Phytosanitary certificate or substantiated refusal.
1) the failure of the service recipient to present quarantine products for inspection;
2) the detection of quarantine objects in the quarantine products, except for cases when the requirements of the importing country (in the case of export) admit the presence of identified quarantine objects in the quarantine products;
3) the detection of non-compliance with the requirements of the importing country (in the case of export);
4) a repeated (two or more times) failure to notify of the arrival or failure to present quarantine products for inspection to an official of the authorized body of a member state of the Eurasian Economic Union shall be the ground for refusal to issue a phytosanitary certificate within thirty calendar days after receiving information from the relevant authorized state body of a member state of the Eurasian Economic Union, except for cases of the change of destination;
5) the establishment of the inaccuracy of the documents submitted by the service recipient to receive the public service, and (or) data (information) contained therein;
6) the non-compliance of the service recipient and (or) submitted materials, data and information necessary for the public service provision with the requirements established by the Rules for the Protection of the Territory of the Republic of Kazakhstan from Quarantine Objects and Alien Species, approved by the Order of the Minister of Agriculture of the Republic of Kazakhstan dated June 29, 2015 No. 15-08/590 (registered in the Register of State Registration of Regulatory Legal Acts No. 12032);
7) there is a court decision (sentence) that has entered into legal force with respect to the service recipient prohibiting the activity or certain types of activity requiring the public service receipt;
8) the absence of consent of the service recipient, provided in accordance with Article 8 of the Law of the Republic of Kazakhstan "On Personal Data and Their Protection", to access sensitive personal data that are required to provide the public service;
9) a ban and (or) quantitative restrictions have been imposed on the export of quarantine products.
General requirements for the appeal
The appeal submitted in hard copy or electronic form shall indicate:
If the administrative procedure is on a paid basis, the applicant must submit a document confirming the payment.

1) From the moment of submitting the application to the service provider, to the State Corporation, as well as when applying to the portal - within 2 working days.
2) From the moment of submitting the application with the attached conclusion of the quarantine phytosanitary examination of the condition of the quarantined products, confirming the compliance of the declared quarantined products lot with the quarantine phytosanitary requirements of the country of destination, issued no earlier than 7 calendar days before the date of submitting the application, to the service provider, to the State Corporation, as well as when applying to the portal - within 5 working hours;
3) From the moment of submitting the application with the attached conclusion of the quarantine phytosanitary examination of the condition of the quarantined products, confirming the compliance of the declared perishable quarantined products lot (fruits, berries, vegetables, melons) with the quarantine phytosanitary requirements of the country of destination, issued no earlier than 7 calendar days before the date of submitting the application, to the service provider, to the State Corporation, as well as when applying to the portal - within 3 working hours. When applying to the State Corporation, the day of the documents receipt is not included in the term for the public service provision.
