. You can track status of request in “My applications” section of Personal Account, status on obtainment of license in “My licensing documents” section and status on obtainment of notification in “My notifications” section.

Documents required for submission to "Government for Citizens" Public Corporation":
1. Application.
2. Identity card and a document confirming the representative's authority.
3. Document on state registration (re-registration) of a legal entity - for a foreign legal entity.
4. Identity document of an individual, a document confirming the right to engage in entrepreneurial activities - for a foreign individual.
5. A document issued by the authorized body on export control issues of the exporting country on the availability of a permit for the export of products.
6. A contract for the supply of goods between participants in a foreign trade transaction (seller, consignor, buyer, consignee, intermediary) with indication of the nomenclature and volume of products in physical and value terms with annexes and/or additions to it.
7. A contract of insurance of civil liability of the service recipient in accordance with the Law of the Republic of Kazakhstan "On Insurance Activities" of December 18, 2000.
8. A letter of the service recipient, confirming the guarantee on his part to reimburse expenses related to the check of real conditions of transportation, as well as with probable temporary storage, return transportation, expertise and other necessary actions of the executive bodies in case of violation of the existing regulatory legal acts of the Republic of Kazakhstan, including the terms of the permit of competent bodies of the Republic of Kazakhstan for nuclear and radiation safety, and the costs associated with the need to bring the revealed deviations in accordance with the requirements of the legislation of the Republic of Kazakhstan and/or the return of goods to the state of export (indicating the number and date of the contract).
9. A letter of the consignor of goods (addressed to the service provider) confirming his unconditional consent to accept the transited goods in the event that the transfer of the cargo to the consignee is impossible for reasons beyond his control (indicating the number and date of the contract).
10. Information about the route of the movement, the border points of entry and exit, the type of transport in the implementation of the declared transit carriage.
Documents drawn up in foreign languages are submitted with a notarized translation into the state language of the Republic of Kazakhstan or Russian.

3. A notarized copy of the contract for the supply of products between participants in a foreign trade transaction (seller, consignor, buyer, consignee, intermediary) indicating the range and volume of products in physical and value terms with attachments and (or) additions to it.
4. A letter from the consignor of the products (addressed to the service provider) confirming his unconditional consent to accept the goods transported in transit back in case the transfer of the goods to the consignee turns out to be impossible for reasons beyond his control (indicating the number and date of the contract).
5. Information about the route of movement, border points of entry and exit, type of transport in the implementation of the declared transit carriage.
6. Information about the route of the movement, indicating the number of military guards, data on their weapons and ammunition (brand (type), caliber, quantity) for each imported unit of weapons - when escorting the transit of military (dual) products by a military guard.
At checkpoints across the state border of the Republic of Kazakhstan, documents of persons (from the military guard) are submitted, giving the right to enter the Republic of Kazakhstan or leave the Republic of Kazakhstan, a nominal list of military guards approved by officers of the military unit indicating the assigned weapons, ammunition, and the corresponding accompanying documents of the military guard (order, outfit, conclusion).
Documents required for submission to service provider:
1. Application.
2. A notarized copy of a document issued by the authorized body for export control of the exporting country on the availability of a permit to export products.
3. A notarized copy of the contract for the supply of products between participants in a foreign trade transaction (seller, consignor, buyer, consignee, intermediary) indicating the range and volume of products in physical and value terms with attachments and (or) additions to it.
4. A letter from the consignor of the products (addressed to the service provider) confirming his unconditional consent to accept the goods transported in transit back in case the transfer of the goods to the consignee turns out to be impossible for reasons beyond his control (indicating the number and date of the contract).
5. Information about the route of movement, border points of entry and exit, type of transport in the implementation of the declared transit carriage.
6. Information about the route of the movement, indicating the number of military guards, data on their weapons and ammunition (brand (type), caliber, quantity) for each imported unit of weapons - when escorting the transit of military (dual) products by a military guard.

A permit for the products transit or answer of refusal in state service provision.
- Engaging in a type of activity is prohibited by the laws of the Republic of Kazakhstan for this category of natural persons or legal entities.
- The service recipient does not meet the qualification requirements.
- A negative response of the authorized public body to the request for approval, which is required for the provision of public services, as well as a negative conclusion of the examination, research or verification.
- Establishing the unreliability of the documents submitted by the service recipient for the receipt of the public service, and (or) data (information) contained therein.
- Non-compliance of the service recipient and (or) his submitted materials, objects, data and information necessary for the provision of public services with the requirements established by these Rules.
- Causing damage or a threat of causing damage to the interests of the Republic of Kazakhstan.
- If an administrative penalty was imposed on the applicant for violation of the legislation of the Republic of Kazakhstan in the field of control of specific goods within one year prior to filing an application for a permit.
- If the applicant is convicted of a criminal offense in the field of control of specific goods within one year before the application for a permit is filed, or the applicant is released from criminal liability for committing a criminal offense or crimes of minor and medium gravity on the basis of paragraphs 3) , 4), 9), 10) and 12) part one of Article 35 or Article 36 of the Criminal Procedure Code of the Republic of Kazakhstan.
- If sanctions of the United Nations Security Council and the European Union have been applied to the applicant during the last five years.
- In relation to the service recipient there is a court decision that has entered into force, on the basis of which the service recipient is deprived of a special right related to the receipt of a public service.
- The absence of the consent of the service recipient, provided in accordance with Article 8 of the Law of the Republic of Kazakhstan "On Personal Data and Their Protection", for access to personal data of limited access, which are required for the provision of public services.
- In relation to the service recipient there is a court decision (verdict) that has entered into legal force on the prohibition of activities or certain types of activities requiring the receipt of a certain public service.
- appeal;
- initiative of an administrative body or official.
General requirements for the appeal
The appeal submitted in hard copy or electronic form shall indicate:
- Full name, IIN, postal address of a natural person, BIN of a legal entity;
- name of administrative body, official to whom the appeal is submitted;
- the essence of an appeal;
- date of filing an appeal;
- signature of the applicant or his representative;
- other information provided for by legislation of the Republic of Kazakhstan.
If the administrative procedure is on a paid basis, the applicant must submit a document confirming the payment.
