The Department's mission: to implement a unified state policy in the field of housing stock to ensure the safety and repair of housing stock, improve the quality of life of the population, and promote the development of housing and communal services that ensure the proper condition of infrastructure facilities.
To be put on the waiting list for housing in the Republic of Kazakhstan, you must permanently reside in the relevant locality (regardless of the period of residence).
Communal or state-owned apartments are provided from the communal housing stock or private housing stock (apartments rented by akimats are included in this Fund) to the following persons:
veterans of the great Patriotic war (get a certificate of benefits online*);
orphaned children, children left without parental care;
mothers with many children who were awarded the "Altyn Alka", "Kumis Alka" pendants or who previously received the title "mother-heroine", as well as those awarded the" Mother's glory " orders of I and II degrees, large families. The total average monthly income of these categories of citizens must be less than 3.1 times the subsistence minimum established for the corresponding financial year by the law on the Republican budget for the last twelve months before applying for housing for each family member;
socially vulnerable segments of the population who have a combined average monthly income for the last twelve months before applying for housing for each family member below 3.1 times the subsistence minimum established for the corresponding financial year by the law on the Republican budget. The coefficient of 3.1 times the subsistence minimum does not apply to orphans, children left without parental care, and children with disabilities;
civil servants, employees of budgetary organizations, military personnel, candidates for cosmonauts, cosmonauts and persons holding state elected positions;
citizens whose only home is recognized as an emergency in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
*Note. You can get a certificate on the availability of benefits (participants of the great Patriotic war, liquidators of accidents at the Chernobyl nuclear power plant, soldiers-internationalists) online, you do not need an EDS. You can help relatives, as you can get a certificate not only for yourself, but also for a relative.
Thus, according to article 69 of the Law "On Housing relations", you are in need of housing if:
you do not have housing on the property right on the territory of Kazakhstan, with registration and at the time of granting the dwelling from municipal housing stock or housing stock of public enterprises;
you do not have a home on the right of ownership in this locality when registering and at the time of providing housing from the housing stock of a state institution;
you do not have a non-foreclosed rental home provided;
the housing where your family lives does not meet the established sanitary and technical requirements;
two or more families live in adjacent, uninsulated residential premises.
your family includes patients suffering from severe forms of certain chronic diseases (according to the list of diseases approved By the government of the Republic of Kazakhstan), in which cohabitation with them in the same room (apartment) becomes impossible.
Within 30 calendar days, you will receive a notification about being placed on the housing waiting list or a reasoned refusal response. The notification will also indicate the number of your current queue. If the documents were submitted online, the notification will be sent to your personal account, and if in the akimat, you can pick them up in person or send them by mail.
It is very convenient to track the queue for housing online. To do this, you do not need to get an EDS and it does not matter how the documents were submitted. Just specify the IIN and the region where you are in the queue.
The order of priority may change, there are groups of citizens according to which housing is provided (each group has its own queue):
veterans of the great Patriotic war;
orphaned children, children left without parental care;
mothers with many children who were awarded the "Altyn Alka", "Kumis Alka" pendants or who previously received the title "mother-heroine", as well as those awarded the" Mother's glory " orders of I and II degrees, large families. The total average monthly income of these categories of citizens must be less than 3.1 times the subsistence minimum established for the corresponding financial year by the law on the Republican budget for the last twelve months before applying for housing for each family member;
socially vulnerable segments of the population;
civil servants, employees of budgetary organizations, military personnel, candidates for cosmonauts, cosmonauts and persons holding state elected positions;
citizens whose only home is recognized as an emergency in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
Priority right to receive housing from the state housing stock or the dwelling rented by local Executive body in private housing stock, are veterans of the great Patriotic war, children-orphans and children left without parental care, mothers with many children awarded "Altyn Alka", "Kumis Alka" or got before the rank "Mother-heroine" and awarded the order of "Maternal glory" I or II degree, families with many children.
According to article 12 Of the rules for registering citizens of the Republic of Kazakhstan who need housing from the state housing Fund or housing rented by the local Executive body in a private housing Fund, the akimat annually updates the waiting lists for housing.
Local Executive bodies of district, cities of regional subordinance, cities of Republican significance, the capital annually conduct an inventory of the waiting lists of the citizens consisting on the account needing the dwelling from municipal housing stock, in an automated way by the Unified national accounting system of the waiting list integrated with information systems of state bodies with the purpose of updating waiting lists, consisting on the account needing habitation.
In case of absence of information in the information system or changes in information about the applicant and his family members, the applicant is notified by local Executive bodies via sms notification mobile phone about the need to update the relevant documents through a State Corporation or portal.
