Service Provider

Individuals

Documents required for submission to service provider:

1. Application.
2. A copy of an operator's certificate (if available).
3. A copy of a certificate of aircraft registration.
4. A copy of a certificate of aircraft airworthiness.
5. A copy of an insurance policy of civil liability to third parties.
6. A copy of a consignment note (provided upon a separate request of the Civil Aviation Committee).

When applying for execution of international irregular flights with hazardous goods on board, the list of which, indicating the classification according to the United Nations list, is defined in the "Technical Instructions for the Safe Transport of Dangerous Goods by Air" of the ICAO publication - Doc 9284-AN/905, an operator additionally provides copies of the following documents: 

1. Copy of the operator's certificate for the right to carry out activities related to the transportation of hazardous goods by air.
2. A letter of guarantee issued by an operator or a dispatcher on the compliance of the packaging and labeling of the cargo with the established standards and rules of ICAO.

For tourist charter flights of foreign operators of civil aircraft, the purpose of which is to transport citizens of the Republic of Kazakhstan, it is necessary to submit an electronic copy of the license to engage in tour operator activities of the charterer of the flight specified in the application through established communication channels.

In order to get a public service through a communication channel published in the aeronautical information publication or through the e-Gov Portal:

1. Application.
2. An electronic copy of an operator's certificate (if available).
3. An electronic copy of the aircraft registration certificate.
4. An electronic copy of an aircraft airworthiness certificate.
5. An electronic copy of an insurance policy of civil liability to third parties.

An electronic copy of consignment note (provided upon a separate request of the Civil Aviation Committee).

Grounds for refusal to provide the public service established by the laws of the Republic of Kazakhstan

1. Establishing the unreliability of the documents submitted by the service recipient for the public service receipt, and (or) data (information) contained therein.
2. Non-compliance of the service recipient and (or) submitted materials, objects, data and information necessary for the public services provision with the requirements established by these Rules.

Grounds for institution of an administrative procedure

• appeal;
• initiative of an administrative body or official.

 General requirements for the appeal

The appeal submitted in hard copy or electronic form shall indicate:

• Full name, IIN, postal address of a natural person, BIN of a legal entity;
• name of administrative body, official to whom the appeal is submitted;
• the essence of an appeal;
• date of filing an appeal;
• signature of the applicant or his representative;
• other information provided for by legislation of the Republic of Kazakhstan.

If the administrative procedure is on a paid basis, the applicant must submit a document confirming the payment.
