In our time, in the age of development of digital technologies, along with the usual spheres of human activity, modern spheres have appeared that have significantly influenced the development of mankind. Of course, they all require government regulation. The Kazakh state service does not stand aside either. Today we can say with confidence that it fully complies with modern requirements, both from the technical side and from the side of the legal framework.
One of the proofs of this is the law "On the Civil Service of the Republic of Kazakhstan" adopted on November 23, 2015, which regulates public relations associated with entering the civil service of the Republic of Kazakhstan, its passage, termination, determines the legal status, material security and social protection of civil servants, as well as questions of the activities of other persons in state bodies.
An innovation in this law is the division of civil servants into administrative and political. Administrative civil servant is a civil servant who carries out his activities on a permanent professional basis, with the exception of cases provided for by the laws of the Republic of Kazakhstan and acts of the President of the Republic of Kazakhstan. A political civil servant is a civil servant whose appointment (election), dismissal and activities are politically defining in nature, who is responsible for the implementation of political goals and objectives.
As we can see, the division is absolutely clear and understandable. These changes undoubtedly helped to define the boundaries of the powers of civil servants.
In addition, Kazakhstani civil servants were divided into “A” and “B” buildings. Corps "A" includes administrative public positions at the management level, for which a special procedure for selection to the personnel reserve, competitive selection, passage and termination of civil service, as well as special qualification requirements are provided. All other civil servants are part of Building B.
In conclusion, it is important to say that the development of public service is to a certain extent related to the Kazakh society. Since it is the citizens who determine the requirements for civil servants. Only a client-oriented person who meets the needs of society should work in the public service, because the future of not only a certain settlement, but also the whole country will depend on his decisions.
