Documents required for submission to NJSC "State Corporation "Government for Citizens":

If the service recipient applies in person (on behalf of children and citizens recognized by the court as legally incompetent, as well as legal representatives (parents, guardians, trustees) with the documents provided confirming the authority to represent): fsdkjs

Submitting an electronic application through the Registration point "Documentation and registration of the population":

To issue a passport of the citizen of the Republic of Kazakhstan to the children aged under 16 years old, as well as identity card to the persons aged over 16 years old:

  1. A birth certificate of the child or in digital form.
  2. An identity document of one of the parents (legal representative) or in digital form - to identify the person and confirm the Republic of Kazakhstan citizenship.
  3. A passport of the Republic of Kazakhstan citizen if the person had received it before he has reached the age of 16.
  4. A notary certified statement that is a consent from a citizen of the foreign state  a parent of the child to receive an identity card of the Republic of Kazakhstan citizen (if the child was born outside the Republic of Kazakhstan and parents are of different state citizenship, one of which at the time of a childbirth was a citizen of the Republic of Kazakhstan and both parents at that time had a permanent place of residence outside the Republic of Kazakhstan).
  1. Expired identity cards or their digital form.
  2. Decision on the case of an administrative offense (upon the identity card expiration period from 10 calendar days to one month), in accordance with Article 492 of the Code of the Republic of Kazakhstan "On Administrative Offenses" (the Code);
  3. Minutes of administrative offense and a receipt of an administrative fine payment (if the identity card expiration date is over one month), in accordance with Article 492 of the Code.
  1. A written statement indicating where, when and under what circumstances an identity card was lost (under the loss of the passport by the child aged under 16 years old, an application for re-issue of the identity card is submitted by one of the parents or legal representative of the child).
  2. One of the identity cards available or its presentation through the digital document service retrieval.
  3. Certificate of the return issued by foreign institutions of the Republic of Kazakhstan (under the loss of the passport by the citizen of the Republic of Kazakhstan who was temporarily abroad).
  4. Coupon notification from the criminal prosecution body that accepted the statement about the theft or waste of the identity card and (or) passport as a criminal offense (in the form, in accordance with Annex 4 to the Rules for accepting and registering of an application, message or report on criminal offenses, as well as maintaining a Unified register of pre-trial investigations, approved by order of the Prosecutor General of the Republic of Kazakhstan dated September 19, 2014 No. 89 (registered in the Register of State Registration of Regulatory Legal Acts under No. 9744).
  5. Resolution on the case of an administrative offense (for living without an identity card from 10 calendar days to one month), in accordance with Article 492 of the Code.
  6. Minutes on an administrative offense and an administrative fine payment (for staying in the dwelling without having an identity card for more than one month), in accordance with Article 492 of the Code.
  • An identity document with the signs of damage, decay, impossibility of identifying the person (withdrawn when filling out the form).
  • Identity documents or their digital form (identity card date of issue until 01.01.2015, passport date of issue until 01.01.2010).
  • Original passport of the Republic of Kazakhstan citizen.
The service provider receives information confirming the registration at the place of residence from the information system of the Registration point "Documentation and registration of the population".
  1. Identity documents or their digital form (except for the requiring a conclusion on the change of the personal particulars).
  2. Certificate of marriage (dissolution) or its digital form, a court decision that has entered into force.
  3. Birth certificate or its digital form.
  4. Conclusion on the change of personal particulars (in the absence of information in the Registration point "Documentation and registration of the population" about the change of personal particulars, place of birth that the authorized employee receives through the integrational interaction from the civil status act registration IS).
  1. Identity documents or their digital form.
  2. Documents confirming the authenticity of the information entered (birth certificate, marriage (dissolution) certificate or their digital form.
  3. Minutes of  an established form on the identification of the citizen identity (if there is a discrepancy between the photograph of the person being documented in the database with the photograph in the identity document).

Receipt of state fee payment for the identity document (persons exempted from paying a state fee in accordance with Article 622 of the Tax Code submit the supporting documents).

The service provider retrieves an information on actual registration at the place of residence from the Registration point "Documentation and registration of the population" information system.

The public service through the Registration point "Documentation and registration of the population" and a photographing of the service recipient in the Registration point "Documentation and registration of the population" is in accordance with the  international standards requirements and on a free of charge basis.

A photographic image of the service recipient is entered into an electronic form by photographing and the service recipient's signature is entered through a signature scanner.

ID card is issued to citizens of RK from 16 years old and is valid in the Republic of Kazakhstan. ID card is valid through 10 years. 

Passport of RK citizen is issued voluntarily irrespective of age, it identifies person abroad. Passport is valid through 10 years.

**Exempt from payment of state duty for registration of citizens of the RK:

  • Heroes of Socialist Labor;
  • persons awarded the Order of Glory of three classes and three grades of Labor Glory, "Altyn Kyran", "Otan", awarded the title "Halyk Qaһarmany" "Qazaqtyn Yenbek Yeri";
  • mothers with many children who are awarded the title "Mother-Heroine",  "Altyn alqa","Kumis alqa";
  • participants of the Great Patriotic War and persons equated to them, persons awarded orders and medals of the former Soviet Union for selfless work and impeccable military service in the rear during the Great Patriotic War, people who have worked (served for) at least six months to June 22, 1941 to May 9, 1945 and awarded orders and medals of the former Soviet Union for hard work and an impeccable military service in the rear During the Great Patriotic War, invalids, as well as one of the parents of a child with disabilities;
  • the elderly and disabled people living in health and social care institutions for elderly and disabled people of general type, the students of boarding schools, vocational schools and vocational schools that are on full state support and living in dormitories;
  • citizens affected by the Chernobyl disaster.

Individuals

Documents required for submission to service provider:

On the basis of a USSR passport of the 1974 model or its loss, as well as a birth certificate for persons over 18 years of age applying for the first time for the issuance of identity documents to them:

  1. Original passport of the former USSR, sample 1974.
  2. Original birth certificate.
  3. Conclusion on establishing the identity and issuing documents proving the identity of a citizen of the Republic of Kazakhstan, based on the results of checking a citizen to determine his citizenship.
  4. Form-13 certificate confirming the citizenship of the Republic.

When accepting the citizenship of the Republic of Kazakhstan:

  1. Certificate of form-7 on admission to the citizenship of the Republic of Kazakhstan of the established form, issued by the internal affairs bodies (upon receipt of documents in connection with the admission to the citizenship of the Republic of Kazakhstan).
  2. Receipt of payment of the state fee for the document (persons exempted from paying the state fee in accordance with Article 622 of the Tax Code provide supporting documents).
  3. Two photographs of 3.5 x 4.5 centimeters in size, corresponding to the age of the recipient at the time of filling out the form.

Photographs are made by photo printing from one negative on thick photographic paper, strictly frontal on a light background, with a neutral facial expression and a closed mouth, in which the face occupies about 75% of the total photo area.

It is not allowed to use images made by computer scanning, modeling or photocopying. When photographing, headwear is not allowed, except for covering the head for religious or medical reasons, in which case the face remains open from the lower border of the chin to the forehead, shadows from the headdress on the face are not allowed. The eyes are open, clearly visible and not covered by hair. The frame of the glasses does not cover the eyes, reflective and sunglasses are not allowed. In addition, photographs of the documented person in uniform are not allowed.

ID card is issued to citizens of RK from 16 years old and is valid in the Republic of Kazakhstan. ID card is valid through 10 years.

Issuance of a passport and (or) national ID of a citizen of the Republic of Kazakhstan.

Issuance of the public service delivery result is carried out through:

1. Public Corporation based on an application registration coupon.

2. A service provider in the Public Corporation: when filling-in a form on the basis of a receipt for an identity document that is separated from the form after fill-in.

Upon personal appeal to the Public Corporation of a service recipient or his/her legal representative with provision of documents confirming the authority to represent, or to an attorney under a notarized power of attorney to carry out actions provided for by the authority.

If a service recipient has not applied for the public service delivery result, the Public Corporation ensures the storage of national ID and (or) passport for one year from the date of issue and afterwards transfers it to a service provider for destruction.

The following citizens are exempt from payment of state fee for issuance of passports and identity cards of the Republic of Kazakhstan:

Exempt from payment of state duty in accordance with Article 622 of the Tax Code:

  • Heroes of the Soviet Union, heroes of Socialist Labor.
  • Persons awarded the Orders of Glory of three degrees and Labor Glory of three degrees, "Altyn Kyran", "Otan", awarded the titles of "Khalyk kaharmany", "Kazakhstannyn Yenbek Eri".
  • Mothers of many children, awarded the title of "Mother-heroine", awarded with pendants "Altyn alka", "Kumis alka".
  • Veterans of the Great Patriotic War, veterans equated in benefits to veterans of the Great Patriotic War, and veterans of military operations on the territory of other states, persons awarded orders and medals of the former USSR for selfless work and impeccable military service in the rear during the Great Patriotic War, persons who worked (served) for at least six months from June 22, 1941 to May 9, 1945 and were not awarded orders and medals of the former USSR for selfless work and impeccable military service in the rear during the Great Patriotic War, persons with disabilities, and also one of the parents of a person with a disability since childhood, a child with a disability.
  • Elderly people living in medical and social institutions of a general type for the elderly and persons with disabilities, orphans and children left without parental care, who are fully supported by the state, living in orphanages and (or) boarding schools.
  • Citizens affected by the Chernobyl disaster.
Grounds for refusal to provide public services established by the legislation of the Republic of Kazakhstan

In case of establishing the unreliability of the documents submitted by the service recipient for receiving public services and (or) the data (information) contained therein, as well as the inconsistency of the service recipient and (or) the submitted materials, objects, data and information necessary for the provision of public services with the requirements established by regulatory legal acts of the Republic of Kazakhstan.
Due to the lack of consent of the service recipient, provided in accordance with Article 8 of the Law of the Republic of Kazakhstan "On Personal Data and their Protection", for access to restricted personal data required for the provision of public services.

Grounds for institution of an administrative procedure
  • appeal;
  • initiative of an administrative body or official.

 General requirements for the appeal

The appeal submitted in hard copy or electronic form shall indicate:

  • Full name, IIN, postal address of a natural person, BIN of a legal entity;
  • name of administrative body, official to whom the appeal is submitted;
  • the essence of an appeal;
  • date of filing an appeal;
  • signature of the applicant or his representative;
  • other information provided for by legislation of the Republic of Kazakhstan.

If the administrative procedure is on a paid basis, the applicant must submit a document confirming the payment.

! It is barred to reject the receipt of an appeal.

  1. Once the appeal is submitted, the applicant is issued a receipt containing a unique number, indicating the date and time, last name and initials, and the position of the person who received the appeal.
  2. In the case of non-compliance with the requirements established by Article 63 Code, the administrative body and the official shall indicate to the applicant the requirements the appeal does not comply with, and set a reasonable time limit for bringing it into compliance with the requirements.
  3. Before a decision is made on the administrative case, the applicant may withdraw the appeal on the basis of his written application.

Referring the appeal to an authorized administrative body and official

An appeal received by an administrative body and official whose authority does not include the consideration of this appeal, within no later than 3 working days from the date of its receipt shall refer it to the authorized administrative body and official, with simultaneous notification of the participant in the administrative procedure.

  1. The timeframe of administrative procedure is 15 working days from the date of receipt of an appeal.

! The laws may set the other timeframe for consideration of appeals (For example, according to the Law “On Access to Information” a reply to a written enquiry is provided within fifteen calendar days from the date of receipt of the information by the owner).

  1. The period of administrative procedure may be extended by a reasoned decision of the head of the administrative body for not more than 2 months, consistently the participant in the administrative procedure is notified within 3 working days from the date of extension.

A participant in the administrative procedure has the right to file a complaint the administrative action (inaction) related to the adoption of an administrative act.

If an administrative body and official within the timeframe has not adopted an administrative act or committed an administrative action, then commencing from the date of expiry it is considered that the administrative body and official rejected to adopt the administrative act or commit the administrative action.

The complaint is submitted to the administrative body and official whose administrative act and administrative action (inaction) is being appealed.

An appeal to the court is allowed after a pre-trial appeal. If the law provides for the possibility of going to court without the need to appeal to a higher authority, the administrative act, administrative action (inaction) of the administrative body and official is being disputed, along with the revoke, submit to the court a reasoned position of the head of the higher administrative body and official.

! The Administrative Procedure Code not always rules the procedure of complaint; the industry laws may contain statutes indicating the appeal of the decision in the court, without pre-trial appeal.

  1. A complaint against an administrative act, administrative action (inaction) is submitted to the administrative body and official no later than 3 months from the day when the participant in the administrative procedure became aware of the adoption of the administrative act or the commitment of an administrative action (inaction).
  2. If the deadline is missed for a good reason, at the request of the participant in the administrative procedure, it may be renewed by the body considering the complaint.
  3. Missing the deadline for submitting the complaint is not a basis for rejection to receive the complaint by the body considering the complaint.

! Other laws may establish a special procedure and deadlines for appealing the decisions.

The period for consideration of the complaint is 20 working days from the date of receipt of the complaint.

! Other laws may establish a different period for appealing the decisions of administrative bodies.
