In accordance with subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan dated April 15, 2013" On Public Services ", I order:
1. install:

rules for the provision of public services "determination of the cadastral (estimated) value of a land plot" in accordance with Annex 2 to this order;
rules for the provision of public services "approval of land management projects for the formation of land plots" in accordance with Annex 3 to this order;
rules for the provision of public services "Issuance of a decision to change the purpose of a land plot" in accordance with Annex 4 to this order;
rules for the provision of public services "Issuance of a permit for the use of land plots for survey work" in accordance with Annex 5 to this order;
rules for the provision of public services "Preparation and issuance of certificates for a land plot" in accordance with Annex 6 to this order;
rules for the provision of public services "Provision of information on the quality condition of the land plot" in accordance with Annex 7 to this order;
rules for the provision of public services "Issuance of a final decision on the transfer of agricultural land from one type to another" in accordance with Annex 8 to this order;
rules for the provision of public services "provision of land plots for the construction of an object within the boundaries of settlements" in accordance with Annex 9 to this order;

rules for the provision of public services "approval and issuance of a project for the reclamation of disturbed lands" in accordance with Annex 13 to this order;
rules for the provision of public services "sale of a land plot to private ownership with immediate payment or in installments" in accordance with Annex 14 to this order;
approve the rules for the provision of the state service "queuing for obtaining a land plot" in accordance with annex 15 to this order.
2. to recognize as invalid some orders of the Minister of Agriculture of the Republic of Kazakhstan and the Ministry of National Economy of the Republic of Kazakhstan in accordance with Annex 16 to this order.
3. The Committee on Land Resources Management of the Ministry of Agriculture of the Republic of Kazakhstan, in accordance with the procedure established by law, shall provide:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on the Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.
4. Control over the implementation of this order shall be entrusted to the supervising Vice-Minister of Agriculture of the Republic of Kazakhstan.
5. This order shall enter into force upon the expiration of twenty-one calendar days after the date of its first official publication.

Appendix 1
Rules for the provision of public services "Provision of information from the State Land cadastre"
Chapter 1. General provisions
1. These Rules for the provision of public services" Provision of information from the state land cadastre "(hereinafter – the rules) are developed in accordance with subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan dated April 15, 2013" On Public services" (hereinafter – the Law) and determine the procedure for the provision of public services "Provision of information from the state land cadastre" (hereinafter-the state service).
2. the following basic concepts are used in these Rules:
1) Personal account-the user's account on the e-government web portal" ;
2) the automated information system of the state land cadastre (hereinafter-AIS GZK) is an information system designed for maintaining the state land cadastre, containing qualitative and quantitative characteristics of land plots, including information about their boundaries, as well as about the owners of land plots and land users;
3) Public service standard-a list of the main requirements for the provision of public services, containing the characteristics of the process, form, content and result of the provision of public services, as well as other information, taking into account the specifics of the provision of public services;
4) the e-government web portal (hereinafter referred to as the portal) is an information system that is a single window of access to all consolidated government information, including the regulatory legal framework, and to public services provided in electronic form, services for issuing technical conditions for connecting to the networks of natural monopoly entities and services of quasi-public sector entities;
5) an electronic digital signature (hereinafter referred to as an EDS) is a set of electronic digital symbols created by means of an electronic digital signature and confirming the authenticity of an electronic document, its belonging and the immutability of its content.
Chapter 2. The procedure for the provision of public services
3. the state service is provided by the state corporation "Government for Citizens" (hereinafter – the service provider).
4, in order to receive a state service, individuals and legal entities (hereinafter referred to as the service recipient) through the portal send a request to the service provider in the form of an electronic document certified with a one – time password to the portal account in the case of a fixed connection of the service recipient's subscriber number issued by the service recipient's EDS or mobile operator.
5, the list of necessary documents and basic requirements for the provision of public services, containing a description of the process, form, content and result of the provision of public services, as well as other information, taking into account the specifics of the provision of public services, is set out in the standard of public services "Provision of information from the state land cadastre" in accordance with Annex 1 to these Rules.
The service provider requests information about the identity document, about the registration (re-registration) of a legal entity, about the registration of an individual entrepreneur or about the beginning of activity as an individual entrepreneur confirming the ownership of real estate, about the title and identification documents for the land plot, about the absence of encumbrances on the land plot from the relevant state information systems through the "electronic government" gateway.
The status of acceptance of the request for the provision of public services, as well as a notification indicating the date and time of the provision of public services, is sent to the" personal account " of the service recipient.
6. The application is sent through the portal and is received by the AIS of the GPC within 3 (three) minutes.
If the service recipient applies after the end of working hours, on weekends and holidays, according to the Labor Code of the Republic of Kazakhstan dated November 23, 2015, the application is accepted and the result of the provision of public services is issued on the next working day.
7. the result of the provision of the state service is sent through the portal to the" personal account " of the service recipient within 12 minutes.
The result of the provision of public services is information from the state land cadastre in accordance with the forms in accordance with Annexes 3 and 4 to these Rules.
The information received from the state land cadastre is sent through the portal to the service recipient in the "personal account" in the form of an electronic document signed by the EDS of the authorized person of the service provider.
8. the service provider ensures the entry of data on the stage of the provision of public services into the information system for monitoring the provision of public services.
9.in case of failure of the information system, the service provider immediately notifies the responsible employee of the structural division of the service provider for the information and communication infrastructure.
In this case, the employee responsible for the information and communication infrastructure draws up a protocol on a technical problem and is signed by the service provider.
Chapter 3. The procedure for appealing decisions, actions (inaction) of service providers and (or) their officials on the provision of public services
10, a complaint against the decision, actions (inaction) of the service provider on the provision of public services is submitted to the head of the service provider, to the authorized body for evaluating and monitoring the quality of public services.
The complaint of the service recipient received by the service provider is subject to consideration within 5 (five) working days from the date of its registration in accordance with paragraph 2 of Article 25 of the Law.
The complaint of the service recipient received by the authorized body for the assessment and control of the quality of public services is subject to consideration within 15 (fifteen) working days from the date of its registration.
