30.11.2021 in the small hall of the city akimat ofTekeli held a briefing under the chairmanship of Deputy Akim G.Tekeli E.S. Myrzabek, together with the head of the housing inspection sector of the State Institution "Department of Housing and Communal Services and Housing Inspection ofTekeli" Kalieva M.B. on the topic of creating an AXIS (association of property owners) and PT (simple partnership).
The residents of the city were given explanations about the need to switch to this reform.
According to Article 42 of the Law of the Republic of Kazakhstan "On Housing Relations", owners of apartments, non-residential premises for the management of a condominium facility, financing its maintenance and ensuring the safety of the common property of a condominium facility are required to choose one of the forms of management of a condominium facility:
1) association of property owners (AXIS);
2) simple partnership of an apartment building (simple partnership).
The existing KSK (cooperatives of apartment owners) should be replaced by OSI (associations of property owners) or PT (simple partnerships).
They will work according to the scheme: one house - one management body (AXIS or PT) - two bank accounts (current and savings).
This is an alternative to the KSK, in which the owners themselves monitor and are responsible for their housing. Existing KSCS (cooperatives of apartment owners) will need to be reorganized before July 1, 2022.
