Output of the certificate on the right of execution of flights (the operator of aircraft of general purpose)

You can obtain a service via the Portal:

1. Click “Order Online” button, then a new window will open of e-Licensing Portal
2. Sign in or log in on e-Licensing Portal
3. Click “Order Service Online” button on e-Licensing Portal page
4. Fill in the fields of request
5. Sign a request with digital signature
6. You can track status of request in “My applications” section of Personal Account, status on obtainment of license in “My licensing documents” section and status on obtainment of notification in “My notifications” section.

Documents required for submission to "Government for Citizens" Public Corporation":

Application with the following documents:

1. The flight operations manual in accordance with Appendix 6 to the Convention on International Civil Aviation, ratified by the resolution of the Supreme Council of the Republic of Kazakhstan of July 2, 1992.
2. The operator’s manual for the regulation of maintenance or a contract for the organization of maintenance in accordance with Appendix 6 to the Convention on International Civil Aviation, ratified by the resolution of the Supreme Council of the Republic of Kazakhstan of July 2, 1992.
3. Copies of flight agreements.
4. Operator Aviation Security Programs.
5. Draft Operational Specifications.
6. Copy of agreements (contract) for the lease of an aircraft without a crew (if there is a leased aircraft).

Whn contacting an individual:

Application with the following documents:

1. A copy of the current pilot’s certificate with access to control this type of aircraft, aircraft and auxiliary device.
2. A copy of the certificate of state registration of a civil aircraft, aircraft, ancillary devices and a valid certificate of airworthiness of a civil aircraft.
3. A copy of the document for insurance in accordance with the requirements of the laws of the Republic of Kazakhstan on mandatory types of insurance.
4. A copy of the conclusion of agreements on the organization and provision of flights and emergency alerts when flying their aircraft in uncontrolled airspace.
5. Flight Operations Manual.
6. Operator's manual for regulation of maintenance or a contract for a maintenance organization.

To receive a duplicate of the certificate, the service recipient submits to the service provider an application of any form, with the necessary justification and the attachment of the previously issued certificate.

Documents required for submission to "Government for Citizens" Public Corporation":

1. Establishing the unreliability of the documents submitted by the service recipient for the receipt of the public service, and (or) the data (information) contained therein.
2. Non-compliance of the applicant and (or) submitted materials, objects, data and information necessary for obtaining a public service with the requirements of these Rules).
3. With regard to the service recipient , there is a court decision that has entered into force, on the basis of which the service recipient is deprived of a special right related to the receipt of a public service.

• initiative of an administrative body or official.

 General requirements for the appeal

The appeal submitted in hard copy or electronic form shall indicate:

• Full name, IIN, postal address of a natural person, BIN of a legal entity;
• name of administrative body, official to whom the appeal is submitted;
• the essence of an appeal;
• date of filing an appeal;
• signature of the applicant or his representative;
• other information provided for by legislation of the Republic of Kazakhstan.

If the administrative procedure is on a paid basis, the applicant must submit a document confirming the payment.
