Social assistance to certain categories of citizens in need based on decisions made by local representative bodies
You can obtain a service via the Portal:
Using EDS:
1.Log in to the portal or register
2. Click on "Request online" button
3. In the application, specify a personal account number (IBAN) opened in Kazpost JSC or a second-tier bank (Halyk Bank, JSC CenterCredit Bank, Kaspi.kz).
4. Sign a request with digital signature
5. In personal account ("History of obtained services") familiarize with notification on your request processing status, which will be sent within the stated period.
Documents required for submission to "Government for Citizens" Public Corporation":
- Identity card or e-document from the digital document service (required for personal identification).
- Information about income of the individual (family members) (for receiving social assistance, which is assigned regardless of the income of the individual (family members), information about income of the individual (family members) is not provided).
- One of the following documents confirming the existence of grounds for classification as a person in need:
- a document confirming the fact of damage caused to the individual (family) or their property as a result of a natural disaster;
- a document confirming the fact of damage caused to the individual (family) or their property as a result of a fire;
- a document confirming the presence of a socially significant disease;
- a document confirming the fact of orphanhood, the absence of parental care;
- a document confirming the fact of inability to care for oneself due to the old age;
- a document confirming the fact of release from prison, being in registered with the probation service.
Documents are submitted in both original and copies for verification. After verification, the original documents are returned to the service recipient.
Documents required for submission to service provider or mayor “akim” of the rural district:
- Identity card or e-document from the digital document service (required for personal identification).
- Information about income of the individual (family members) (for receiving social assistance, which is assigned regardless of the income of the individual (family members), information about income of the individual (family members) is not provided).
- One of the following documents confirming the existence of grounds for classification as a person in need:

Notification of the decision made or a reasoned response to the refusal to provide a public service.
On the portal - notification of the appointment of social assistance, as well as information about the appointment of social assistance is sent to the "personal account" of the service recipient in the form of an electronic document certified by an electronic digital signature of the authorized person of the service provider.
The grounds for rejection to provide the public service are as follows:
1) a negative response from an authorized government agency to the enquiry for approval required for the public service provision, as well as a negative conclusion from an expert examination, study, or inspection;
2) the absence of consent from the service recipient provided in accordance with Article 8 of the Law of the Republic of Kazakhstan "On Personal Data and Their Protection," to access sensitive personal data required for the public service provision.

General requirements for the appeal
The appeal submitted in hard copy or electronic form shall indicate:
- Full name, IIN, postal address of a natural person, BIN of a legal entity;
- name of administrative body, official to whom the appeal is submitted;
- the essence of an appeal;
- date of filing an appeal;
- signature of the applicant or his representative;
- other information provided for by legislation of the Republic of Kazakhstan.
If the administrative procedure is on a paid basis, the applicant must submit a document confirming the payment.
