The Agency for the Protection and Promotion of Competition presents a Competition Development Guide prepared by the International Center for Competition Law, Innovation and Policy Development. This document contains brief methodological recommendations that will be useful for legislative drafters in terms of minimizing the risks to competition in the markets during government regulation measures developing. Its relevance is due to the fact that it is often difficult for developers of regulatory legal acts to assess the consequences of certain measures to regulate markets before they are introduced into legislation.
The Competition Development Guide examines the methods of government regulation and the assessment of their impact on the competitive environment. Particular attention is paid to the development of market mechanisms and the definition of the role of the state in the markets. The policy of regulation of markets through taxation and subsidies is considered, as well as ways of softer direct participation of the state in the markets. Examples of successful and unsuccessful government intervention in market processes are given, and the role of competition in a market economy is described.
