Where does the budget money go and how can every citizen check it Every citizen of the Republic of Kazakhstan pays taxes These funds are used to form the state budget which is used to build schools and hospitals repair roads purchase medicines ensure safety and other socially important tasks But people often have a question how exactly is budget money spent and is it possible to check it The answer is yes you can And anyone can do it

What is public procurement Public procurement is a process in which government agencies and organizations purchase goods worksand services from the budget Simply put buy furniture for schools medicines for hospitals Road repair services meals for kindergartens Equipment for government agencies All such purchases are conducted in accordance with the Law of the Republic of Kazakhstan on Public Procurement which establishes the principles of transparency openness and equal access for businesses

Where can I view the purchase information All information on public procurement is publicly available on the Public Procurement Portal of the Republic of Kazakhstan On the portal you can see which organizations carry out purchases how much has the purchase been announced for; who submitted the applications who is recognized as the winner at what price was the contract concluded Texts of agreements and protocols Access to this information is free and does not require a special status

Why is this important Transparency of public procurement is one of the mechanisms of public control Since the budget is formed at the expense of citizens' taxes everyone has the right know where the funds are going monitor the effectiveness of their use Report possible violations Openness of information reduces corruption risks and increases trust in government institutions

What should I do if I have any doubts If a citizen believes that violations were committed during the procurement he can contact the Ministry of Finance of the Republic of Kazakhstan to the AntiCorruption Agency of the Republic of Kazakhstan Through the Open Government portalcitizens' appeals are subject to mandatory consideration in accordance with the procedure established by law Common myths Myth 1 "Public procurement is a closed system" In practice, the procedures are carried out in electronic form and are publicly available Myth 2 "Only your own people win" The winner is determined based on the requirements of the documentation and the legislation Myth 3 "An ordinary person can't check anything." Any citizen can study the information on the portal and ask a question through official channels

Conclusion Public procurement is not an abstract system but a mechanism for spending public funds Transparency and open access to information allow every citizen to participate in public control Awareness is the first step towards building a legal culture and strengthening the principle of legality

EDS as a guarantee of responsibility: why each employee needs their own electronic signature in the application

In the public procurement systemEDS has become not just an authorization tool but a legal confirmation of identity and responsibility Every document every download every action in the system is a digital footprint that belongs to a specific person Therefore if a supplier declares specialists as part of the qualification requirements for services or works each of them must have their own EDS and not the general signature of the management or accountant EDS is a personal legal identifier. The electronic signature confirms: the personality of the specialist his participation in the projecthis responsibility is for the accuracy of the information provided the authenticity of documents related to qualifications This excludes situations where one specialist "participates" in several purchases at the same time, or when a company claims people it has not actually engaged or seen Declared specialist = a specialist with his own EDS When participating in the procurement of services or work, the supplier must confirm the availability of qualified and experienced staff Confirmation is considered appropriate only if: the specialist is actually on staff or engaged by an official contract, the documents are drawn up correctly all materials related to the qualification are signed by his personal EDS This is a direct requirement of good faith and transparency everyone who is listed in the application must be personally confirmed by the system Why can't I sign documents for the director's EDS staffSigning the head's EDS qualification documents is the most common mistake made by suppliers This is unacceptable because: the director does not have the professional qualifications of the staffhe has no right to confirm someone else's personal experiencesuch signing distorts the meaning of the qualification requirementsthis creates the risk of the application being rejected as inappropriate The director's EDS confirms the company's management actions The specialist's EDS confirms his personal competence These are two different legal levels of responsibility Why does the market and both sides need this? For the customerthis is a guarantee that the work will be performed by real specialists with proven experience For the supplier this is protection from accusations of fictitious personnel and confidence that the application will pass verification The EDS here plays the role of a digital filter that separates transparent participants from nominal ones

Public procurement life cycle

Public procurement is not a one—time action but a whole process consisting of successive stages To ensure that budget money is spent transparently and efficiently each purchase goes through the same lifecycle from planning to contract execution Planning It all starts with a need An organization (school hospital akimat) determines exactly what it needs food medicines equipment repair servicesor construction These needs are included in the annual procurement plan which is published in the system Purchase Announcement When the time comes the customer places an ad on the public procurement portal It specifies the subject of the purchase the terms of participation and the deadline for submitting applications From now on, any company or sole proprietor can review the documents and prepare for participation Acceptance and consideration of applications Suppliers submit their proposals electronically Applications are reviewed by the commission or the system automatically (depending on the purchase method) At this stage, it is checkedwhether the participant meets the requirements whether the documents are drawn up correctly, and to what extent the offer meets the customer's needs Determining the winner Depending on the purchase methodIn the auction, the winner is the one who offered the lowest priceThe competition evaluates not only the price but also the quality experience and performance conditionsWhen requesting price offerssimplicity and compliance are important The decision is recorded in protocols that are published in the system and are accessible to everyone Conclusion of an agreement An electronic contract is concluded with the winner through the public procurement portal It sets out the terms price and obligations of the parties The agreement becomes legally binding from the moment the EDS is signed Contract execution At this stage, the supplier fulfills its obligations delivers the goods provides the serviceor performs the work The customer in turn accepts the result and pays for it from the budget Monitoring and completion After the execution, the contract is closed If violations are detected (for example substandard goods or non-compliance with deadlines)sanctions are applied Complaints and inspections by authorized bodies are also possible Conclusion: The public procurement life cycle is a transparent chain need announcement applications winner contract execution control Thanks to this, the state receives the necessary goods and services and the business gets the opportunity to work on an open basis
