Submission of the documents for the participation in the competition for the “Bolashak” International scholarship

1. On the portal you can get the service in several ways:

Using EDS:

1.Log in to the portal or register

2. Click on "Request online" button

3. Fill all sections of e-request

4. Sign a request with digital signature. The request must be attached with the documents:

  • application of the employer for the training of a specialist with the condition of retaining the place of work for applicants participating in the competition by categories of civil servants, scientific and pedagogical workers, engineering and technical workers, applicants for internships, cultural workers, artists, media workers themselves obtaining Ph.D. degrees (PhD), a doctor on the profile of civil servants, academic or teaching staff). 
  • Application form indicating the chosen specialty/research topic and country of study/internship.
  • an electronic copy of a bachelor's or specialist's diploma with an appendix, as well as, in the case of studying at a foreign educational organization, an electronic copy of a certificate of recognition and/or nostrification of an educational document or other document of recognition of an educational document, taking into account the established features
  • an electronic copy of the medical certificate of health status in the form No. 072/u, established by the authorized body in the field of healthcare, for persons traveling abroad
  • an electronic copy of a valid official certificate of the established form of passing the exam in a foreign language with the result corresponding to the established minimum requirements;
  • an electronic copy of a valid official certificate of the established form of passing the exam in the state language with the result corresponding to the established minimum requirements;
  • electronic copies of documents confirming employment, as well as extracts of the listed mandatory pension contributions for the required period of employment, with the exception of applicants who independently enrolled in academic studies or studying at leading foreign higher educational institutions, for obtaining a master's degree, a doctor of philosophy (PhD), a doctor in profile, residency training, and also applicants participating in the general competition category;
  • electronic copies of documents confirming work activity, as well as extracts of the listed mandatory pension contributions for applicants participating in the competition in the category of self-enrolled, for obtaining the degrees of Doctor of Philosophy (PhD), doctor of profile from among civil servants, scientific or pedagogical workers;
  • persons participating in the category of applicants for internships submit electronic copies of documents confirming an unconditional invitation (except for financial conditions and conditions for increasing the level of knowledge of a foreign language to the required level) of a foreign organization accepting an internship, indicating the terms, cost (with transcription of calculations) of the internship with notarized translations into the state or Russian languages;
  • persons participating in the category of applicants for internships submit an electronic copy of the internship program, compiled in accordance with the requirements approved by Order No. 318 and approved by the sending and receiving organizations for the internship;

  • persons participating in the category of self-enrolled students additionally submit electronic copies of documents confirming unconditional enrollment for academic study (except for financial conditions), indicating the program, specialty and period of study and, if available, an electronic copy of an official document on academic performance issued by a foreign higher educational institution /a certificate of the established sample indicating the specialty, course (year of study), form of study, information about the assessment system used in this educational institution, as well as the average score of current academic performance in this educational institution, with notarized translations into the state or Russian languages;
  • persons participating in the category of cultural workers, creative workers who independently enrolled to obtain the degrees of Doctor of Philosophy (PhD), doctor of profile, residency training, including persons for obtaining the degrees of Doctor of Philosophy (PhD), doctor of profile from among civil servants, scientific or pedagogical workers additionally submit electronic copies of documents confirming unconditional admission to academic studies (with the exception of financial conditions and conditions for increasing the level of knowledge of a foreign language to the required level), with an indication of the program, specialty and period of study and, if available, an electronic copy of the official document on academic performance issued by a foreign higher educational institution /a certificate of the established sample indicating the specialty, course (year of study), form of study, information about the assessment system used in this educational institution, as well as the average score of current academic performance in this educational institution, with notarized translations into the state or Russian languages;

  • persons participating in the category of independently enrolled in academic studies or studying at leading foreign higher educational institutions included in the list for the degree of Doctor of Philosophy (PhD), doctors in the profile, provide an electronic copy of the individual curriculum agreed with a leading foreign higher educational institution, not exceeding the time limits set by a leading foreign higher educational institution, for obtaining this degree with notarized translations into the state or Russian languages.

5. In personal account ("History of obtained services") familiarize with notification on your request processing status, which will be sent within the stated period.

3.  Fill all sections of e-request

4. Fill in a request and sign it using one-time password (SMS will be sent to a phone number indicated in a personal account, registration in citizens` mobile database is required)   

5. In personal account ("History of obtained services") familiarize with notification on application processing, which will be sent within the indicated period.

What can be the reasons for refusal to deliver a public servise?

1. In the cases of awarding the service recipient once one of the categories of the international scholarship "Bolashak" in accordance with the Rules for the selection of applicants for the award of the international scholarship "Bolashak" and determining the directions for spending the international scholarship "Bolashak", approved by the Decree of the Government of the Republic of Kazakhstan dated June 11, 2008 No. 573 (the Rules).

2. The applicant, who was denied the Bolashak scholarship by the decision of the Republican Committee for study the personnel abroad, is not allowed to re-participate in the current year's competition in accordance with the Rules.

3. Establishing the unreliability of the documents submitted by the service recipient for the public service receipt and (or) data (information) contained therein in accordance with the Rules.

4. Establishing the non-compliance of documents with the requirements of the Rules.

5. In the event that the applicant sends an application for participation in the competition for the award of the international scholarship "Bolashak" after the deadlines for accepting documents for the current year, approved in accordance with the Rules.

6. The absence of the consent of the service recipient, provided in accordance with Article 8 of the Law of the Republic of Kazakhstan "On Personal Data and Their Protection", for access to restricted personal data required for the provision of public services. If the service recipient eliminates the reasons for the refusal to provide the public service, the service recipient may apply again to receive the public service.

Grounds for institution of an administrative procedure
  • appeal;
  • initiative of an administrative body or official.

 General requirements for the appeal

The appeal submitted in hard copy or electronic form shall indicate:

  • Full name, IIN, postal address of a natural person, BIN of a legal entity;
  • name of administrative body, official to whom the appeal is submitted;
  • the essence of an appeal;
  • date of filing an appeal;
  • signature of the applicant or his representative;
  • other information provided for by legislation of the Republic of Kazakhstan.

If the administrative procedure is on a paid basis, the applicant must submit a document confirming the payment.

! It is barred to reject the receipt of an appeal.

  1. Once the appeal is submitted, the applicant is issued a receipt containing a unique number, indicating the date and time, last name and initials, and the position of the person who received the appeal.
  2. In the case of non-compliance with the requirements established by Article 63 Code, the administrative body and the official shall indicate to the applicant the requirements the appeal does not comply with, and set a reasonable time limit for bringing it into compliance with the requirements.
  3. Before a decision is made on the administrative case, the applicant may withdraw the appeal on the basis of his written application.

Referring the appeal to an authorized administrative body and official

An appeal received by an administrative body and official whose authority does not include the consideration of this appeal, within no later than 3 working days from the date of its receipt shall refer it to the authorized administrative body and official, with simultaneous notification of the participant in the administrative procedure.

  1. The timeframe of administrative procedure is 15 working days from the date of receipt of an appeal.

! The laws may set the other timeframe for consideration of appeals (For example, according to the Law “On Access to Information” a reply to a written enquiry is provided within fifteen calendar days from the date of receipt of the information by the owner).

  1. The period of administrative procedure may be extended by a reasoned decision of the head of the administrative body for not more than 2 months, consistently the participant in the administrative procedure is notified within 3 working days from the date of extension.

A participant in the administrative procedure has the right to file a complaint the administrative action (inaction) related to the adoption of an administrative act.

If an administrative body and official within the timeframe has not adopted an administrative act or committed an administrative action, then commencing from the date of expiry it is considered that the administrative body and official rejected to adopt the administrative act or commit the administrative action.

The complaint is submitted to the administrative body and official whose administrative act and administrative action (inaction) is being appealed.

An appeal to the court is allowed after a pre-trial appeal. If the law provides for the possibility of going to court without the need to appeal to a higher authority, the administrative act, administrative action (inaction) of the administrative body and official is being disputed, along with the revoke, submit to the court a reasoned position of the head of the higher administrative body and official.

! The Administrative Procedure Code not always rules the procedure of complaint; the industry laws may contain statutes indicating the appeal of the decision in the court, without pre-trial appeal.

  1. A complaint against an administrative act, administrative action (inaction) is submitted to the administrative body and official no later than 3 months from the day when the participant in the administrative procedure became aware of the adoption of the administrative act or the commitment of an administrative action (inaction).
  2. If the deadline is missed for a good reason, at the request of the participant in the administrative procedure, it may be renewed by the body considering the complaint.
  3. Missing the deadline for submitting the complaint is not a basis for rejection to receive the complaint by the body considering the complaint.

! Other laws may establish a special procedure and deadlines for appealing the decisions.

The period for consideration of the complaint is 5 working days from the date of receipt of the complaint.

! Other laws may establish a different period for appealing the decisions of administrative bodies.
